Abstract:
Never waste a crisis: it can open opportunities. Thus runs a mantra in the Obama White House. Certainly, the crisis is stark already, and worse seems set through 2009. So where are the opportunities in this crisis? So far, a main one seems to be renewed transatlantic commitment to the principle of "survival together." Both in the European Union and in Washington, policy-makers have vowed to avoid the "beggar-thy-neighbor" approaches, protectionism and trade wars that worsened the Depression in the 1930s. Today, they agree, there can be no success, no salvation, no solution for any country acting alone to protect itself.

302. It's the Economy, Stupid – Only This Time, Everywhere

Abstract:
Beneath the mantra about a coordinated global response to the economic crisis, a line of fracture starkly divides the two sides of the Atlantic about what to do in practice to revive the sinking economies. In Washington, the Obama administration is accepting an unprecedented amount of government debt in order to pump money into the hands of consumers who can spend it and revive business. An Obama aide says that Canada, France, Germany and are not matching the U.S. effort with stimulus spending of their own and should do more. No, answer Ms. Merkel and Mr. Sarkozy - firmly but politely, so far - this is the wrong approach, the wrong priority. The global financial rules need to be overhauled before more money is pumped into it, they say, because the real problem is the lack of confidence in a recent U.S. model of capitalism that has collapsed. And, they say privately, America is to blame for the problem, so America should pay to fix it.

Abstract:
Since the September 11, 2001 attacks, the United States has sought to help Pakistan transform itself into a stable, prosperous, and democratic state that supports U.S. interests in the region, is capable of undermining Islamist militancy inside and outside its borders, commits to a secure Afghanistan, and actively works to mitigate prospects for further nuclear proliferation. Washington has also hoped that Pakistan, along with India, would continue to sustain the beleaguered peace process to minimize the odds of a future military crisis between them. Between fiscal years 2002 and 2008, the United States has spent more than $11.2 billion, presumably to further these goals. The FY 2009 budget request includes another $1.2 billion.

Abstract:
The plan to deploy an anti-missile system in Central Europe has been one of the most controversial security policy issues in the past few years. The Bush Administration pushed hard for the deployment of the radar site in the Czech Republic and interceptor missiles in Poland, largely because it would provide an additional layer in the global anti-ballistic missile defense of the United States. In both of these countries, public opinion has been against the deployments and the governments have had to negotiate between external and internal pressures pushing them in different policy directions. Russia has been adamantly opposed to the missile defense plan, issuing both threats and suggesting alternative ways to diminish the threat that the United States feels from Iran. The result has been a political stalemate that has further complicated otherwise tense relations between Moscow and Washington, D.C. With the arrival of the Obama Administration, there is a pause in the missile dispute, but no permanent resolution of the conflict is in sight.

Abstract:
Indonesia has reached a critical point in its history. Ten years after becoming a democracy it has turned back threats of terrorism and separatism, decentralized power, and achieved economic stability and growth. Now its leaders look to the future, shifting resources toward education and asserting democracy as part of foreign policy. Just before the G-20 meetings in Washington last November, President Yudhoyono called for closer US-Indonesian relations “based on partnership and common interests.”

Half a decade of high and volatile oil prices alongside increasingly dire warnings of climatic disaster have pushed energy security and climate change steadily up the U.S. policy agenda. Rhetoric in Washington has emphasized opportunities to deal with both challenges at once. But energy security and climate change do not always align: many important decisions in areas including unconventional oil, biofuels, natural gas, coal, and nuclear power will involve complex trade-offs and force policymakers to carefully navigate the two goals. Ongoing and heated debates in the United States and Canada over the future of the Canadian oil sands—touted at once as an energy security godsend and a climate change disaster—highlight that tension and emphasize the need to intelligently address it.
