221. Turning to the Left? Understanding Some Unexpected Events in Latin America

Abstract:
Argentina, Bolivia, Brazil, Chile, Ecuador, Nicaragua, Uruguay and Venezuela are currently ruled by governments that are typically considered to be on the left of the political spectrum due to their progressive, reformist stances. Together, these states account for almost two thirds of Latin America's population and roughly half of its combined GDP. In the 2006 presidential election in Mexico, the candidate who shared the political views of the aforementioned states was defeated by less than percent in a contested turnout.

Abstract:
At the conclusion of the final summit meeting between Presidents George Bush and Vladimir Putin at the Russian resort of Sochi in early April, relations between Moscow and Washington appeared to have righted themselves. The cordial meeting between the outgoing presidents left a sense of optimism in both Moscow and in the West that U.S.-Russia relations would improve until at least the fall presidential elections in the United States. Things have quieted down between the two nations over the last quarter, as the leadership of both countries has gone about business at home and has lessened (though not ceased) the often-negative rhetoric. But when the summer concludes, Russia will again loom large in U.S. political debates, and the big questions of U.S. foreign policy – whether they revolve around Iran, Iraq, Afghanistan, Northeast Asia, or even Venezuela – will necessarily include Russia policy. And as President Dmitry Medvedev unveils his own version of “sovereign democracy,” U.S. foreign policymakers will be forced to address the fundamental question of whether U.S. policy toward Moscow is centered on its strategic interests, or on democratic values.

The increasing use of new electronic voting (e-voting) technologies in elections around the world has been recognized by the international election observation community as one of the paramount challenges facing election observation today. As a whole, international election observation organizations have had relatively little experience observing elections in which e-voting technologies are used. In addition, the inherent lack of transparency of electronic voting technologies discourages easy observation.

224. Transitions from Charismatic Rule: Theories of Leadership Change and Cuba's Post-Fidel Succession

Abstract:
For theories of political succession and charismatic authority, the almost half‐century long rule of Fidel Castro presents an extraordinary test case since Fidel in July 2006 handed over power 'temporarily' to his deputy and brother Raúl. On the background of Max Weber's work on charismatic rule, the paper analyzes the way in which the Cuban leadership has responded to the succession question and identifies four aspects in which it differs from the succession problems typically attributed to charismatic rule: Cuba's longstanding exceptionalism regarding the 'second man' behind the leader; the succession during the life‐time of the leader with a sui generis modus of 'cohabitation' between the outgoing and the incoming leader; the routinization of charisma which domestically allows a bureaucratic succession model with the Communist Party, rather than any individual, being postulated as Fidel Castro's heir; and as a correlate to the latter, the ritual transmission of Fidel's charisma to a heir beyond the nation‐state, Venezuela's Hugo Chávez, as the new charismatic leader to continue Fidel Castro's universal revolutionary mission.

225. Brazil with strong challenge ahead: Other BRIC countries enjoying stronger media support

Abstract:
Despite its size, both geographically and in terms of its population, Latin America plays a rather insignificant role in international television news. With Western media for the most part still reporting within traditional and existing parameters (East-West), countries falling outside of these parameters seem to only appear on television when they violate these set norms and expectations (as in the case of Iraq, Iran, North Korea) or if they confirm existing stereotypes, such as crime and violence in Africa. With Latin America hovering on the peripheral of these issues (except for the United States-Venezuelan \'relations\' matter), it is no surprise that Latin America attracts only marginal coverage on television news. Swiss and German television news reports dedicated only 3% of their total coverage in 2006 to Latin America, while South African, British and Arab media dedicated less than 2%. Only U.S. television, largely due to reporting on Cuba and Venezuela, dedicated a full 5% of its total coverage to the continent.

Abstract:
Since his election as President of Venezuela in 1998, Hugo Chavez has encouraged and continues to encourage his Venezuelan and other Latin American followers to pursue a confrontational “defensive,” populist, and nationalistic agenda that will supposedly liberate Latin America from the economic dependency and the political imperialism of the North American “Colossus” (the United States). Chavez argues that liberation, New Socialism, and Bolivarianismo (the dream of a Latin American Liberation Movement against U.S. hegemony) will only be achieved by (1) radically changing the traditional politics of the Venezuelan state to that of “direct” (totalitarian) democracy; (2) destroying North American hegemony thoughout all of Latin America by (3) conducting an irregular and asymmetric “Super Insurgency,” or “Fourth-Generation Warfare” to depose the illegitimate external enemy; and, 4) building a new Bolivarian state, beginning with Venezuela and extending to the whole of Latin America.

Abstract:
Not long ago, the governments of the Americas recognized the value of working together to consolidate the historic, promising trend toward democracy. Now, with democracy being dismantled in several nations and being assailed by authoritarian Venezuelan president Hugo Chávez Frías, Latin American countries seem to have abandoned the fraternal ideal of inter-American solidarity. The United States and the Organization of American States (OAS) can both do more to salvage the regional commitment to democracy, but unless Latin American and Caribbean governments are willing to stand together to defend their principles, the end of democratic solidarity is in sight.

Since its financial crisis six years ago, Argentina has faded somewhat from the headlines. This is no doubt due in large part to the disproportionate space our media outlets now devote to Iraq and Iran, but also to the fact that other Latin American news stories—particularly Fidel Castro's surgery and the antics of Venezuela's clownish president Hugo Chávez—have dominated coverage of the area. Argentina is not, however, a negligent regional actor.

229. Macroeconomic and Welfare Effects of Public Infrastructure Investment in Five Latin American Countries

Abstract:
It has been widely documented that investment in infrastructure is important for economic growth, but little work has been done in relation to the impact of infrastructure investment among other macroeconomic variables. This paper develops a Dynamic Stochastic General Equilibrium (DSGE) model of a small open economy to study the effects of public investment in infrastructure on output, consumption, private investment, trade balance and welfare. The model is parameterized and solved for five representative countries from The Initiative for the Integration of Regional Infrastructure in South America (IIRSA), which include: Bolivia, Chile, Brazil, Venezuela and Argentina. I also analyze the growth effects on GDP by increasing or decreasing the effectiveness index of infrastructure in each of these countries. Naturally output will grow at a larger rate, if infrastructure is handled with greater efficiency.

230. Energy Security: Meeting the Growing Challenge of National Oil Companies

Last February, Hugo Chavez decreed a staged nationalization in a drive to take over large segments of the Venezuelan economy as part of his revolutionary vision for the country. Specifically, the Chavez government set its sights on the oil industry, giving notice to foreign oil companies—including US firms—that they had until June 26 to reduce their ownership in Venezuelan Orinoco Belt heavy oil field projects so that the state could take at least a 60 percent share. This year alone, the Venezuelan government has already formed the Venezuelan Electricity Corporation, comprised of all state electricity utilities, to ensure state control of the electricity sector. It has also initiated the takeover of CANTV, the country’s biggest telecommunications operator. Chavez also has threatened to nationalize Venezuela’s banking sector unless banks “give priority to financing [the country’s] industrial sectors.”1 Commenting on his drive for “21st century socialism,” the president said that “I’m not deceiving anyone. I’m only governing the country, and the country has elected me various times. ...All of those who voted for me backed socialism, and that is where we are heading.”2 Venezuelan Oil Minister Rafael Ramirez threatened in early May that US oil giant ConocoPhillips would be kicked out of Venezuela altogether if it tried to drive a hard bargain for turning over shares in its fields in the Orinoco Belt. The official US reaction has been muted. On May 1, 2007, US State Department spokesman Sean McCormack said Venezuela’s negotiations with oil companies “will proceed as they will,” but that Chavez’s broader actions, including withdrawing from the World Bank and International Monetary Fund, were “digging a hole for the Venezuelan people.”3 The US has a long tradition of circumspect responses to the moves of national oil companies. The US has responded tepidly to many moves since the 1930s when Mexico nationalized the oil field holdings of US oil companies. In the case of Mexico, the US had other foreign policy priorities at the time of these nationalizations, first the fight against Nazism and then the struggle to keep communism out of the hemisphere. Thus, despite lodging diplomatic protests and rebuking Mexico with mild economic penalties, the US did not allow the incident to damage bilateral relations in the face of greater strategic challenges.4 Similarly, the US government did not interfere with Venezuela’s 1976 nationalization, for which the international oil companies received compensation.5 The United States was even passive as recently as the 1980s, when Saudi Arabia implemented the gradual nationalization of the American oil company stakes in the Aramco Oil concession. US-Saudi relations were relatively strong in the 1980s and into the 1990s, and the US government made no objections whatsoever to Saudi Arabia’s nationalization of Aramco’s oil assets.
