Abstract:
Immigration of Turkish guestworkers to Western European countries in the 1960s and 1970s laid the ground for the emergence of various transnational religious organizations. This paper examines transnational organizations of Turkish origin that gained major support and membership in their host societies. Drawing upon a case study on Turks in Belgium, it shows that in the last four decades these organisations went through various transformations depending on the dynamics in their respective immigrant communities, host societies and countries of origin. This essay captures the role and selfadaptation process of Turkish Islamic organisations vis-à-vis the changing environment both in their host countries and countries of origin. It focuses on two Turkish transnational organisations in Belgium: The Islamic Federation of Belgium (IFB) and the Turkish Islamic Foundation of Belgium (TIFB). This essay concludes that political structure in the countries of origin constantly induces transnational organizations to further adopt and position themselves according to changing circumstances.

Abstract:
Labour Migration from Turkey to Western Europe is a detailed multidisciplinary study of the labor migration from Turkey to the West during the official recruitment period between 1960 and 1974. The book endeavors to that make use of all available sources in four languages and draws on both historiography and social science research in the field. The 221-page book consists of six chapters. Following the introduction, it first looks at the causes of migration pressure in chapter two. Chapters three and four subsequently analyze the push and pull processes. Chapter three is titled “The Migration Process: Aspects Related to the Sending Country” and the chapter four is “The Migration Process: Aspects Related to the Receiving Country”. Before the conclusion, the book devotes 35 pages to analyzing the migrants and their characteristics in chapter five. It has also an extensive bibliography listing primary as well as secondary sources in four languages, which will be useful for other researchers in the field.

LONDON—Afternoon dissolves into evening. I peer out of my office in the Royal London Hospital, spying the window that once framed the Elephant Man. A century later, a new and equally grotesque spectacle enthralls—in the street below, a well-fed British-Pakistani distributes cassettes. Transplanted Wahabi women, black-gloved, clad head-to-toe in black abbayas, faces masked by niqabs, snatch the recordings, nodding brief salaams. Other women, too busy, rush by in damp, rain-streaked chadors. I watch the figures until they disappear into the dank Whitechapel tube station. Muslim men stuff the cassettes into their grubby Adidas jackets, worn over thobes, the traditional Arab male dress. Only a sprinkling of stolid British police officers reminds me that, under the lapping October tides of Western European Islamofascism, this is still London.

In Europe and North America, networks tracing their origins back to the Muslim Brotherhood and other Islamist movements have rapidly evolved into multifunctional and richly funded organizations competing to become the major representatives of Western Muslim communities and government interlocutors. Some analysts and policy makers see these organizations as positive forces encouraging integration. Others cast them as modern-day Trojan horses, feigning moderation while radicalizing Western Muslims. Lorenzo Vidino brokers a third, more informed view. Drawing on more than a decade of research on political Islam in the West, he keenly analyzes a controversial movement that still remains relatively unknown. Conducting in-depth interviews on four continents and sourcing documents in ten languages, Vidino shares the history, methods, attitudes, and goals of the Western Brothers, as well as their phenomenal growth. He then flips the perspective, examining the response to these groups by Western governments, specifically those of Great Britain, Germany, and the United States. Highly informed and thoughtfully presented, Vidino's research sheds light on a critical juncture in Muslim-Western relations.

The experience of Germany, with the largest Muslim population in Western Europe after France, shows that a significant Muslim population at the heart of Europe need not produce either violent Islamist groups or destabilising social unrest. Politicians now acknowledge it is a country of immigration, with a large and permanent Turkish and Muslim component. Citizenship is at last on offer, if still under difficult conditions. Neither political nor jihadi currents of Islamism have had much appeal for those of Turkish origin, three quarters of the Muslim population, and the handful of terrorist suspects that have been found have been either German converts or dual nationals of Arab origin. But there are issues that must still be addressed more effectively if the genuine integration that will ensure social peace and stability is to be created. While the political system has been preoccupied with finding, or creating, a single Islamic interlocutor for itself, more important are practical issues, especially education and jobs, which matter to the many still disadvantaged among the more than two million of Turkish origin and the hundreds of thousands of others of Muslim background.

Abstract:
Reducing poverty and social exclusion is an important objective for all French governments. Even though conventionally measured poverty is in fact lower than in most other countries, it is still higher than can be easily accepted. The current policy approach involves a large number of measures tailored to different circumstances. Some policies have unwanted side effects on labour market performance, and their cost-effectiveness could be improved to obtain better outcomes with the same resources. Concentrations of poverty and social exclusion in certain geographic areas and among certain groups of the population provide one of the most difficult challenges, for which contributions from education, labour market, housing, urban planning and anti-discrimination policies, as well as from the social services, are necessary.

Abstract:
Despite France’s previously well-deserved reputation as a highly centralised state, a significant number of responsibilities have been devolved to regional and local government over the past two decades. The process has not been easy. The extremely large number of very small municipalities makes economies of scale in the implementation of policies hard to realise, and measures to overcome this have been at best only partially successful. Competence is often shared between levels of government, obscuring accountability, and the central government has often retained an arguably unnecessary degree of prerogatives. Reorganising the system to avoid overlapping responsibilities and improving transparency and accountability in local government finance provide some difficult challenges.

Becoming “a diasporic people, blasted from one history into another,” is a great tragedy. However, in the heart of the storm, new opportunities and new dangers are born. The Somalis today constitute a complex transnational set of communities fanning out from Somalia and spanning the globe from Australia to Western Europe and North America. The Somali diaspora consists of individuals (and groups) who arrived and were received in a wide range of host societies at different times and in different ways, bringing with them the social, cultural, and political divisions of back home. All this has been exacerbated by the divisive legacy of the civil war (1978–present). Even after resettlement Somalis do not sit still. Instead, they are characterized by continuous movement within the diaspora. The complex set of communities resulting from these histories is also unique, as they shared life—however imperfectly and at times unequally—in Somalia.
