1. The role of traditional healers in conflict resolution in Zimbabwe, 1890‒1980

Abstract:
This paper analyses the historical role of traditional healers (n’anga/chiremba) in conflict resolution in Zimbabwe. Historically, traditional healers occupied a powerful position in Zimbabwean society. Not only were they healers but they also handled social problems and contributed to peace and reconciliation. However, colonial rule in Zimbabwe (1890‒1980) ushered in a spirited challenge to the authority of traditional healers. They were ridiculed as fraudsters who perpetuated unfounded superstitions. Colonial legal and justice systems replaced traditional conflict resolution institutions that had been manned by traditional healers. Nonetheless, traditional healers continued to exist underground. Notwithstanding that, their role and contribution to peacebuilding remains on the fringe of academic inquiry. The key question that this paper addresses is how and under what conditions traditional healers contributed to conflict resolution at the grassroots level. The paper focuses mostly on records of conflict and violence in court cases, underscoring how witnesses’ evidence brought attention to the role of traditional healers in reconciliation. It demonstrates the various contexts in which traditional healers’ interventions were alluded to but ignored in the state’s attempts to administer justice. By digging up obscured and misrepresented evidence of traditional healers’ practices in conflict resolution in the colonial archive and in-depth interviews, we unravel this understated but most crucial element in the process of conflict resolution in Zimbabwe since 1890.

Abstract:
Concern Worldwide (Concern) and Oxfam GB (Oxfam) jointly commissioned this report to look at the impacts of cash transfers (CTs) on gender dynamics both within households and communities. This report was commissioned because of the agencies' concerns that while CTs, now being used in many different emergency contexts, are expected to benefit women and contribute towards their empowerment, there was little evidence being collected to see whether this was in fact happening. The learning from this report will inform future gender sensitive CT programmes.

Abstract:
This article argues that there is a legal and political basis for attending to concerns of ethnic minorities in postcolonial transitions. If left unattended, this issue may prompt members of minority groups to resort to preservative measures, including violence to the detriment of the security which is a fundamental objective of the transition. This reaction is often generated by an axiomatic fear of assimilation. The case of the Ndebele of Zimbabwe illustrates this. The article's position is confirmed by post-colonial state practice that implements minority rights and accords affected groups a right to self-determination or autonomy in tandem with liberal democratic reforms.

Abstract:
Authoritarianism in Zimbabwe survives because a coalition of political and military elites stands ready and willing to employ violence to execute the Machiavellian vision of President Robert Mugabe and perpetuate his control of the state. Several variables reinforce the durability of this regime—chief among them the mass out-migration and the large inflow of remittances that has decimated the middle class and dampened the political voice of those who remain in the country. Beginning in 2000, Zimbabwe's authoritarianism became militarized with the overt intrusion of the security sector into the political arena, a process that reached its peak before the June 2008 presidential runoff election. The electoral dimension of its authoritarianism stems from the fact that the regime unfailingly holds elections in search of popular legitimacy but then manipulates them for its own ends. This article dissects Zimbabwe's militarized form of electoral authoritarianism with specific reference to the 2008 reign of terror. It concludes that the factor that best explains the regime is the symbiosis between the party and the security sector, with Mugabe providing the glue that binds them together in pursuit of regime survival.

As Zimbabwe enters its second year under a unity government, the challenges to democratic transformation have come into sharp focus. Despite reasonable progress in restoring political and social stability, ending widespread repression and stabilising the economy since February 2009, major threats could still derail the reform process. In particular, resistance of intransigent and still powerful security sector leaders and fractious in-fighting between and within the Zimbabwe African National Union (ZANU-PF) and the Movement for Democratic Change (MDC) must be addressed now. South Africa and other countries in southern Africa – who monitor the accord that guides the transition – must press the parties, and particularly President Robert Mugabe, to see the transition through to a successful conclusion. Donors should back their efforts.

Zimbabwe's long night is by no means over. Nearly a year after the violent and disputed March 2008 elections, and months after the September signing of a 'Global Political Agreement' with the ruling ZANU-PF party, the main faction of the Movement for Democratic Change (MDC) agreed in February to take part in a coalition government in which its leader, Morgan Tsvangirai, became Prime Minister. The state apparatus in Zimbabwe is currently shared uneasily by reformers and reactionaries with each of the MDC and ZANU-PF having half of the cabinet seats. Hardline ZANU-PF elements remain in government and control the security services, and a quiet but intense power struggle continues.

7. Zimbabwe: Prospects from a Flawed Election

The regional mediation offering the most realistic chance to resolve Zimbabwe's eight-year crisis has failed. South African President Thabo Mbeki's stated objective in talks between the ruling ZANU-PF party and the opposition Movement for Democratic Change (MDC) was to secure conditions for free and fair elections that would produce an undisputed outcome. But on 29 March 2008, Zimbabwe will hold elections already flawed by pre-poll misbehaviour, notwithstanding what may occur on polling day and thereafter. The results are likely to be heatedly disputed. Though the playing field is far from even, and efforts to create a united opposition have failed, ex-ZANU-PF politburo member Simba Makoni is seriously challenging Robert Mugabe's re-election. The 84-year-old president probably has the means to manipulate the process sufficiently to retain his office, though possibly only after a violent run-off, but there is little prospect of a government emerging that is capable of ending the crisis. If the situation deteriorates, the African Union (AU) needs to be ready to offer prompt mediation for a power-sharing agreement between presidential contenders and creation of a transitional government with a reform agenda.

Abstract:
South Africa's “quiet diplomacy” has been often used to reject the notion of South African leadership or regional hegemony in southern Africa. This article finds that this evaluation is founded on a misguided understanding of regional hegemony, which is based on conventional hegemony theories that are mostly derived from the global role of the United States after World War II. Alternatively, this article uses a concept of hegemony that, for example, takes into account the “regionality” of South Africa's hegemony, which both allows external actors to impact on regional relations and allows South Africa to pursue its foreign policy goals on the global level of international politics. This concept helps to systemically analyze South Africa's foreign policy in the Zimbabwean crisis and to better integrate this policy into the broader framework of its regional and global ambitions.

9. Zimbabwe: A Regional Solution?

Abstract:
Six months before scheduled elections, Zimbabwe is closer than ever to complete collapse. Inflation is between 7,600 per cent (government figures) and 13,000 per cent (independent estimates). Four out of five of the country's twelve million people live below the poverty line and a quarter have fled, mainly to neighbouring countries. A military-led campaign to slash prices has produced acute food and fuel shortages, and conducting any business is becoming almost impossible. An initiative launched by the regional intergovernmental organisation, the Southern African Development Community (SADC), to facilitate a negotiated political solution offers the only realistic chance to escape a crisis that increasingly threatens to destabilise the region. But SADC must resolve internal differences about how hard to press into retirement Robert Mugabe, Zimbabwe's 83-year-old president and liberation hero, and the wider international community needs to give it full support.

Can peace and stability be measured? If so, what are some of the most helpful indicators for determining at-risk countries and regions? What is the significance of resulting rankings and changes from year to year? On September 17, 2007, USIP hosted a public event to explore these and related questions. The panel featured three indices that attempt to quantify aspects of countries' peacefulness, conflict, and instability: the Failed States Index, the Peace and Conflict Instability Ledger, and the Global Peace Index.
