Abstract:
On January 2, 2010, President Barack Obama confirmed that he had "made it a priority to strengthen our partnership with the Yemeni government -- training and equipping their security forces, sharing intelligence and working with them to strike al-Qaeda terrorists." Increasing military aid to Sana will involve a delicate balancing act. On the one hand, the United States has a strong interest in degrading al-Qaeda in the Arabian Peninsula (AQAP) to prevent them from attacking U.S. interests in Yemen, strategic sea lanes, or international targets. On the other hand, in this weak and divided country, significant segments of Yemen's security forces are used for internal repression, and parts of the intelligence system are sympathetic to Islamic militancy, raising the prospect that U.S. aims could be undermined.

The failed attempt by Nigerian bomber Umar Farouk Abdulmutallab to destroy a Northwest Airlines commercial aircraft on Christmas Day has re-focused Western attention on al-Qa`ida in the Arabian Peninsula (AQAP) and the potential dangers emanating from Yemen. The importance of this event drove British Prime Minister Gordon Brown to announce shortly after the botched attack that London would host a conference devoted to combating al-Qa`ida in Yemen. U.S. Secretary of State Hillary Clinton echoed Brown's concerns days later, calling the situation in Yemen a threat to the entire world. But Yemen's problems are neither new nor unknown.

Abstract:
Although al-Qaeda in the Arabian Peninsula (AQAP) is not the biggest problem -- or even the biggest security challenge -- facing the Yemeni government, the United States and much of the international community still place it above other issues. Successful counterterrorism is directly linked to state stability. If Yemen becomes a failed state within the next few decades, U.S. counterterrorism objectives would be decisively undermined. The challenge for U.S. policy is finding a way to bolster the struggle against AQAP without exacerbating other aspects of Yemen's overlapping security, economic, and political crises.

Instability in Yemen likely wasn't the first thing that crossed peoples' minds when a young Nigerian tried to detonate an explosive device aboard a Detroit- bound Northwest Airlines flight on Christmas Day 2009. Yet Yemen quickly seemed to become the only thing people were talking about when subsequent investigation tracked both the would-be terrorist—and the sophisticated explosive he carried—back to this country. In an instant, international attention had become galvanized on this poorest of Arab nations, as it became clear that the United States—indeed, the world—ignores events here at its own peril.

Abstract:
In February 2007 at least a dozen people, including an 11-year-old boy, were killed during a land dispute between tribesmen from al-Baydha and Sanhan that erupted in a southern suburb of the Yemeni capital, Sana'a. A sheikh from Sanhan kidnapped the son of a sheikh from al-Baydha to pressure him into renouncing ownership of a large plot of land. The youth reportedly fought back, injuring his kidnapper, and was then killed. The boy's family rejected mediation and a gun battle erupted, with further killings apparently occurring when injured fighters were taken to hospital. Fighting was only quelled when the government sent tanks to separate the parties.

Abstract:
Yemen's Committee for Religious Dialogue was established in September 2002. It was an innovative and timely step undertaken by the Yemeni Government towards terrorist rehabilitation. This report seeks to document the lessons learnt from the ICPVTR delegation's visit to Yemen from 17 to 21 July 2010. The visit sought to get an in-depth understanding of the rehabilitation efforts by the Religious Dialogue Committee that was founded by the Minister of Endowment and Guidance of Yemen, Judge Hamoud Al-Hitar. In addition, the visit also aimed at understanding the role of other Yemeni agencies in their efforts to combating terrorism.

Abstract:
The issue of state fragility and the presence of radical religious movements in Yemen have occasioned misperceptions and confusions in recent debates about the country. This report argues that the language of “failed states” arises nearly exclusively in relation to countries deemed threatening to US security interests. Moreover, this language obscures rather than reveals how regime incentives to build state institutions can be incompatible with regime interests in survival. The result is that a seemingly neutral analytical category misrepresents local realities even while it is used as a warrant for policy initiatives that are likely to be counterproductive.

Abstract:
Yemen's problems have frequently been ascribed to neocolonialism, regional politics and domestic power struggles. Though these factors are contributory, they are only the tip of the iceberg. The real problems are endemic and deeply rooted in the nature of society and the evolution of the state. Although modern political institutions exist in Yemen, such as a supreme court, parliament, political parties, trade unions and a free press, these institutions do not necessarily operate as might be expected. In fact, what exists in Yemen is merely a despotic authority, where decision-making usually takes place outside the formal institutions. The weakness of the state limits its capacity to penetrate society, creating a void that has been filled by intermediaries who benefit from the regime's durability. These intermediaries also play a crucial role in the survival of the regime by controlling the peripheries.

Imam anwar al-`awlaqi was thrust into the media spotlight following news of his involvement with Major Nidal Malik Hasan, the gunman in the November 5, 2009 shootings that killed 12 U.S. soldiers and a doctor at the Fort Hood Army base in Texas. Before the shootings, al-`Awlaqi was only a concern to a select few in the U.S. law enforcement community. Now, however, al-`Awlaqi is an open enemy of the United States. Indeed, Umar Farouk Abdulmutallab, the Nigerian man who attempted to blow up a Northwest Airlines flight as it landed in Detroit on Christmas Day, was reportedly one of al-`Awlaqi's students. Al-`Awlaqi, currently believed to be in Yemen, is now the subject of an extensive manhunt. In late December, it was reported that he may have been killed in a missile strike in Yemen's Shabwa Province, but he survived.
