1. Palestine 2023: Palestinian Perception of Migration

Abstract:
On the eve of October 7, about a third of Gazans and about a fifth of West Bankers said they were considering emigrating from Palestine. The main drivers seem economic, political, educational, security and concerns about corruption. The most preferred destination for immigration is Turkey, followed by Germany, Canada, the United States and Qatar. The vast majority of Palestinians reported receiving no remittances from relatives in the diaspora. The vast majority supports the right of foreign domestic workers in Palestine to always have their passports, to a day off a week, and to a bank account in which they receive their salaries. These are the results of the latest wave of the Arab Barometer (AB) poll in Palestine, the 8th to be conducted since the start of these polls in the Arab World. This report is restricted to findings related to Palestinian perception of migration. The poll was conducted by the Palestinian Center for Policy and Survey Research (PSR) in the West Bank and the Gaza Strip essentially during the period immediately before the start of the October the 7th war in the Gaza Strip and its envelop on the Israeli side.

Abstract:
This study explores the strategic-military implications of the establishment of a Palestinian state along the pre-June 1967 lines. Its central thesis is that the creation of such a state, on the heels of the IDF’s total withdrawal from the West Bank, will not only deprive Israel of defensible borders but will almost certainly lead to the advent of a terrorist entity like the one created in the Gaza Strip – at a stone’s throw from the Israeli heartland.

Abstract:
This working paper aims to support the ongoing efforts of the Palestinian executive authorities, security forces, independent institutions, civil society organisations (CSOs) and the media to strengthen the Palestinian complaints system. It identifies deficits in the complaints system of the Palestinian security sector and proposes recommendations to rectify them. It particularly stresses the need to improve coordination between the vast number of complaints units and calls for greater clarity on the role of civil society and the media. It hopes to raise awareness for these issues among Palestinian decision-makers and citizens and international actors. When fully functioning, the complaint handling system can be an effective source of information for the government to improve its performance and develop its services. The paper builds upon the discussions of the complaints working group, consisting of Palestinian government officials and representatives of the security forces, civil society and the media. DCAF presented the recommendations to senior Palestinian decision-makers in late September 2016, providing these with cases of international best practice.

Abstract:
Since 2006 the checkpoints along the borders of the West Bank and the Gaza strip have been reorganized and equipped with a new technological platform. They are now managed by private security firms. The instigators of these reforms speak of the "civilianization" of the checkpoints and justify their program on economic, organizational and humanitarian grounds. This detailed study of the concrete means by which the management of the Israeli checkpoints has been outsourced and commodified enables one to establish links between the evolution of Israeli society in terms of the relationship between the State, the market and society and the actual changes in the operation of the occupation. It would appear that this is not a case of the State receding in the face of market forces in a zero sum game. Rather it is the redeployment in a neoliberal context of the State in which it has adopted the uniquely Israeli layering of the public and the private, the national and the international, the State and civil society.
