1. How Do International Sanctions End? Towards a Process-Oriented, Relational, and Signalling Perspective

Abstract:
Research on sanctions has hitherto focused on their implementation and effectiveness, whereas the termination of such measures has received only little attention. The traditional model, which looks at sanctions and their removal in terms of rational, interstate bargaining, focuses on how cost–benefit calculations affect the duration and termination of such measures. Yet, this research insufficiently captures the back and forth between easing sanctions, stagnation, and renewed intensification. It also fails to account for the multifaceted social relations between senders, targets, and third actors that shape these termination processes, as well as for the signalling dimension of ending sanctions – not least because existing datasets tend to operationalise sanctions as a single event. To help fill these gaps, the paper proposes a process-oriented and relational understanding that also recognises how sanctions termination conveys the message of ending the visible disapproval of the target, which may be heavily contested. Case studies on Zimbabwe and Iran illustrate how such an approach sheds light on the different logics of action that shape processes of sanctions termination, and thereby contributes to a more holistic understanding of sanctions in general.

Abstract:
This study examined the role played by bank specific factors in explaining bank stability in Zimbabwe. A panel data set was compiled covering 15 CAMEL type ratios from all 26 banking institutions which were operational in Zimbabwe between 2009 and 2014. The Principal Component Analysis (PCA) and Random Effects (RE) model were applied to establish the statistically significant CAMEL type bank distress prognosticators in Zimbabwe. This study revealed that Capital, Asset Quality and Earnings (CAE), are the most statistically significant bank specific factors which influence distress in the Zimbabwean market. On the macroeconomic front, statistical significance was established on the ‘end-period Consumer Price Index (CPI)’ in determining bank stability in Zimbabwe. This implies that a deteriorating asset quality base in a bank with a feeble capital base and weak earnings in a market dogged by inflation instability is a classic precursor to bank distress in Zimbabwe.

3. Do Mobile Phone Surveys Work in Poor Countries?

Abstract:
In this project, we analyzed whether mobile phone-based surveys are a feasible and cost-effective approach for gathering statistically representative information in four low-income countries (Afghanistan, Ethiopia, Mozambique, and Zimbabwe). Specifically, we focused on three primary research questions. First, can the mobile phone survey platform reach a nationally representative sample? Second, to what extent does linguistic fractionalization affect the ability to produce a representative sample? Third, how effectively does monetary compensation impact survey completion patterns? We find that samples from countries with higher mobile penetration rates more closely resembled the actual population. After weighting on demographic variables, sample imprecision was a challenge in the two lower feasibility countries (Ethiopia and Mozambique) with a sampling error of +/- 5 to 7 percent, while Zimbabwe's estimates were more precise (sampling error of +/- 2.8 percent). Surveys performed reasonably well in reaching poor demographics, especially in Afghanistan and Zimbabwe. Rural women were consistently under-represented in the country samples, especially in Afghanistan and Ethiopia. Countries' linguistic fractionalization may influence the ability to obtain nationally representative samples, although a material effect was difficult to discern through penetration rates and market composition. Although the experimentation design of the incentive compensation plan was compromised in Ethiopia and Zimbabwe, it seems that offering compensation for survey completion mitigated attrition rates in several of the pilot countries while not reducing overall costs. These effects varied across countries and cultural settings.

5. The EU's Use of 'Targeted' Sanctions: Evaluating effectiveness

Abstract:
This study analyses the use by the European Union of the novel concept of 'targeted sanctions' in the framework of its Common Foreign and Security Policy. It examines two sets of sanctions regimes featuring different degrees of efficacy: in Myanmar and Zimbabwe, the EU wielded measures in support of human rights and democracy objectives in the absence of a United Nations mandate, while it supplemented UN sanctions to stop nuclear proliferation in Iran and North Korea. The study highlights a number of facilitators of, or hindrances to, the efficacy of sanctions, such as the degree of support by regional powers or the presence of UN legitimation. It concludes that the EU sanctions regimes could be optimised by using more robust measures, designing them on the basis of ex ante assessments, enabling faster upgrades, monitoring their impact and adjusting them regularly and improving outreach efforts.

Abstract:
The July 2013 election victory of the Zimbabwe African National Union-Patriotic Front (ZANU-PF) failed to secure broad-based legitimacy for President Robert Mugabe, provide a foundation for fixing the economy, or normalise external relations. A year on, the country faces multiple social and economic problems, spawned by endemic governance failures and compounded by a debilitating ruling party succession crisis. Both ZANU-PF and the Movement for Democratic Change-Tsvangirai (MDC-T) are embroiled in major internal power struggles that distract from addressing the corrosion of the social and economic fabric. Zimbabwe is an insolvent and failing state, its politics zero sum, its institutions hollowing out, and its once vibrant economy moribund. A major culture change is needed among political elites, as well as commitment to national as opposed to partisan and personal interests.

Abstract:
On August 7 and 8, 2014, CIGI's Global Economy Program co-hosted a conference with Uganda Debt Network to discuss African perspectives on sovereign debt restructuring. The proceedings, opened by the vice president of Uganda, took place in Kampala, and featured several distinguished participants — including current and former finance ministers and central bank governors, academics and practitioners, and civil society representatives — from Uganda, Liberia, Cameroon, Ghana, Nigeria, Zambia and Zimbabwe. Participants also came from civil society organizations and intergovernmental institutions representing broader groups of African countries or the continent as a whole.

Abstract:
The world has become dependent on interdependence and globalization because the processes that promote worldwide exchanges of national and cultural resources are generating further interdependence of economic and cultural activities (Robertson 2000). Therefore, one can state that religion and culture are no longer only important ingredients of civilization , but potential causes of division and isolation. A good example is that only a few Muslim governments overtly supported Saddam Hussein, many Arab States privately cheered him on, and he was highly popular among large sections of Arab populaces. When invoking parallels and using them as strong rallying points, Muslims contrasted Western actions against Iraq with the West's failure to protect Bosnia against Serbs and also to impose sanctions on Israel for violating UN resolutions (Huntington 2006, 447). As a result, differences in power and struggles for military, economic and institutional power are now sources of conflict between the West and other civilisations. Consequently, it could be assumed that fundamental economic reforms give rise to necessary political transformation.

9. Growing but not transforming: Fragmented ruling coalitions and economic developments in Uganda

Abstract:
When the National Resistance Movement (NRM) and its leader, Yoweri Museveni, came to power, they had an explicit agenda of industrializing the economy (Kjær and Muhumuza, 2009). Improved infrastructure and increased production and productivity were the focus. Indeed, Uganda enjoyed a period of sustained economic growth of about 7 percent annually between 1990 and 2006 (Piron and Norton, 2004; Kjær and Muhumuza, 2009), made possible by a stable ruling coalition, macro-economic stability, low inflation (until recently), and relative peace. Poverty declined from 56 percent in 1991 to 25 percent in 20101 However, there has been limited structural transformation in terms of a shift from agriculture to industry. A number of explanations for this could be put forward, whether institutional, policy-oriented or geographical (Selassie, 2008; van de Walle, 2001). None of them, however, explains fully how Uganda, in spite of an initially highly dedicated ruling elite, did not succeed in transforming its economy. For example, Uganda is a landlocked country, but so is Zimbabwe, which is far more industrialized. Similarly, while Uganda certainly has weak institutions, so did other countries that have succeeded in industrializing (Selassie, 2008).

Abstract:
Concern Worldwide (Concern) and Oxfam GB (Oxfam) jointly commissioned this report to look at the impacts of cash transfers (CTs) on gender dynamics both within households and communities. This report was commissioned because of the agencies' concerns that while CTs, now being used in many different emergency contexts, are expected to benefit women and contribute towards their empowerment, there was little evidence being collected to see whether this was in fact happening. The learning from this report will inform future gender sensitive CT programmes.
