Abstract:
To win the Cold War, President Ronald Reagan did something for which he is never credited: he dramatically increased the budget of the United States Information Agency, the public diplomacy arm of our struggle against communism. Senegal, in September of 1999, was about to hold a presidential election. Because of USIA's long history of promoting journalism in Senegal, the embassy decided to work in partnership with the local Print, Radio and Television Journalists Federation to hold a series of workshops on the role of journalists in covering elections. USIA was uniquely organized to promote democratic development through the long term support of human rights organizations, journalism, programs that helped build the rule of law, educational programs that encouraged the acceptance of diversity in society and, perhaps most importantly, through partnering with and supporting local opinion leaders to help them promote democratic values that stand in opposition to ideologies hostile to the West.

12. Incoherent Agendas: Do European Union migration policies threaten regional integration in West Africa?

Abstract:
European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. 14. The Revolution in Civil-Military Affairs

Abstract:
The U.S. has learned many lessons in its wars in Afghanistan, Iraq, and Syria—most of them the hard way. It has had to adapt the strategies, tactics, and force structures designed to fight regular wars to conflicts dominated by non-state actors. It has had to deal with threats shaped by ideological extremism far more radical than the communist movements it struggled against in countries like Vietnam. It has found that the kind of “Revolution in Military Affairs,” or RMA, that helped the U.S. deter and encourage the collapses of the former Soviet Union does not win such conflicts against non-state actors, and that it faces a different mix of threats in each such war—such as in cases like Libya, Yemen, Somalia and a number of states in West Africa. The U.S. does have other strategic priorities: competition with China and Russia, and direct military threats from states like Iran and North Korea. At the same time, the U.S. is still seeking to find some form of stable civil solution to the conflicts in Afghanistan, Iraq, and Syria—as well as the conflicts Libya, Yemen, Somalia, Sudan and West Africa. Reporting by the UN, IMF, and World Bank also shows that the mix of demographic, political governance, and economic forces that created the extremist threats the U.S. and its strategic partners are now fighting have increased in much of the entire developing world since the attack on the World Trade Center and Pentagon in 2001, and the political upheavals in the Middle East and North Africa in 2011. The Burke Chair at CSIS has prepared a working paper that suggests the U.S. needs to build on the military lessons it has learned from its "long wars" in Afghanistan, Iraq, and other countries in order to carry out a new and different kind of “Revolution in Civil-Military Affairs,” or RCMA. This revolution involves very different kinds of warfighting and military efforts from the RMA. The U.S. must take full advantage of what it is learning about the need for different kinds of train and assist missions, the use of airpower, strategic communications, and ideological warfare. At the same time, the U.S. must integrate these military efforts with new civilian efforts that address the rise of extremist ideologies and internal civil conflicts. It must accept the reality that it is fighting "failed state" wars, where population pressures and unemployment, ethnic and sectarian differences, critical problems in politics and governance, and failures to meet basic economic needs are a key element of the conflict. In these elements of conflict, progress must be made in wartime to achieve any kind of victory, and that progress must continue if any stable form of resolution is to be successful.

On June 5th 2017, Saudi Arabia, the United Arab Emirates, Egypt and Bahrain broke off diplomatic relations with Qatar and agreed to isolate the Emirate via an air and land blockade. These countries decided to punish Qatar under the pretext of a speech the Emir of Qatar, Tamim bin Hamad Al-Thani, would have made on May 23rd, which reiterated the strong ties between his country and Iran.[1] The situation has been at a deadlock for a year, and Qatar refuses to apply the Emirati and Saudi Arabian list of the 13 demands. The latter mainly include the closure of the Al Jazeera TV station and the Turkish military base on its territory, downgrading diplomatic relations with Iran, as well as a total separation with movements such as Hezbollah or even the Muslim Brotherhood.[2] However, although this crisis only pits Persian Gulf countries against each other, apart from Egypt, both sides have tried to win support. Donald Trump has adopted the stance of the Saudi-Emirati side[3] – but the State Department under Rex Tillerson (2017-2018) has always remained cautious –, Europe remains neutral with no leader daring to choose one side rather than another. The confrontation was particularly marked in West Africa. Four countries in this area – Senegal, Mauritania, Chad and Niger – quickly downgraded their diplomatic relations with Qatar shortly after the start of the crisis. However, their strategy vis-à-vis this wealthy gas Emirate has changed considerably over the last twelve months, as Doha's efforts to obtain new support in the rest of West Africa has started to bear fruit.

Abstract:
The transnational character of climate-related security risks often goes beyond the capacity of national governments to respond adequately. As such, it creates challenges for and increases the relevance of intergovernmental organizations (IGOs). It is, therefore, not only important to understand the climate-related security risks that regions are experiencing but also to analyse how regional IGOs are developing their capacities to deal with these risks. This SIPRI Insights presents a concise analysis of four regional IGOs—two in Asia and two in Africa. The main findings show that, in various ways, climate-related security risks have found their way into the IGOs’ policy frameworks and institutional discourse. Furthermore, it was found that both the regional security context and the regions’ vulnerability to climate change affect the framing of climate-related security risks.
