1. Report: Eight Years On, China’s Repression of the Uyghurs Remains Dire

Abstract:
The Simon-Skjodt Center for the Prevention of Genocide released a report in January 2025, “Eight Years On, China’s Repression of the Uyghurs Remains Dire: How China’s Policies in the Uyghur Region Have and Have Not Changed.” The report is authored by Rian Thum, Senior Lecturer in East Asian History, at the University of Manchester. The report seeks to improve our collective understanding of China’s ongoing repressive policies in the predominantly Uyghur province of Xinjiang in western China. The Simon-Skjodt Center released a report in 2021 detailing multiple crimes against humanity that the Chinese government had committed against the Uyghur population, a Turkic Muslim minority group, and expressing grave concern that the Chinese government may be committing genocide. Since then, detailed reporting on state policies has decreased as Chinese authorities increasingly restricted access to information. Using recent evidence from Chinese state documents, satellite imagery, and survivor testimony, as well as a synthesis of recent academic publications, the report aims to fill a knowledge gap about the current state of mass atrocities targeting the Uyghur community and other Turkic minorities in the Uyghur region. The report finds that, given the available information, all of the policies that led to accusations of mass atrocities in the Uyghur region continue, and some are expanding. These findings should prompt deeper research into the nature of mass atrocities facing the Uyghur population and spark urgent, effective responses. In particular, the report recommends further research into emerging repressive strategies, including the intense network of electronic and human surveillance, curbs on religious practice, and the destruction of cultural heritage.

2. Understanding Muslim Countries’ Support for China’s Actions in Xinjiang: A Qualitative-Comparative Analysis

Abstract:
This study examines why 23 Muslim-majority countries supported China at the United Nations Human Rights Council (UN/HRC) in 2019, despite allegations of human rights abuses against the Uyghurs in Xinjiang. Using a fuzzy-set qualitative-comparative analysis (fsQCA), we compared the factors that led Muslim-majority and non-Muslim countries to support China. Our analysis found that Political Regime Affinity (PRA) was a necessary but not a sufficient condition for Muslim-majority countries to support China, while China’s Foreign Aid (ODA) was a necessary but not sufficient condition for non-Muslim countries. These findings suggest that ideological factors, related to the autocratic political regime (PRA), played a significant role in Muslim-majority countries’ decision to support China in the UN/HRC in 2019. However, it is important to note that other factors may have also been involved. These findings have important implications for understanding the complexities of international relations and the factors that shape states behaviour.

3. Reading The Backstreets in Ürümchi: Translation as Ethnographic Method and Practice of Refusal

Abstract:
While conducting ethnographic fieldwork in Northwest China in 2014, anthropologist Darren Byler found that a Uyghur language novel, The Backstreets, helped Uyghurs to narrate their own stories. By shifting the frame of the narrative of colonial violence away from the authority of the state toward the work it takes for the colonized to live, this difficult, absurdist fable gave young Uyghurs a way to articulate experiences of dehumanization and rage. With its English-language translation and publication, it also gave the novelist, Perhat Tursun, a way of refusing his own silencing through censorship and, ultimately, imprisonment. The Backstreets in Ürümchi is a novel by Perhat Tursun, a leading Uyghur writer, poet, and social critic from the Xinjiang Uyghur Autonomous Region. Perhat Tursun has published many short stories and poems as well as three novels, including the controversial The Art of Suicide (1999), decried as anti-Islamic. In 2018, he was detained by the Chinese authorities and was reportedly given a sixteen-year prison sentence. Byler was a cotranslator with ‘Anonymous,’ who disappeared in 2017, and is presumed to be in the reeducation camp system in northwest China. This event would be meaningful to students and faculty in many different areas of the university including the above proposed cosponsors, and students of China and Inner Asia.

Abstract:
More than 1,437 million people inhabit China. More than 91% are ethnic Han, leaving the rest divided into more than fifty groups officially recognized as minority nationalities. The history of China has seen clashes between some minority groups and the State, even of a secessionist nature. Some of them reach the present day, as in Xinjiang Uyghur Autonomous Region and Tibet. This article examines the weight that natural resources and other geopolitical benefits for the Chinese State can have in both territories. The working hypothesis is that these resources and benefits are essential for China's economic and geopolitical interests.

5. We Uyghurs Have No Say: A Roundtable on the Writings of Ilham Tohti

Abstract:
Prior to his arrest and sentencing in 2014, economist Ilham Tohti was one of China’s leading experts on contemporary Xinjiang. His academic work and online writings voiced a rare perspective – that of an Uyghur intellectual working within the Chinese system - on the increasingly marginal and precarious position of his Uyghur community in modern China. Ultimately, this critique proved too controversial for the party, and he is now serving a life sentence in prison for “separatism.” We Uyghurs Have No Say (Verso 2022) is a collection of Ilham Tohti’s articles and interviews, translated from Chinese into English, which chart his scholarly interventions from 2007 until his silencing. To mark its publication, this event will assemble a panel of sociologists and anthropologists of Xinjiang – some of whom studied under Ilham in Beijing – to reflect on these writings and the wider significance of Ilham’s work for our understanding of social and political developments in Xinjiang.

6. Cultivating friendly forces: The Chinese Communist Party’s influence operations in the Xinjiang Diaspora

Abstract:
The Chinese Communist Party (CCP) has committed well-documented and large-scale human rights abuses against the Uyghurs and other indigenous minorities in the Xinjiang Uyghur Autonomous Region (XUAR) that amount to crimes against humanity. Through its complex united front system, the CCP is actively monitoring members of the diaspora, including Uyghurs, creating databases of actionable intelligence, and mobilising community organisations in the diaspora to counter international criticism of its repressive policies in Xinjiang while promoting its own policies and interests abroad. These organisations are powerful resources in Beijing’s ongoing efforts to reshape the global narrative on Xinjiang, influence political elites abroad, and ultimately control the Chinese diaspora, but they’re also poorly understood. These organisations purport to represent and speak on behalf of ‘Xinjiang’ and its indigenous peoples. They subsume Uyghur and other minority cultures and identities under a nebulous yet hegemonic ‘Chineseness’, which is defined by and connected to the Han-dominated CCP. In reality, these organisations and their leaders play important roles in muting alternative and independent voices from the community while amplifying CCP messaging and spreading disinformation. They exploit the openness of democratic and multicultural countries while assisting the CCP and its proxies to surveil and even persecute members of the Xinjiang diaspora community or individuals who are critical of the CCP’s Xinjiang policies. Like united front work more broadly, the activities of these groups and their links to the Chinese Government are often overlooked and can be difficult to parse. While human rights abuses in Xinjiang are being exposed internationally, the mechanisms and tactics developed by united front agencies to co-opt overseas Xinjiang-related community groups have gone largely unnoticed. Our research demonstrates how these groups can sow distrust and fear in the community, mislead politicians, journalists and the public, influence government policies, cloud our assessment of the situation in Xinjiang, and disguise the CCP’s interference in foreign countries.

Abstract:
The Chinese Communist Party (CCP) is using technology to enforce transnational digital repression and influence unwitting audiences beyond China’s territory. This includes using increasingly sophisticated online tactics to deny, distract from and deter revelations or claims of human rights abuses, including the arbitrary detention, mass sterilisation and cultural degradation of minorities in Xinjiang. Instead of improving its treatment of Uyghurs and other Turkic minorities, the CCP is responding to critiques of its current actions against human rights by coordinating its state propaganda apparatus, security agencies and public relations industry to silence and shape Xinjiang narratives at home and abroad. Central to the CCP’s efforts is the exploitation of US-based social media and content platforms. CCP online public diplomacy is bolstered by covert and coercive campaigns that impose costs and seek to constrain international entities—be they states, corporations or individuals—from offering evidence-based critiques of the party-state’s record on human rights in Xinjiang and Hong Kong and other sensitive issues. This asymmetric access to US-based social media platforms allows the CCP to continue testing online tactics, measuring responses and improving its influence and interference capabilities, in both overt and covert ways, across a spectrum of topics. The impact of these operations isn’t widely understood, and the international community has failed to adequately respond to the global challenges posed by the CCP’s rapidly evolving propaganda and disinformation operations. This report seeks to increase awareness about this problem based on publicly available information.

Abstract:
In March, United Nations (UN) High Commissioner for Human Rights Michelle Bachelet announced an agreement with China for a May visit, which includes access to Xinjiang. The exact date for the visit has yet to be determined, but recent reports indicate it is due to take place before the end of this month, which will make Bachelet the first UN High Commissioner for Human Rights to visit China in 17 years (China Daily, May 11). Negotiations were stalled for years with Bachelet first indicating intent to report on Xinjiang in a 2018 request for unhindered access to “all regions of China” (Office of the High Commissioner for Human Rights (OHCHR), September 10, 2018). At the end of April, a UN advance team arrived in Guangzhou to quarantine before traveling to Xinjiang to lay the groundwork for Bachelet’s visit (South China Morning Post (SCMP), April 25.

Abstract:
The United States Holocaust Memorial Museum’s Simon-Skjodt Center for the Prevention of Genocide released a report in November 2021, “To Make Us Slowly Disappear”: The Chinese Government’s Assault on the Uyghurs. The Chinese government’s attacks on the Uyghur community are alarming in scale and severity. The report expresses the Museum’s grave concern that the Chinese government may be committing genocide against the Uyghurs, a Muslim community in the Xinjiang Uyghur Autonomous Region of northwest China. The report also details multiple crimes against humanity that the Chinese government is committing against the Uyghur population. These crimes include forced sterilization, sexual violence, enslavement, torture, forcible transfer, persecution, and imprisonment or other severe deprivation of physical liberty. The Museum’s findings, based on publicly available information, demonstrate that China is failing to uphold its responsibility to protect its citizens from genocide and crimes against humanity. The Chinese government must halt its attacks on the Uyghur people and allow independent international monitors to investigate and ensure that the crimes have stopped. The seriousness of the assault on the Uyghur population demands the immediate response of the international community to protect the victims.

10. A strategic framework for countering China’s human-rights violations in Xinjiang

China is engaged in a systematic campaign of repression against predominantly Muslim ethnic minorities in Xinjiang Uyghur Autonomous Region (XUAR) in northwest China. Through a combination of detention camps, mass surveillance, birth suppression, and other means, China is responsible for gross human-rights violations. In recent years, the international community has devoted an increasing amount of attention to China’s actions in Xinjiang. Earlier this year, the United States declared that Beijing’s behavior constituted genocide. More recently, the United States and several key partners announced multilateral sanctions on Chinese officials facilitating repression in the region. To build on these developments, the United States and its allies and partners should adopt a more strategic approach to addressing China’s human-rights abuses. This Issue Brief proposes a framework for such a strategy, articulating a multilateral approach for dealing with China’s repressive actions in Xinjiang. This Issue Brief argues that addressing China’s abuses in Xinjiang is of strategic importance. Ultimately, the goal of this strategy is to achieve an end state in which China has ceased its repressive activities; however, even if achieving this objective proves elusive, imposing costs on Beijing’s actions in Xinjiang can still serve broader strategic ends vis-a-vis China. China has chosen an assertive path to attaining global power and influence, and decades of economic growth and incorporation in the global economic system have not been enough to transform Beijing into a responsible stakeholder in a rules-based international system. The United States and its allies and partners will need to impose costs on Chinese behavior that violates international norms. Imposing costs on China’s human-rights violations in Xinjiang is a critical element of a broader strategy to dissuade Chinese Communist Party (CCP) behavior that undermines international norms and to push Beijing toward becoming a cooperative member of a rules-based international system.
