Chinese strategic and military experts are scrutinizing the U.S. war in Iraq, and for several reasons. First, if American and British forces become bogged down in their effort to liquidate the regime of Saddam Hussein, then it is much less likely that Washington will soon target other rogue regimes with weapons of mass destruction, such as North Korea, a Chinese ally.

Georgia's political crisis, which climaxed in the forced resignation of President Eduard Shevardnadze on 23 November 2003, is not over yet and could still lead to violence and the country's disintegration. Georgia, in other words, is still pre-conflict, not post- conflict, and exceptional international action is required to contain the potential for chaos. Washington, which quietly supported what U.S. media called the “Rose Revolution”, has promised aid for organisation of the presidential election on 4 January 2004, as has the European Union; other donors should follow suit, and the international community should maintain this support through the equally important and potentially more contentious legislative elections in the spring.

With Saudi Arabian, Turkish, and Jordanian host-nation restrictions limiting coalition ground and air operations, the United States has begun to develop a range of Iraqi airfields as forward operating bases for combat aircraft. This is ironic considering that successive U.S. governments spent billions of dollars to develop an unparalleled basing environment to support U.S. power projection in the Gulf. Recent decisions by Saudi Arabia and Turkey -- key U.S. allies -- have arguably prevented Washington from waging a shorter and less costly war in terms of both blood and treasure. Yet, the United States has benefited greatly from its policy of diversifying basing assets in the smaller Gulf Cooperation Council (GCC) states, recognizing that Kuwait, Qatar, and Oman are dependable allies and that Iraq may one day replace Saudi Arabia as a key airbase provider.

Since September 11, 2001, there have been calls from various quarters to embrace nation building as a tool for combating terrorism. The logic behind the idea is that “good” states do not do “bad” things, so Washington should build more “good” states. That idea, however, relies on several dubious assumptions—for example, that embarking on multiple nation-building missions will reduce the potential for anti-American terrorism. If anything, nation building is likely to create more incentives, targets, and opportunities for terrorism, not fewer. The nation-building idea also draws on false analogies with the past. For example, some people assert that Europe's experience under the Marshall Plan can be readily duplicated in a whole host of countries and that, with enough economic aid, trained bureaucrats, and military force of arms, “bad” states anywhere can be transformed into open, self-sustaining, peaceful states.

On November 19, 2002, the Center for Strategic and International Studies (CSIS), the National Albanian American Council, and the Dayton Peace Accords Project held a one-day conference in Washington, D.C., at CSIS, entitled “The Future of Kosovo.” The conference was attended by U.S. policymakers, congressional representatives, regional specialists, nongovernmental organizations (NGOs), business leaders, journalists, as well as key activists and analysts from Kosovo. The vital question of Kosovo's emerging status was discussed openly with a view to producing a subsequent report offering concrete recommendations to the U.S. administration, U.S. legislators, and major international organizations on the question of Kosovo's future status.

The following report analyzes political fatalities in the Israeli-Palestinian conflict that occurred during the government of Israeli prime minister Ehud Barak (July 7, 1999-March 7, 2001). This report is an update to The Washington Institute's Research Note #8: Trends in Israeli-Palestinian Political Fatalities, 1987-1999. Like the research note, its primary source for data is the Israeli human rights group Btselem, although other sources (including various media sources) were also used. Consistent with the previous study, no deaths that resulted from inter-Israeli or inter-Palestinian violence are included in this report; for example, the deaths of Israeli Arabs, Israeli prime minister Yitzhak Rabin, and accused Palestinian collaborators with Israel are excluded. A main conclusion from the data is that the Israeli-Palestinian conflict increasingly involves official security services, as distinct from civilians.

Recent years have seen the re-emergence of industrial policies and policies for the promotion of economic activity in both industrialised and developing countries, flanked by regional and national strategies for enhanced integration into increasingly globalised international markets, improved competitiveness and sustainably dynamic economic growth. The growing popularity of these policies is also a reflection of recent currents in international economic debate, notably the argument that the recipes for stability staunchly championed by neo-liberals, which gave rise to the Washington Consensus in the early eighties, need to be complemented by more committed policies designed to strengthen international competitiveness.

Abstract:
Congressional criticism of 'Plan Colombia's' military component, and the advent of a new administration in Washington, are likely to lead to a strategic review of US policy. The outcome may be a policy that is less military focused, more regionally oriented, and based on closer cooperation with other aid donors. It has become increasingly clear that Plan Colombia can only be implemented if the EU and its member states are prepared to increase their financial contribution. This will give the Europeans considerable leverage, and they are likely to use it to insist on a less militarised approach. However, even with a change in policy emphasis, the prospects of success will remain poor.
