On August 1, 2006, the Honorable Shimon Peres addressed the Washington Institute's Special Policy Forum to discuss Israel's political and military strategy in its war against Hizballah. Shimon Peres is the deputy prime minister of Israel and a member of Knesset from the Kadima Party. A former prime minister, defense minister, and foreign minister, he has played a central role in the political life of Israel for more than half a century and was awarded the Nobel Peace Prize in 1994. On March 16, 2006, Yaron Deckel and David Makovsky addressed The Washington Institute's Special Policy Forum. Mr. Deckel is a leading political analyst in Israel and Washington correspondent for Israel Television and Israel Radio. Mr. Makovsky is a senior fellow and director of the Project on the Middle East Peace Process at The Washington Institute. Mr. Makovsky's remarks were released in PolicyWatch no. 1086, “The Shape of Israel's Election Race.” The following is a rapporteur's summary of Mr. Deckel's remarks. In several recent interviews with the press, Israeli acting prime minister Ehud Olmert articulated a specific agenda for disengagement and the evacuation of thousands of additional settlers from the West Bank, distinguishing his campaign from the vague promises that have characterized past Israeli elections. Ariel Sharon campaigned in 2003 on eventual “deep and painful” future concessions, but did not specifically address disengagement until after the elections. It is therefore important to evaluate the prospect that Kadima will head the next government and what policies it would likely follow if in power.

The May 2 victory of Chilean Interior Minister José Miguel Insulza as secretary general of the Organization of American States ends one phase of a drama that is only beginning. The showdown over the leadership of the OAS began when Costa Rica's former president Miguel Angel Rodríguez resigned in October 2004 due to corruption charges in his home country. Rodríguez was elected by consensus and had served only three weeks of his five–year term when forced to leave.

With China's declaration of an anti-secession law, Washington has received a timely if unwelcome reminder of the depth of Beijing's determination to retake Taiwan and the reality of geopolitical rivalry in East Asia. Contrary to the crisis-management mentality that too often has governed U.S. China policy, however, the anti-secession law represents an important strategic blunder by Beijing and an important opportunity for the United States—one that, if properly managed, could actually advance American interests in the region more than anything U.S. policy planners would otherwise hatch on their own. After four years in which the White House was preoccupied with more pressing problems in the greater Middle East, the Bush administration should now take advantage of its second term to align U.S. strategy for the Asia-Pacific region with the fundamental tenets of the Bush Doctrine and develop a new framework for its relations with Beijing and Taipei.

Abstract:
The international impasse over Iran\'s nuclear program is entering a critical phase. The compromise being offered by the international community, whereby Iran would carry out sensitive uranium enrichment work in Russia, is unlikely to be accepted in full by Tehran. The hardline rhetoric of new President Ahmedinejad is further limiting the prospects of a diplomatic solution being found. As a result, the issue is likely to come before the Security Council. Once in New York there are a number of ways it could play out. But at this stage it is not clear what the Council would be able to do to force a change of behaviour from Tehran. Faced with poor options all round, Washington may feel at some point that it has to risk the uncertain results of limited air strikes against Iranian nuclear facilities to delay what it regards as the unthinkable - a nuclear armed Iran.

Iraq's interior minister, Bayan Jabr, lashed out at Saudi diplomacy while speaking to journalists in Amman on October 2. Referring to Prince Saud al-Faisal, the Saudi foreign minister, Jabr said Iraq would not be lectured by "some Bedouin riding a camel." Broadening his remarks to the Saudi ruling family, the House of Saud, the Iraqi minister said, "There are regimes that are dictatorships; they have one god, he is the king, he is god of heaven and earth, and he rules as he likes. A whole country is named after a family."

On July 20, the Saudi foreign ministry announced that Prince Bandar bin Sultan, the long-serving Saudi ambassador to the United States, was stepping down, and that "the process of nominating" Prince Turki al-Faisal, the current Saudi ambassador in London, to replace him had begun. When the widely anticipated death of the recently hospitalized, eighty-four-year-old King Fahd occurs, both Prince Turki and Prince Bandar, as senior "next generation" princes, could be crucial players.
