Abstract:
Secretary of State Hillary Clinton's visit to Indonesia, part of her initial overseas journey to Asia, was enthusiastically received in the world's most populous Muslim country. The secretary praised Indonesia's thriving democracy as evidence of the compatibility of Islam and political pluralism. Noting Southeast Asia's importance to the U.S., Clinton announced that the State Department would begin consideration of a process to sign ASEAN's Treaty of Amity and Cooperation, a prerequisite for membership in the East Asia Summit. She also acknowledged that Washington's harsh sanctions against Burma's military junta had not changed that regime's draconian rule but also pointed out that ASEAN's engagement strategy was equally impotent. Nevertheless, she stated that the U.S. would consult with ASEAN in the process of reviewing its Burma policy. Meanwhile, ASEAN held its 14th summit in Thailand at the end of February. While the global economic crisis dominated the agenda, the future of a human rights commission mandated by ASEAN's new Charter proved the most contentious, with the more authoritarian ASEAN members insisting that noninterference in domestic affairs should remain the underlying principle of any human rights body.

Abstract:
The May 25 election of Gen. Michel Suleiman as Lebanon's twelfth president was a central element of the Qatari-brokered compromise between the March 14 coalition and the Hizballah-led opposition. The agreement was greeted with relief in Washington and other international capitals, allaying fears that Lebanon was once again heading toward civil war. Now that Fouad Siniora has been re-designated as prime minister, the Doha agreement's remaining elements include the difficult task of establishing a "national unity government" and holding parliamentary elections in 2009. The new law governing those elections will determine whether Lebanon will have a solid future foundation or if the day of final reckoning has been merely postponed.

34. Special Report No. 216: The Treasury Approach to State-Building and Institution-Strengthening Assistance: Experience in Iraq and Broader Implications

Abstract:
The U.S. Treasury Department's approach to helping states build and strengthen their public institutions responsible for financial management is worth studying both because of the intrinsic importance of these institutions to an adequately functioning government and because it illustrates some key dynamics underlying state-building assistance more generally. A key premise of Treasury's approach is a primary orientation toward assisting local government institutions on mutually agreed-upon reform programs, based on a thorough understanding of the local administrative systems to be reformed. This orientation is reinforced by the fact that Treasury's contribution is typically only a small number of policy officials and embedded technical advisors, rather than large U.S.-funded programs. In the conventional case where state-building and institution-strengthening are pursued as part of a long-term development strategy, Treasury provides assistance through two activities that are organizationally and functionally distinct: advisors fielded by Treasury's Office of Technical Assistance (OTA), who are technical experts and usually based within local institutions at the request of host governments, and financial attachés, who act as financial policy officials/diplomats and are based at the U.S. embassies in a smaller group of countries. extraordinary situations where state-building follows an intervention (as in Iraq), deployed technical experts need to be partnered with a senior policy official (such as the Treasury attaché) who can create space for local institution–oriented work by shaping (and, where necessary, resisting) the many “centrifugal” external forces— from Washington, the military, and other civilian and international agencies—pulling in other directions. Improving interagency coordination mechanisms in Washington might do relatively little to enhance effectiveness by itself. Indeed, tighter Washington interagency “alignment” could end up strengthening Washington coordinating bodies at the expense of knowledgeable field officials and experts. It may be better to create the conditions for more effective interagency coordination in the field by deploying senior policy champions who both understand the importance of a local institution-oriented approach and possess sufficient delegated authority to tame the centrifugal forces necessary to make space for it. An expeditionary corps of technical experts by itself is insufficient to deal with the unconventional challenges presented by post-intervention state-building operations because the centrifugal forces present in such an environment are strong enough to undermine even the most sound assistance program absent the support of appropriately oriented policy champions.

Jordanians go to the polls tomorrow to elect nearly 1,000 local representatives and 92 mayors. On their own, these elections are of minimal interest to Washington: municipalities have small budgets, limited responsibilities, and scant independence from the central government. But the voting comes just a month after the Hamas takeover of Gaza, during a spike in the violence in Iraq, and a week after a landslide victory for the Islamist-leaning Justice and Development Party (AKP) in the Turkish national elections. Adding to the significance of the Jordanian ballot is the fact that, after boycotting the 2003 contest, the Jordanian Muslim Brotherhood's political party, the Islamic Action Front (IAF), will participate in this year's elections. A potential IAF victory highlights growing concern that Islamists are on a political roll throughout the Middle East, and that Jordan may be vulnerable.

Abstract:
Hamas's military takeover of Gaza is the sort of clarifying act of violence that should trigger, among all relevant parties, a period of reassessment. So far, however, it is not apparent that the Bush administration has taken a critical look at the policies that failed -- in the pre-Hamas period -- to help develop the Palestinian Authority (PA) into a truly effective, accountable, transparent government, or -- in recent months -- to impede Hamas's rise or strengthen the forces arrayed against it. Before Washington proceeds too far down the path of propping up President Mahmoud Abbas and resuscitating Fatah without reflecting on how U.S. action (or inaction) contributed to the current situation, the administration should revisit the basic principles underlying U.S. relations with the PA.

President George W. Bush was widely expected to propose ambitious new initiatives to control greenhouse gas emissions in the State of the Union address on January 23. The week before the speech, his top environmental advisor told a Washington Post columnist that a carbon tax or cap-and-trade system would be “the most elegant” solution to climate change, raising expectations that a proposal along those lines might be forthcoming. In the end, however, the president proposed a remarkably modest (and poorly conceived) initiative to cut gasoline consumption by 20 percent in the next ten years. This was an important lost opportunity for leadership at a crucial juncture.

39. After Mecca: Engaging Hamas

It has been a year since Hamas formed its government – and what a dismal year it has been. The Islamists thought they could govern without paying an ideological price, Fatah that it could swiftly push them aside and regain power. By imposing sanctions and boycotting the government, the Quartet (U.S., European Union (EU), Russia and UN) and Israel hoped to force Hamas to change or persuade the Palestinians to oust it. Washington promised security and economic aid to encourage Fatah to confront Hamas and help defeat it. The illusions have brought only grief. The 8 February 2007 Saudi-brokered Mecca Agreement between the Palestinian rivals offers the chance of a fresh start: for Hamas and Fatah to restore law and order and rein in militias; for Israelis and Palestinians to establish a comprehensive ceasefire and start a credible peace process; and for the Quartet (or at least those of its members inclined to do so) to adopt a more pragmatic attitude that judges a government of national unity by deeds, not rhetoric. The adjustment will not be comfortable for anyone. But the alternative is much worse.

40. Prospects for a Successful Peace Process in Nepal: Internal and International Perspectives

On November 21, 2006, Nepal's government and the Communist Party of Nepal (Maoist) signed a comprehensive peace agreement (CPA) to formally end their ten-year conflict, which has resulted in an estimated 13,000 deaths. The agreement has been widely hailed as historic and many observers feel cautiously optimistic, in spite of the hurdles that lie ahead. On January 22, 2007, the U.S. Institute of Peace sponsored a one-day program in Washington, D.C., to address the challenges Nepal now faces. It brought together a broad spectrum of attendees, from representatives of academia and international organizations such as the International Monetary Fund (IMF) and World Bank to the U.S. Departments of State and Justice. Presenters were asked to comment on particular challenges that Nepal faces during the peace process. This USIPeace Briefing provides an overview of the presentations given at the conference, and includes remarks from Ambassador Julia Chang Bloch (former U.S. ambassador to Nepal and president of the U.S.–China Education Trust); Dr. Chitra K. Tiwari (journalist, The Washington Times); Dr. Jaya Raj Acharya (senior fellow, USIP); and Kul Chandra Gautam (assistant secretary-general of the UN and deputy executive director of UNICEF). It was prepared by Lynn Tesser, program officer in USIP's Jennings Randolph Fellowship program.
