As regional and global challenges related to peace and security continue to evolve, collaboration and knowledge-sharing remain critical to fostering sustainable solutions. The ReCAP Final Regional Conference, taking place in Dakar, Senegal, from February 10-11 2025, brings together experts, practitioners, and researchers from across West Africa and the Lake Chad Basin to reflect on lessons learned in conflict prevention, peacebuilding, and the fight against violent extremism. In this insightful conversation, Anthony Antem (AA), Head of the Conflict Prevention Unit at the Nkafu Policy Institute, discusses the peace and security landscape in West Africa and the Lake Chad Basin. He highlights Nkafu’s contributions to the ReCAP project, shares expectations for the conference, and reflects on the importance of regional collaboration in fostering sustainable peace. Governments of coastal states of West Africa have responded with military and non-military approaches to stem the southward drift of violent extremist groups (VEGs). However, the extent to which citizens in frontier communities are ready to engage in actions to prevent, pre-empt, protect and respond to attacks by violent extremists and terrorists (VET) in their communities remains an open question. Based on data from primary mixed methods research — in frontier communities in two administrative districts of the Upper West Region of Ghana — this paper argues that citizens’ awareness of the threats of VEGs and their preparedness to prevent, pre-empt, protect and respond to attacks by violent extremists and terrorists (VET1 ) in their communities is a mirage, as the findings from the use of the See Something, Say Something campaign is an ineffective tool for mobilizing citizens for anti-VET engagement. To engage citizens, anti-VET actors must compete with and beat the sophisticated propaganda machinery of VETs in both the traditional and non-traditional media. Critically, it is not enough to communicate facts and figures. Anti-VET messaging must move beyond the cognitive into the affective realm through incorporating the concerns, needs, and interests of citizens in the non-kinetic approaches. For communities along the frontiers, anti-VET activism must address their human and livelihood security concerns of food, income, health, and other livelihood security needs that drive their local political economy. Without this, citizens have little interest in participating in anti-VET actions that may be disruptive to their livelihood systems without the provision of alternatives.

This briefing note draws on discussions and recommendations from a policy dialogue co-organized in Accra by the West Africa Network for Peacebuilding (WANEP) and the African Peacebuilding Network (APN) on June 25 and 26, 2023. In the past decade, West Africa’s vulnerability to violent extremism and terrorism has intensified as attacks have spread across the region, exacerbating existing multi-layered crises, and raising critical questions about the effectiveness of existing responses. Recent extremist incursions into Coastal West Africa are of special concern. As the only coastal state that has not experienced extremist or terrorist violence, Ghana offers an interesting case study into strategies and frameworks for preventing and countering violent extremism (PCVE) in Africa.

During her recent trip to Africa, US Vice President Kamala Harris announced a $100 million commitment over ten years to West African Nations to fend off the increasing threat of extremist groups. The announcement followed President Biden’s pledge of $55 billion to the continent for the next three years. While these promises reveal a US commitment to greater engagement with African states, the often-dodged question is whether citizens of these states will benefit. Will US security aid improve human security in fragile and conflict-affected African states? How is US security assistance likely to affect governance and state repression for citizens that often suffer at the hands of both extremist groups and their own security forces?

The use of improvised explosive devices (IEDs) in West Africa expanded dramatically over the last decade. IED-building networks have established material and training links across conflict areas in West and Central Africa, and their designs have remained constant and inexpensive throughout the region—helping to increase their use in attacks against domestic and international security forces, UN peacekeepers, and civilians. Out of Control: The Trafficking of Improvised Explosive Device Components and Commercial Explosives in West Africa—a new report from the Small Arms Survey’s Improvised Explosive Devices (IEDs) in West Africa project—analyses data from more than 2,200 IED-related incidents between March 2013 and September 2022, and stresses the importance of coordinated regional approaches in eliminating illegal IED use in West and Central Africa.

6. Climate Change and Violent Conflict in West Africa: Assessing the Evidence

Abstract:
West Africa is widely cited as a hotspot of climate change and insecurity. This SIPRI Insights uses a systematic literature review of academic research to build a better understanding of the relationship between climate change and violent conflict in the region. Its findings are structured around four established ‘pathways’ of climate insecurity: (a) worsening livelihood conditions; (b) increasing migration and changing pastoral mobility patterns; (c) tactical considerations by armed groups; and (d) elite exploitation of local grievances. The literature review highlights a number of important variables in the relationship between climate change and violent conflict in West Africa: maladaptation to livelihood insecurity; migration away from climate-exposed areas; escalating farmer–herder conflicts; and sometimes weak, sometimes divisive, sometimes exploitative governance. Despite these findings, the literature review reveals current research and policy discussions on climate change and violent conflict in West Africa are informed by a very limited amount of academic research.

The West African countries, namely, Nigeria, Burkina Faso and Mali, all gained independence in 1960. Since the attainment of independence, these countries have continued to witness peculiar socio-political and economic challenges. These include the contemporary menace of terrorist groups such as the Boko Haram, ISWAP (Islamic State West Africa Province), and their local and international affiliates. These challenges had been precipitated by both local and external socio-political and economic dynamics in the sub-region. Apparently, the challenge of terrorism has intensified in a way that it has overshadowed and compounded existing challenges in West Africa in the contemporary period. [...] Placed in perspectives, this paper gives an overview of the linkage between the post-colonial and post-independence periods, thereby under-scoring the contemporary intensification of terrorism. It further examines the contributions of the UN, ECOWAS, MINUSMA, G5-Sahel and other interventionists’ initiatives towards the development of the sub-region. It concludes by proffering some prospects for development.

Mutual escalation has come to define the constant confrontations between the Nigerian movement Boko Haram and the Multinational Joint Task Force, formed by some West African countries, to confront its activity and weaken its ability to expand beyond the national borders, namely to Nigeria, Chad, Niger, and Cameroon. This escalation may continue over the coming period, as the movement becomes one of the main branches of ISIS, on which the latter relies to stage counter-strikes in response to the losses sustained in Syria and Iraq.

Abstract:
The transnational character of climate-related security risks often goes beyond the capacity of national governments to respond adequately. As such, it creates challenges for and increases the relevance of intergovernmental organizations (IGOs). It is, therefore, not only important to understand the climate-related security risks that regions are experiencing but also to analyse how regional IGOs are developing their capacities to deal with these risks. This SIPRI Insights presents a concise analysis of four regional IGOs—two in Asia and two in Africa. The main findings show that, in various ways, climate-related security risks have found their way into the IGOs’ policy frameworks and institutional discourse. Furthermore, it was found that both the regional security context and the regions’ vulnerability to climate change affect the framing of climate-related security risks.
