211. The Media Activism of Latin America's Leftist Governments: Does Ideology Matter

Abstract:
Has Latin America's left turn mattered in media politics? Does ideology impact governments' practices and policies regarding media and journalistic institutions? Through an empirical assessment of discourses on the media, of direct-communication practices, and of media regulation policies on the part of the recent leftist governments of Argentina, Bolivia, Brazil, Chile, Ecuador, Uruguay, and Venezuela, this paper stresses the existence of a specific media activism on the part of leftist governments in Latin America. While showing that the current binary distinctions that stress the existence of two lefts—“populist” and “nonpopulist”—obscure important commonalities and continuities, the author also demonstrates that it is the existence of certain institutional and structural constraints that best accounts for the differences among the various leftist governments in Latin America. In sum, the paper challenges the prevailing neglect of ideology as a relevant factor in explaining developments in government–media relationships in the region.

This paper examines four related aspects of the recall of elected officials as defined and used in Venezuela: 1) The context in which the recall emerged; 2) the activation of the presidential recall throughout 2003 and 2004, which concluded with the recall referendum of August 15, 2004; 3) the legal and substantive aspects of the recall; 4) the assessment of the use of the recall. The purpose of the paper is to evaluate the advantages and disadvantages of this instrument of direct democracy from the Venezuelan experience.

Abstract:
Among the many areas of academic disagreement about US foreign policy at the end of the Bush years, one notable source of relative consensus exists—democracy promotion will assume a very modest part of the Obama Administration's approach to world affairs. Even during the comparatively benign years of the Clinton presidency, opinion surveys consistently demonstrated that democracy promotion was a very low priority among the American public, and only marginally more important to foreign policy elites. Now, amidst grave financial crisis and huge economic instability, liberal democracies are facing the imperatives of securing energy independence and combating climate change. Compounded by shifting changes in the global balance of power and challenges to Washington from both traditional state actors (Russia, Iran, and Venezuela) and continuing threats from militant Islam, institutional liberalism's least pressing task would seem to be the dogged pursuit of a more democratic world. Tarnished in particular by the mismanaged occupation of Iraq and the victory of Hamas in Gaza, serious doubts now remain over not only Washington's capacity to build democracies abroad, but also the very desirability of such efforts.

214. Venezuela: Accelerating the Bolivarian Revolution

Abstract:
President Hugo Chávez's victory in the 15 February 2009 referendum, permitting indefinite re-election of all elected officials, marked an acceleration of his “Bolivarian revolution” and “socialism of the 21st century”. Chávez has since moved further away from the 1999 constitution, and his government has progressively abandoned core liberal democracy principles guaranteed under the Inter-American Democratic Charter and the American Convention on Human Rights. The executive has increased its power and provoked unrest internally by further politicising the armed forces and the oil sector, as well as exercising mounting influence over the electoral authorities, the legislative organs, the judiciary and other state entities. At the same time, Chávez's attempts to play a political role in other states in the region are producing discomfort abroad. The September 2010 legislative elections promise to further polarise an already seriously divided country, while unresolved social and mounting economic problems generate tensions that exacerbate the risk of political violence.

Abstract:
This paper studies the causal factors that make the oil-state Venezuela, which is generally characterized by a low level of violence, an outlier among the oil countries as a whole. It applies a newly elaborated “context approach” that systematically considers domestic and international contextual factors. To test the results of the systematic analysis, two periods with a moderate increase in internal violence in Venezuela are subsequently analyzed, in the second part of the paper, from a comparative-historical perspective.

When President Hugo Chávez was first elected, in 1998, his critics, many of whom have published in these pages, argued that he would slowly move Venezuela away from democracy. After 12 elections, including the December 2007 referendum, which he narrowly lost, that claim has finally crumbled under the evidence. Now the argument against Venezuela has shifted, and instead of being called undemocratic, Chávez's social programs are labeled as inefficient and his economic management categorized as catastrophic. Much like the first accusations against Chávez, the new criticisms, put forth by Francisco Rodríguez in "An Empty Revolution" (March/April 2008), simply do not stand up to the facts.

217. Colombia: Making Military Progress Pay Off

Almost six years of intense security operations against the Revolutionary Armed Forces of Colombia (FARC) by the administration of President Álvaro Uribe are beginning to produce tangible results. Government forces killed several important rebel field commanders in 2007 and two members of the central command in March 2008, including second-in-command Raúl Reyes, and have severely disrupted insurgent communications, prompting a loss of internal cohesion and decreasing illegal revenues. However, this progress has come at the cost of severely deteriorating relations with Ecuador and Venezuela and increased risk of political isolation after the controversial bombing raid on Reyes's camp inside Ecuador. Military gains can pay off only if combined with a political strategy that consistently pursues a swap of imprisoned insurgents for hostages in FARC captivity, reestablishes much needed working relations with neighbours along borders and strongly advances integrated rural development to consolidate security and broaden Colombia's international support.

Abstract:
President Hugo Chávez faces mounting difficulties at home and abroad. The defeat of constitutional reforms in a December 2007 referendum, a year after re-election, was his worst setback since winning the presidency in 1998. It was not primarily the divided opposition, which lacks a broad social base, that dealt this blow but the abstention of three million Venezuelans, including many former government supporters. There is growing disenchantment over food shortages, rising inflation, public insecurity and corruption, as well as resistance to Chávez's push to merge his coalition's parties into a new United Socialist Party of Venezuela (PSUV), and concern about further concentration of power in the president's hands and his foreign policy, including disputes with Colombia. Only by ending attempts to drastically alter the 1999 constitution is Chávez likely to return Venezuela to democratic stability. If he fails to compromise and govern more transparently and inclusively, November municipal and regional elections could produce a dramatic new setback for his increasingly autocratic “Bolivarian revolution”.

Abstract:
The remarkable ascendance of Venezuela's president, Hugo Chávez, has generated new interest in Latin America's recurrent populism. Like the charismatic populists that preceded him, Chávez rose to power rapidly and became a symbol of deepening social polarization. He is seen as a pivotal figure in promoting a sharp leftward shift in Latin American politics and has been criticized for his authoritarian tendencies. In the words of Jorge Castañeda, “Chavismo” is the “wrong left” for Latin America. Hugo Chávez has become a much discussed leader for all these reasons, but he is perhaps most notorious for his aggressive foreign policy and for the strongly confrontational posture he has adopted toward the United States. Chávez has pursued high profile efforts to check US influence in Latin America, assert his own leadership in the region, and demonstrate that developing countries can act more independently of Washington's wishes.

In the democratic opening of the early 1980s, judicial reform appeared on the policy agenda throughout Latin America. Although such efforts were not new to the region, their virtually universal and nearly simultaneous adoption into policy was novel, extending even to the few countries (Colombia, Costa Rica, and Venezuela) without recent de facto regimes. The movement eventually incorporated the entire justice sector (“sector”) rather than the courts alone.
