1. The attitude of the international community to the October 1997 student protests in Kosovo

Abstract:
During the administration of the former Yugoslavia, the Albanian population of Kosovo was denied the basic right to education. Albanian students, although they were numerically in the majority at the University of Pristina, did not even enjoy the basic rights to education in the Albanian language, despite the fact that this university was Albanian and was founded by Albanians more than 20 years ago. This situation pushed Albanians to organise themselves to defend their freedoms and rights, especially in the field of education. The student protests of October 1997, organised in a spirit of cooperation between students, civil society and teachers, became one of the many factors that brought the treatment of the Albanian people under Slobodan Milosevic's regime to the attention of the world.

2. Radomir Konstantinović’s The Philosophy of Parochialism

Abstract:
The Philosophy of Parochialism is Radomir Konstantinović’s (1928–2011) most celebrated and reviled book. First published in Belgrade as Filosofija palanke in 1969, it attracted keen attention and controversy through its unsparing critique of Serbian and any other nationalism in Yugoslavia and beyond. The book was prophetic, seeming to anticipate not only the bloody disintegration of Yugoslavia in the 1990s, but also the totalitarian turn in politics across the globe in the first decades of the new century. With this translation, English-speaking audiences can at last discover one of the most original writers of eastern European late modernism, and gain an important and original perspective into contemporary politics and culture in the West and beyond. This is a book that seems to age in reverse, as its meanings become deeper and more universal with the passage of time. Konstantinović’s book resists easy classification, mixing classical, Montaigne-like essay, prose poetry, novel, and literary history. The word “philosophy” in the book’s title refers to the solitary activity of reflection and critical thinking, and is also paradoxical: according to the author, a defining characteristic of parochialism is precisely its intolerance toward this kind of self-reflexivity. In Konstantinović’s analysis, parochialism is not a simply a characteristic of a geographical region or a cultural, political, and historical formation—these are all just manifestations of the parochial spirit as the spirit of insularity. His book illuminates the current moment, in which insularity undergirds not only ethnic and national divisions, but also dictates the very structure of everyday life, and where individuals can easily find themselves locked in an echo chamber of social media. The Philosophy of Parochialism can help us understand better not only the dead ends of ethnic nationalism and other atavistic ideologies, but also of those cultural forces such as digital technologies that have been built on the promise of overcoming those ideologies.

Abstract:
Among the various ad hoc international criminal tribunals that have been established since the end of the twentieth century, the Special Tribunal for Lebanon stands out for its singularity, both at the jurisdictional level and for its contribution to the treatment of victims. The work of the Special Tribunal for Lebanon began in 2009, delivering its first sentence on 18 August 2020. Through its constitution, the United Nations Security Council sought not to abandon the path initiated in 1993 with the creation of the Yugoslavia and Rwanda tribunals; however, the result has not been as expected. This article aims to analyze the peculiarities of the Tribunal and its work, making a critical analysis of it, considering it as a lost opportunity for the reconstruction process in Lebanon./Entre los diversos tribunales penales internacionales ad hoc que se han creado desde finales del siglo XX, el Tribunal Especial para el Líbano destaca por su particularidad, tanto a nivel jurisdiccional como por su contribución al tratamiento de las víctimas. La labor del Tribunal Especial para el Líbano comenzó en 2009, dictando su primera sentencia de instancia el 18 de agosto de 2020. Mediante su constitución, el Consejo de Seguridad de Naciones Unidas apostó por no abandonar el camino iniciado en 1993 con la creación de los tribunales de Yugoslavia y Ruanda; sin embargo, el resultado no ha sido el esperado. Este trabajo pretende analizar las peculiaridades del Tribunal y su trabajo, realizando un análisis crítico del mismo como oportunidad perdida para el proceso de reconstrucción del Líbano.

4. Migration and Post-Conflict Reconstruction: The Effect of Returning Refugees on Export Performance in the Former Yugoslavia

Abstract:
During the early 1990s Germany offered temporary protection to over 600,000 Yugoslavian refugees fleeing war. By 2000, many had been repatriated. We exploit this natural experiment to investigate the role of migrants in post-conflict reconstruction in the former Yugoslavia, using exports as outcome. Using confidential social security data to capture intensity of refugee workers to German industries –and exogenous allocation rules for asylum seekers within Germany as instrument– we find an elasticity of exports to return migration between 0.08 to 0.24. Our results are stronger in knowledge-intensive industries and for workers in occupations intensive in analytical and managerial skills.

Abstract:
Kosovo’s small size belies the major impact it has had on the evolving international order: the norms and institutions that shape the behavior and practices of states and other international actors. In three controversial policy areas— humanitarian intervention, international peacebuilding, and international recognition—Kosovo has been the focus of events and debates with far-reaching and globally significant effects. This article will present and discuss these three subjects, and then conclude by considering how Kosovo’s future may continue to be tied to the shifting contours of international order in the context of renewed great power geopolitical rivalry.

On 24 May 1994, the International Criminal Tribunal for the former Yugoslavia (ICTY or Yugoslav Tribunal) made history by becoming the first international court to indict a sitting head of state: Yugoslav President Slobodan Milošević. Since Milošević’s rise to power roughly a decade before, forces either directly or indirectly under his control had unleashed a reign of terror first in Croatia, then in Bosnia and Herzegovina, and finally in Kosovo. Indicting Milošević was no small feat: he did everything in his power to cover his tracks. Moreover, in order to secure crucial evidence (e.g., intelligence and satellite imagery linking Serb forces to crime sites) and the support necessary to actually put Milošević on trial, the ICTY required the backing of Western powers, which—until the Kosovo War in 1999—viewed Milošević as a vital, yet unsavory guarantor of peace in the region. Reactions to the indictment were mixed. While the Yugoslav Tribunal’s supporters heralded the indictment as a legal triumph that brought Milošević to his knees, its critics emphasized that, at best, the indictment was irrelevant and, at worst, an extraordinary gamble that had the potential to thwart an end to hostilities.

Our first question is about the ethnic cleansing that happened during the Kosovo Campaign. It is estimated that 20,000 Albanian men and women experienced sexual violence between 1998 and 2000. Many survivors of sexual violence have been hesitant to speak up, and there were also many mass killings that are only now being discovered. How, in a general sense, did you approach these issues as president given the lack of information, and how has the lack of information made the justice process more difficult?

Abstract:
The countries of Southeast Europe contain numerous ethnic groups that are united by shared geography but divided by language, history, and culture. These nations are located at the crossroads of Asia and Europe, and, for centuries, were subjected to Turkish invasion, Austro-Hungarian resistance, Russian Pan-Slavism, Venetian culture along the Adriatic coast, and the respective weights of Islam, Roman Catholicism, and the Eastern Orthodox Church. Melding these groups into the state of Yugoslavia at the 1919 Versailles Peace Conference proved only a temporary solution: with the death of Yugloslav President Josip Tito in 1980, the fractionating forces became dominant, and by 1991, Slovenia, Croatia, Macedonia, and Bosnia were each struggling to secede or survive against a Serb-dominated Serbia-Montenegro.

The establishment of the International Criminal Court (ICC) in the Hague is a testament to liberal normative aspiration in international politics—the conviction that there should be a neutral juridical body, beyond the influence of the ebb and flow of political power among states, that is capable of holding the perpetrators of atrocities or aggression to account. Now, more than twenty years after the negotiation of the 1998 Rome Statute––the treaty establishing the court––and coming up on seventeen years since the ICC entered into force in 2002 with the ratification by sixty state-parties, one vexing question for proponents of international justice is that of how far beyond mere aspiration the court has managed to get.
