21. Herbert Hoover: Father of the New Deal

Abstract:
Politicians and pundits portray Herbert Hoover as a defender of laissez faire governance whose dogmatic commitment to small government led him to stand by and do nothing while the economy collapsed in the wake of the stock market crash in 1929. In fact, Hoover had long been a critic of laissez faire. As president, he doubled federal spending in real terms in four years. He also used government to prop up wages, restricted immigration, signed the Smoot-Hawley tariff, raised taxes, and created the Reconstruction Finance Corporation-all interventionist measures and not laissez faire. Unlike many Democrats today, President Franklin D. Roosevelt's advisers knew that Hoover had started the New Deal. One of them wrote, "When we all burst into Washington ... we found every essential idea [of the New Deal] enacted in the 100-day Congress in the Hoover administration itself."

This report is the result of a six-month research project undertaken at the Woodrow Wilson International Center for Scholars in Washington, D.C. The focus of the work is on the impact of China's oil and mining companies' recent overseas expansion on the governance of resource wealth. The paper covers four topics: The structure of the Chinese oil and mining industries, focusing on overseas operations; the emergence over the last ten years within the large-scale, OECD-based extractive industry, of a “new model” for resource extraction focusing on minimizing negative social and environmental impacts and on resource revenue transparency; the development of corporate social responsibility concepts in China, and the extent to which this is leading Chinese oil and mining companies to apply the “new model” for resource extraction, and the role of Chinese infrastructure loans to resource-rich developing countries in resource wealth governance.

Merry Christmas, readers! And welcome to the Winter 2011 issue of The Objective Standard. I'd like to begin by congratulating Antonio Puglielli, the winner of the second annual TOS essay contest. Mr. Puglielli's entry, “'Dog Benefits Dog': The Harmony of Rational Men's Interests,” won him $2,000 and publication of his essay in TOS (see p. 67). Second place went to Caleb Nelson (winning $700) and third place to Deborah B. Sloan (winning $300). Congratulations to Mr. Nelson and Ms. Sloan, as well! As Mitt Romney and Newt Gingrich vie for the GOP presidential nomination, and as Republicans marshal efforts to secure as many Senate seats as possible, advocates of liberty need to keep an eye on the one principle that unifies our political goals and grounds them in moral fact. In “The American Right, the Purpose of Government, and the Future of Liberty,” I identify that principle and discuss its application to issues of the day, including “entitlement” spending, corporate bailouts, and the Islamist threat. If you wonder which side of the abortion debate has the facts straight—or why the issue should matter to anyone other than pregnant women—you will find answers in “The Assault on Abortion Rights Undermines All Our Liberties,” by Diana Hsieh and Ari Armstrong. And if you already know the answers, I think you'll agree that this is the article to circulate on this matter. You may think that Steve Jobs was an impatient man, and you may know of evidence to support that idea, but in Daniel Wahl's “The Patience of Jobs,” you'll discover that Jobs, once again, breaks the mold. He was not patient, yet he was. How can that be? (Hint: The answer has nothing to do with Buddhism.) Get ready to fall in love with Linda Mann's still lifes and her manner of discussing them. 25. Delivering on US Climate Finance Commitments

At the United Nations climate change conference in Copenhagen in 2009 and Cancun in 2010, the United States joined other developed countries in pledging to mobilize $100 billion in public and private sector funding to help developing countries reduce greenhouse gas emissions and adapt to a warmer world. With a challenging US fiscal outlook and the failure of cap-and-trade legislation in the US Congress, America's ability to meet this pledge is increasingly in doubt. This paper identifies, quantifies, and assesses the politics of a range of potential US sources of climate finance. It finds that raising new public funds for climate finance will be extremely challenging in the current fiscal environment and that many of the politically attractive alternatives are not realistically available absent a domestic cap-and-trade program or other regime for pricing carbon. Washington's best hope is to use limited public funds to leverage private sector investment through bilateral credit agencies and multilateral development banks.

26. Short Sales Bans: Shooting the Messenger?

In response to the recent financial crisis, many governments chose to ban or restrict short sales, hoping to mitigate the impact of the stock market downturn. Stock markets function as a continuous election, held to determine the allocation of resources with buyers voting for and sellers voting against investment in particular stocks. Banning short selling is akin to disenfranchising the "no" voter, thereby creating a distortion in the resource allocation process. Ban-induced price distortions damage the integrity of stock prices among investors and potentially cause stocks to expand beyond what is optimal for the firms and the economy.

27. The Washington Consensus: Assessing a Damaged Brand

Abstract:
In this paper we analyze the Washington Consensus, which at its original formulation reflected views not only from Washington but also from Latin America. We trace the life of the Consensus from a Latin American perspective in terms of evolving economic development paradigms. We document the extensive implementation of Consensus-style reforms in the region as well as the mismatch between reformers' expectations and actual outcomes, in terms of growth, poverty reduction, and inequality. We then present an assessment of what went wrong with the Washington Consensus-style reform agenda, using a taxonomy of views that put the blame, alternatively, on (i) shortfalls in the implementation of reforms combined with impatience regarding their expected effects; (ii) fundamental flaws—in either the design, sequencing, or basic premises of the reform agenda; and (iii) incompleteness of the agenda that left out crucial reform needs, such as volatility, technological innovation, institutional change and inequality.

28. Beyond Population: Everyone Counts in Development

Abstract:
This essay reviews some of the most important demographic trends expected to occur between 2010 and 2050, indicates some of their implications for economic and global development, and suggests some possible policies to respond these trends and implications. The interactions of population, economics, the environment, and culture are central. In the past decade, for the first time in history, old people outnumbered young people, urban people outnumbered rural people, and women of reduced fertility outnumbered women of high fertility. The century from 1950 to 2050 will have included the highest global population growth rate ever, the largest voluntary fall in the global population growth rate ever, and the most enormous shift ever in the demographic balance between the more developed regions of the world and the less developed ones. In the coming half century, according to most demographers, the world's population will grow older, larger (albeit more slowly), and more urban than in the 20th century, but with much variance within and across regions. No one knows what numbers and demographic characteristics of humans are sustainable, but it is clear that the prodigious stain of a billion or so chronically hungry people at present results from recent and ongoing collective human choices, not biophysical necessities. Concrete policy options to respond to demographic trends include providing universal primary and secondary education, particularly education for global and household civility; eliminating unmet needs for contraception and reproductive health; and implementing demographically sensitive urban planning, particularly construction for greater energy efficiency and friendliness to older people.
