- The growing schism between the West and the Islamic world is one of the primary challenges confronting American foreign and defense policymakers. As a consequence, the relationship between the United States and Turkey—a Western-oriented, democratizing Muslim country—is strategically more important than ever. Turkey has the potential to be an invaluable partner as Washington endeavors to chart an effective course in its relations with the Muslim world. However, to achieve this level of cooperation, U.S.-Turkey relations must be repaired and modernized.

453. Avoiding Conflict in the Horn of Africa: U.S. Policy Toward Ethiopia and Eritrea

- In 2006, the Horn of Africa witnessed major escalations in several conflicts, a marked deterioration of governance in critical states, and a general unraveling of U.S. foreign policy toward the strategically located region. The U.S.-brokered Algiers Agreement to end the 1998–2000 border war between Ethiopia and Eritrea is at a crossroads. Ethiopia has resisted implementing the decisions made by the Eritrea-Ethiopia Border Commission (EEBC), Eritrea has imposed unilateral restrictions on the United Nations Mission in Ethiopia and Eritrea (UNMEE), and both states have rejected the EEBC's plans to demarcate the border unilaterally. In Sudan, implementation of the Comprehensive Peace Agreement remains incomplete, and the violence in Darfur continues to rage and spill into Chad. In Somalia, the Transitional Federal Government (TFG) has failed to establish itself outside of Baidoa and its rival, the Union of Islamic Courts (UIC), has seized control of Mogadishu and much of southern Somalia. The rapid rise of the UIC in mid-2006 in particular amplified prospects for regional conflict as Ethiopia and Eritrea sent significant military support to the opposing sides. On December 6, 2006, the UN Security SudanCouncil unanimously endorsed Resolution 1725, a plan supported by Washington to deploy African troops to prop up the authorities in Baidoa. The Islamic Courts have stated that this intervention will be regarded as an invading force and will escalate, rather than reduce, the conflict.

454. The Dogma of Japanese Insignificance: The Academic Discourse on North Korea Policy Coordination

- The message of Japanese insignificance in international affairs can be found in many different literatures, including that on the formation of policy towards North Korea in the 1990s and 2000s, in particular in regard to the recurring nuclear crisis. Books and articles on the topic either exclude Japanese foreign policy altogether or tend to emphasize the predominant role, or power, of the United States. Japanese foreign policy, it is implied, is under US control. The aim of this article is to question that dominant view, (1) by demonstrating that there is an undercurrent of statements in the same literature which could well be interpreted as implying Tokyo's exercising of political, economic and perhaps even military power over Washington; (2) by clarifying the conceptual bias upon which the predominant view rests; and (3) by suggesting how another understanding of power is more coherent with the first two points, but at the same time renders the whole question of power in North Korea policy coordination practically a quagmire. By doing so, this article deconstructs the more uniform understanding of power in that discourse and reveals a patchwork of inconsistencies, differences and questions.

- The record of Japan's diplomacy in the Six-Party Talks (SPT), the key multilateral mechanism to address North Korea's unflagging nuclear ambitions, is unpronounced. Tokyo's position in the SPT process has been often viewed as a secondary one, as if it was functioning as Washington's henchman, and at times as unproductive, thanks to its attempts to address the abductions issue in this multilateral setting. This represents an interesting contrast to China's SPT diplomacy, which has seen Beijing play an indispensable role, projecting itself as an honest broker. Further, the contrast between the two countries is intriguing when their general policies toward regional multilateral institutions over the past decade are taken into account. Both countries made a conspicuous shift in their attitudes toward regional multilateral institution-building, from negative and skeptical to positive and active. In the case of the SPT, a new multilateral institution in Asia, Tokyo's activism appeared to be muted, while Beijing positioned itself in a most visible manner. With this backdrop, the article examines Japanese policy making toward the SPT through a specific comparison with the country's general attitude toward regional institution-building and with China's SPT diplomacy. It argues that three aspects of the decision-making context—the nature of foreign policy questions, the composition of actors, and the type of available diplomatic tools—unique to Japan's dealings with the SPT essentially shaped its diplomacy and thus brought about a conspicuous contrast with its general attitude toward regional institution-building and with Beijing's growing regional activism.

458. Jordan and Iraq: Between Cooperation and Crisis

- Jordan wants a strong, stable, moderate, and unified Iraq. Having wrestled with the dilemmas of an assertive Iraq for many years, Jordan—like Iraq's other neighbors— now faces a myriad of challenges presented by a weak Iraq. The kingdom, for years a linchpin in the U.S. strategy to promote peace and stability in the region, is now less secure in the wake of the U.S.-led occupation of Iraq. Jordanian leaders worry that Iraq is becoming a haven for terrorist groups, a fear dramatically heightened by the November 2005 suicide bombings in Amman. Jordan also has an interest in the development of an Iraq that does not inspire radical Islamist politics in Jordan. Moreover, the kingdom is anxious about growing Iranian involvement in Iraqi politics, and—more broadly—increasing Iranian and Shiite influence in the region. Despite periodic crises of confidence and lingering Iraqi resentment over Jordan's close ties with Saddam Hussein, the two countries have managed to forge deep ties; in fact, Jordan has taken the lead among Arab states. In the face of repeated attacks and threats, Jordan has maintained a strong diplomatic presence in Baghdad. The kingdom has also played a positive, if modest, role in stabilization and reconstruction efforts. The economic impact of the Iraq crisis in Jordan has been mixed. Jordan has benefited greatly from serving as a “gateway” to Iraq for governments, aid workers, con - tractors, and businesspeople; its real estate and banking sectors are booming, and it stands to reap more benefits from increased trade and transport should the situation in Iraq improve. However, with the fall of Saddam Hussein, Jordan lost the sizable oil subsidies and customary shipments it received from Iraq. One of Jordan's principal economic interests in the new Iraq is securing future energy assistance. Unlike many of Iraq's other neighbors, Jordan can claim only modest influence over developments in Iraq. The kingdom does have notable intelligence capabilities vis-à- vis Iraq, and it reportedly helped the United States track down and kill Al-Qaeda in Iraq leader Abu Musab al-Zarqawi. Although some Jordanians highlight cross-border tribal and family connections with Iraqi Sunni Arabs, they pale in comparison to those of Iran, Turkey, and Syria. Jordan's most significant means of influence is its hosting of a large and ever-changing Iraqi expatriate community, composed mostly, but not solely, of Sunni Arabs. Jordan's relationship with the United States remains strong. Viewing Jordan as a reliable and friendly government is nothing new in Washington, but what is new is the determination of King Abdullah to make a strategic relationship with the United States a centerpiece of Jordan's foreign policy. Although the kingdom's behind-the- scenes support for the U.S.-led invasion and occupation of Iraq widened the credibility gap with the public, King Abdullah is willing to pay the cost for his close alliance with the United States in order to pursue what he sees as Jordan's larger interests. For Jordan, “the Palestinian Question” looms larger than Iraq. Given their support for U.S. policy in Iraq and their contributions to the global campaign against terrorism, along with the country's central role in Arab-Israeli peacemaking, Jordan's leaders have been disappointed with what they see as U.S. inaction on the Middle East peace process. Moreover, given the turmoil in both Iraq and the Palestinian territories, Jordan must contend with the twin prospects of “state” failure to its east and west.
