61. U.S. Department of Defense Contributions to Malaria Elimination in the Era of Artemisinin Resistance

Abstract:
In the Greater Mekong Subregion (GMS), militaries remain essential to any effort to control and eliminate artemisinin-resistant malaria. Stretching back to World War II and the Vietnam War, the U.S. Department of Defense (DoD) has a long and distinguished history researching and developing new tools for malaria control, in partnership with both military and civilian host government experts. Since the mid-1990s, DoD has significantly expanded its global surveillance, training, and capacity - building investments. As Southeast Asian countries have mobilized in recent years against artemisinin-resistance with the ultimate aim of malaria elimination, DoD and regional militaries have actively joined the effort, initiating promising pilot approaches in Southeast Asia. To strengthen DoD's contribution, it is proposed that the United States launch a Defense Malaria Elimination Program that will significantly enhance partner militaries' capacities, advance the goal of elimination, including the threat of resistance, and accelerate the development of drugs and vaccines.

HANOI, Vietnam—The best way to feel the sheer energy of Vietnam's under-29 population is to ride pillion on Do Duyen's motorbike. Like most Hanoi drivers (except when they drink too much rice wine at Tet or at weddings), Duyen has a sixth sense of how others will react in the flood of motorbikes and intruding cars, trucks, buses, bicycles, and village peddlers balancing bamboo poles across their shoulders. Never mind that motorcyclists routinely make illegal turns at intersections by plunging left against traffic that is hurtling right. Everyone else simply swerves to accommodate this anomaly in his or her own way, and the collective streams of traffic glide on.

In the debate over global manufacturing competitiveness, the labour cost question looms largest. The rapid growth in Chinese wages is having an impact not only on firms currently manufacturing in China, but also on emerging economies seeking to grab a share of that manufacturing activity (like Vietnam and Bangladesh) and developed countries seeking to revive their own manufacturing sectors (like the US). Rising wages in China could threaten the country's status as a manufacturing powerhouse if they are not matched by comparable gains in productivity.

Abstract:
Drawing on survey data from Young Lives, an international study of childhood poverty involving 12,000 children in four countries, this paper examines the effects of environmental shocks on food insecurity and children‟s development. The data, from children and their families living in rural and urban locations in Ethiopia, the Indian state of Andhra Pradesh, Peru , and Vietnam , provide information on the same individuals over time, allowing consideration of how earlier incidences of food insecurity and exposures to environmental shocks shape later outcomes. Regression analysis is used to estimate the relationships between these and other relevant factors.

Abstract:
On food prices: The case studies on food prices and how people are eating in Bangladesh, Kenya, and Pakistan confirm that price changes, and the impacts of such changes on households, are far more varied in space and time than national average data reveal. In turn, national price movements can clearly diverge from global prices due to a variety of country - specific factors. The case studies also demonstrate that politics and policies have a significant impact on prices: governments can directly (for good or ill) influence the wellbeing of the poor thro ugh decisions on policy instruments such as taxation and levels of subsidies. Finally, there is some evidence that prices in rural agricultural areas are more influenced by seasonal supply and demand factors than are prices in urban areas. In principle, rural producers may benefit from higher prices, but that is not usually the case for small producers, who are still net consumers of basic food commodities.

Abstract:
The final volume of the Foreign relations series of documents on Indochina during the Nixon and Ford presidencies is not as detailed as those which preceded it. However, the documents do not support the view that, once the January 1973 Agreement between the Democratic Republic of (North) Vietnam and the United States had been concluded, the US was prepared to accept DRV's hegemony over the rest of Indochina, provided only that there was a 'decent interval' before it occurred. In fact, both the Nixon and Ford administrations did seek to prevent this from happening, but found their hands tied by congressional opposition. In the case of Cambodia, the United States also found itself the victim of its own illusions about the willingness of the People's Republic of China to support an alternative government led by the former ruler, Prince Norodom Sihanouk. Following the more or less total collapse of American policy in April 1975, some interesting 'post-mortems' from various government departments on the history of US involvement in Indochina are also printed in the volume under review.

The region around the Paracel Islands and the South China Sea is important to the economies of the surrounding states in terms of the fish resources and potential for energy reserves, which result in diplomatic and physical clashes. The large flow of maritime commerce around the Paracel Islands is also crucial to the economic well-being of the region and the world, and occupation of the islands dictates control of the surrounding sea's maritime traffic, security, and economic exploitation. Although China currently occupies all of the Paracels, they are also vigorously claimed by Vietnam.

The negotiation of the Trans-Pacific Partnership (TPP), a megaregional agreement to lower barriers to trade and investment and promote economic integration in the Asia-Pacific region, has been a dynamic process with a number of countries joining the talks in midstream. Since negotiations began in March 2010, participation in the TPP talks has expanded several times to include Malaysia (October 2010), Vietnam (December 2010), Canada and Mexico (October 2012), and Japan (July 2013). In November 2013, Korea announced its interest in participating in the TPP and began consulting with the countries involved. The TPP now has 12 participants. Korea is still considering whether to become lucky 13.

Abstract:
Vietnam is experiencing one of the greatest urban transitions over the last two decades after the embankment of "Doi Moi" policy in 1986. The urban transition is vividly manifested in social, economic and physical aspects. While the urbanization can boost the industrialization and modernization goals of the country, it can cause adverse impact on natural environment as well as society and economy. To support a sound urban development plan, it is important that data and analysis on urban built-up areas are accurate and timely available. In this study, the Support Vector Machine Classification Algorithm (SVM) was applied to the multi-temporal image stacks of Landsat Thematic Mapper (TM) and Enhanced Thematic Mapper (ETM) from 1993 to 2010 to quantify the changes of built-up areas over three time periods, 1993-2001, 2001-2006, and 2006-2010 and across twelve buffer zones. Our SVM classification algorithm has produced a highly accurate map of land use/land cover change with the overall accuracy of 95%. The study showed that most of the urban expansion occurred in the periods 2001-2006 and 2006–2010. The analysis was strengthened by the analysis of population census and other socio-economic figures. Through out this study, an implicit correlation between the urban growth, the trend of spatial expansion and other relevant geographic and socio-economic factors can be proposed. Result of this study would allow urban planners and decision makers to timely evaluate and adjust accordingly the urban growth and be aware of the sustainable usage of the invaluable natural lands and other environmental, social and economical problems.
