Abstract:: Formerly one of Africa's most promising economies, Zimbabwe has begun a process of economic reconstruction after decades of political turmoil and economic mismanagement. The advent of a national unity government in February 2009 launched a new but still tentative era of political stability. The government has a daunting political and economic agenda. Top priorities include restoring the rule of law, demonstrating fiscal responsibility, and putting in place macroeconomic and structural reforms to win the confidence of domestic and international investors.

Abstract:: Although Zimbabwe's deep-seated economic malaise has robbed citizens of their savings, rendered incomes practically worthless and undermined domestic productivity, experts believe that a resolution of the political impasse could trigger much-needed policy reform and economic revitalization. This USIPeace Briefing reviews policy options and recommendations proffered at a USIP roundtable discussion on August 12, 2008. The panelists were: Keith Campbell, Managing Director at the Executive Research Associates; Bernard Harborne, Lead Conflict Specialist at the World Bank; Frank Young, Vice President of Abt Associates; Callisto Madavo, visiting professor at the African Studies Program at Georgetown University. Abstract:: Can peace and stability be measured? If so, what are some of the most helpful indicators for determining at-risk countries and regions? What is the significance of resulting rankings and changes from year to year? On September 17, 2007, USIP hosted a public event to explore these and related questions. The panel featured three indices that attempt to quantify aspects of countries' peacefulness, conflict, and instability: the Failed States Index, the Peace and Conflict Instability Ledger, and the Global Peace Index. The panel examined the meaning, methodologies, and utility for policymakers and researchers of these and other indices. This USIPeace Briefing summarizes the discussion at this event.

Abstract:: This study seeks to better understand the ways chronic illness and death, possibly associated with HIV/AIDS, negatively affect households and the impact of microcredit in helping affected households. This is achieved through analysis of data from clients of Zambuko Trust and non-client micro entrepreneurs, using proxy indicators of HIV/AIDS affected households. It also investigates the vetting of members by loan guarantee groups and the ways these groups deal with individuals affected by illness and death. Since members of loan groups serve as gatekeepers to loans, the internal dynamics of these groups as well as the MFI's policies and loan term s and conditions are important to understanding any push factors that might exclude HIV/AIDS infected and affected individuals. Suggestions from clients and other key stakeholders are provided on changes that might assist microfinance institutions and their clients to address the negative effects of HIV/AIDS.
