51. Turning Water into Wellbeing: How an Irrigation Scheme Changed Lives in a Zimbabwean Dryland

Abstract:
Climate change is putting increasing stress on the livelihoods of people living in the world’s drylands. Smallholder irrigation has long been seen as a means of improving food security in areas with unpredictable rainfall, and is now being promoted as part of climate change adaptation strategies. The Ruti Irrigation Scheme in Zimbabwe was begun by Oxfam in 2009 with these objectives in mind. This report examines the findings of two evaluations of the project and shows that the irrigation scheme has had more significant social and economic impacts than those measured by a quantitative study alone. However, the positive impacts for wellbeing have not been as extensive as originally hoped – having been affected by extreme weather events and the decision to reserve scarce water for use by sugar estates further downstream. This suggests that while smallholder irrigation schemes can provide important local benefits, these are threatened not only by the usual difficulties associated with their implementation, but also by the greater challenges posed by climate change and the resource conflicts that are being exacerbated as a result. These are problems which require significant changes in policy and practice at catchment-wide, national, and international levels.

Abstract:
This paper provides an assessment of the work done by the Organ on National Healing, Reconciliation and Integration (ONHRI) in post-2008 Zimbabwe. ONHRI was employed by the Zimbabwean government (precisely as Government of National Unity) to ensure national healing and integration. The efficacy of top-down approaches to social cohesion in post-conflict contexts is questioned. The paper outlines how political expediency, mistrust and polarisation debilitated the work of ONHRI. There was little consultation done in creating ONHRI, especially with communities affected by political violence. Academics, civil society, smaller political parties and private entities were left out of the process of creating social cohesion mechanisms. For the Zimbabwe African National Union – Patriotic Front (ZANU-PF), the Organ was a concession on their part to the demands of the MDC and this led to problems in implementing its mandate. What transpired became a political cat and mouse game in which actors at the national level frustrated the process of uncovering the truth and the promotion of healing. ONHRI’s work has to be understood within a context of political competition in the Government of National Unity (GNU) in which self-interest overtook the mandate of the Organ. The paper therefore argues that Zimbabwe lost an opportunity to entrench grassroots social cohesion and healing processes.

54. Six ways to enable women’s economic empowerment

Worldwide, only about one in two women work, compared with three in four men. In some low-income countries, such as Zimbabwe and Madagascar, the labor force participation rate for women has reached 90 percent, but these women are often underemployed. Hard economic circumstances often force them to be self-employed or work in small enterprises that are unregulated and unregistered. About 83 percent of all domestic workers in the world are women, most of whom work in precarious conditions. Women also do much more unpaid work than men, including caring for children, the elderly, and people with disabilities; contributing to family farms or businesses; and performing household chores such as collecting water or gathering firewood. Improving women’s livelihoods constitutes basic human rights protection. But could including more women in the labor force also stimulate economic growth, enhance business competitiveness, and improve well-being? We recently conducted a review of evidence to answer that question and found that reducing the gender pay gap and equalizing access to economic opportunities and resources are good for economic, social, and business development. For example, some firms that purposefully reduced gender discrimination and supported family-friendly policies attracted more talented workers, improved retention rates, and decreased employee stress, resulting in enhanced productivity.

55. Geopolitics: An Overview of Concepts and Empirical Examples from International Relations

Abstract:
Geopolitical research is frequently portrayed as a dead end. To some scholars it appears that in the 21st century geography is largely scenery, all but irrelevant to the most important issues of grand strategy. This working paper aims to revitalise geopolitics, reflecting both on the critique of the subject and the strengths that have characterised it for more than a century. It is argued that geographical conditions constitute a set of opportunities and constraints, a structure that is independent of agency. General patterns and long-term processes can be aptly explained by this structure but geopolitics is not a theory of state behaviour or foreign policy. Understanding specific phenomena that occur in international relations therefore requires taking into consideration non-geographical factors. Such a combination of geographical and non-geographical factors provides sound explanations, as several examples demonstrate: China’s projection of power into the Indian Ocean, South Africa’s approach to the political crisis in Zimbabwe in 2008, Iran’s maritime strategy and the poor integration of Colombia and South America. Given that geopolitics is about analysing international relations (or politics) for its geographical content, all those committed to geopolitics should concentrate on the three guiding questions: Do geographical conditions influence the observed outcome? If yes, do geographical conditions influence the observed outcome significantly? If yes, how, meaning in combination with which other factors do geographical conditions influence the observed outcome?

Abstract:
Nowadays we certainly cannot take it for granted that our understanding of human rights is accepted throughout the world. On the contrary, that understanding is much more at risk than it was 20 or 30 years ago. This is all the more true when hardly anyone dares to openly address this issue. But the basic approach is actually quite simple: successful human rights policy is about translating a fantastic idea into reality. This idea applies to everyone, regardless of whether they were born in Germany or Switzerland or in China, Zimbabwe, Cuba or North Korea. The political art of human rights policy consists of placing the individual at the heart of all efforts, while at the same time taking into account traditions, culture and religion. This is often particularly difficult when persuasive arguments are put forward by those who consciously disregard human rights for the sake of shoring up their own power.

57. Backlash against International Courts in West, East and Southern Africa: Causes and Consequences

This article discusses three credible attempts by African governments to restrict the jurisdiction of three similarly situated sub-regional courts in response to politically controversial rulings. In West Africa, when the Court of the Economic Community of West African States (ECOWAS) upheld allegations of torture by opposition journalists in Gambia, that country’s political leaders sought to restrict the Court’s power to review human rights complaints. The other member states ultimately defeated Gambia’s proposal. In East Africa, Kenya failed in its efforts to eliminate the East African Court of Justice (EACJ) and to remove some of its judges after a decision challenging an election to a sub-regional legislature. However, the member states agreed to restructure the EACJ in ways that have significantly affected the Court’s subsequent trajectory. In Southern Africa, after the Southern African Development Community (SADC) Tribunal ruled in favour of white farmers in disputes over land seizures, Zimbabwe prevailed upon SADC member states to suspend the Tribunal and strip its power to review complaints from private litigants. Variations in the mobilization efforts of community secretariats, civil society groups and sub-regional parliaments explain why efforts to eliminate the three courts or narrow their jurisdiction were defeated in ECOWAS, scaled back in the EACJ and largely succeeded in the SADC.

Abstract:
Zimbabwe has never had meaningful and comprehensive programmes to provide justice in the many issues that cascade from conflict and violence in the nation. What has been done, amounts to armistices rather than transitional justice mechanisms. Consequently, Zimbabwe has not seriously dealt with the primary sources of conflict and violence that date back to colonial times. The rhetoric of unity premised on amnesia has been privileged over effective practical healing and reconciliation mechanisms that address the root causes of recurrent human rights violations. Indemnities, amnesties and presidential pardons have been used to protect perpetrators of conflict and violence. This article attempts to explore key issues and challenges around the healing and reconciliation question by exposing the contending perspectives and issues provoked by the adoption of the new constitution in Zimbabwe and the setting up of the National Peace and Reconciliation Commission (NPRC). Theoretically, the article posits that the very logic that informs the construction of ‘the political’ (as a domain of political values and incubator of political practices), which privileges notions of ‘the will to power’ and the ‘paradigm of war’, makes conflict and violence to be accepted as normal. Practically, the article advances ideas of ‘survivor’s justice’ as opposed to the traditional ‘criminal justice’ that fragments a society emerging from a catalogue of conflicts and violence into simplistic ‘perpetrator’ and ‘victim’ binaries. Survivor’s justice privileges political reform as a long-lasting solution involving reconstitution of ‘the political’ itself.

59. The consequences of not healing: Evidence from the Gukurahundi violence in Zimbabwe

Abstract:
Between 1983 and 1987, an estimated 20 000 people from Matabeleland and parts of Midlands Province in Zimbabwe were killed by government forces in an operation code-named Gukurahundi. Since that time no official apology, justice, reparations or any form of healing process has been offered by the government which was responsible for these atrocities. Many people still suffer trauma from the events of this time. This article reports part of a larger research project which investigated whether the survivors of Gukurahundi could heal themselves via participation over time in a group action research project directed at their healing. The present article focuses on the consequences of failing to heal, based on the experiences and attitudes of the participants. We found that to the extent that healing does not occur: trauma is passed on to the next generation, a strong desire for revenge is felt, and high levels of mistrust are maintained towards the ethnic group involved in the massacres.

Abstract:
Since the Matabeleland massacres in the early 1980s, reconciliation remains unattainable in this region of Zimbabwe. Reasons for this include the fact that survivors of these atrocities have not received the acknowledgement they require from the government. As a result, their perception is that the government has continued to repress them by failing to provide for their needs. More so, the preceding episodes of violence in the region have engendered fear, anxiety and distress among a population that is battling to deal with its past. This article explores the attempts by the government and civil society representatives in the region to facilitate reconciliation and seeks to determine their ability to establish durable peace at the community level. Drawing from fieldwork undertaken in Matabeleland in April 2014, this article describes what the community identifies as central requirements for reconciliation to occur, as against what is provided by the national framework for reconciliation implemented by the government.
