81. Heterogeneous Effects of Forced Migration on Female Labor Supply

Abstract:
In this paper we analyze the impact of Venezuelan migration on the female labor supply in Colombia. Using a instrumental variable approach we found significant drops in the female labor supply, mainly on those women with lower qualifications. In contrast, we observe significant increases for high-skilled women with family responsibilities, such as childcare. These results are consistent with a redistribution of time use, where women spend fewer hours on household tasks and more time in the labor market. Our results provide novel evidence of the consequences of forced migration between developing countries on the female labor supply.

Abstract:
Both Brazil and Venezuela structured their foreign policy agendas in the early 21st cen- tury on the projection of their respective leadership in regional schemes such as UNASUR and ALBA, respectively, following an intermediate hegemonic strategy. The loss of dynamism of these post-hegemonic initiatives problematizes the relationship between regional governance and the role of regional powers. ALBA is a scheme contingent on the political cycle and political voluntarism intrinsic in Venezuela’s leadership. The bloc has lost members and relevance in recent years. As for UNASUR, most of its member states have withdrawn from the bloc and it is currently not operating. In short, post-hegemonic proposals lose dynamism and support once the leadership that promoted them weakens. A certain ‘hegemonic stability theory’ contextualized to South America with regard to the leadership of Brazil and Venezuela in recent years seems to be fulfilled: the decline in power of these countries helps to account for political reversals and changes in regional governance.

Abstract:
The Biden administration will seek to rebuild the U.S. reputation and influence in Latin America. It will strengthen cooperation with Latin American partners in the field of climate change and the fight against the COVID-19 pandemic, among others. The pandemic and its socio-economic impacts will increase the scale of the challenges facing the U.S. in its relations with Latin America, including in migration and development cooperation. The Biden administration’s approach to the region may facilitate the U.S.-EU dialogue, for example, on efforts to overcome the political and humanitarian crises in Venezuela.

While all states face massive challenges when responding to COVID-19, some are in a more precarious position than others. In Venezuela, the pandemic arrived at the worst possible time for its citizens. Facing one of the deepest economic crises outside of wartime in recent years, its consequences have spilled over to all aspect of social life.1 However, the timing seems to have suited the leaders of the Venezuelan regime well. Rather than constituting a threat to the stability of a regime that has lost both democratic legitimacy and the capacity to provide services and security, the government of Nicolas Maduro (2013-present) has seemingly managed to consolidate itself after several years of instability. The starting point of the discussion is an apparent paradox: how can a regime with neither legitimacy nor capacity, two commonly invoked criteria for effective crisis management, strengthen itself during a crisis such as that spurred by COVID-19? The brief presents an overview of how the Venezuelan regime has responded to COVID-19, and how the government of Nicolás Maduro has applied different strategies to consolidate a favorable political status quo. It takes as its starting point three concepts, namely “state capacity,” “legitimacy,” and “power,” all of which are frequently upheld as fundamental for understanding the varying ways in which states have responded to the pandemic. It highlights how relative power relations have shifted in recent years, and how the pandemic has contributed to skewing the balance of power further in favor of the Maduro government.

85. Resource-Backed Loans: Pitfalls and Potentialloan

Through “resource-backed loans” (RBLs) countries access finance in exchange for, or collateralized by, future streams of income from their natural resource wealth. The authors of this report reviewed countries’ past experiences with RBLs across sub-Saharan Africa and Latin America from 2004 to 2018. They identify risks and opportunities RBLs pose and provide recommendations for countries considering taking RBLs in the future. The researchers identified 52 RBLs, 30 of which were taken by countries in in sub-Saharan Africa and 22 in Latin America. They are distributed across 14 countries in the two regions. Thirty-eight were lent by Chinese policy banks, seven are from commodity traders, four are from other Chinese state-owned enterprises, one is from Korea Exim, one is from Nigeria and one is from Russia's Rosneft. Forty-three of the loans are backed by oil, six by various minerals, two by cocoa, and one by tobacco. The total loan amount represented in the dataset is $164 billion, of which $66 billion went to Africa and $98 billion to Latin America.

86. Evaluating the Trump Administration’s Approach to Sanctions: Venezuela

Abstract:
Since taking power in January 2017, the Trump administration has overseen a dramatic escalation of sanctions[1] to pressure and punish US adversaries, including high-profile cases against Iran, North Korea, Russia, and Venezuela. Against this background, the Center on Global Energy Policy is publishing a short series of critiques of the Trump administration’s sanctions in the four cases mentioned. The series utilizes findings from the author’s book The Art of Sanctions, which recommends policy makers evaluate their sanctions decisions regularly to assess whether they are using sanctions effectively. It counsels that policy makers should have alternative strategies under development for use if they determine sanctions have or will likely fail to achieve their objectives. Further, the author enjoins those intent on using sanctions to recall that, like all foreign policy instruments, sanctions are only as good as the underlying strategy being pursued. This commentary, the fourth and last in the series, examines the effectiveness of the sanctions put in place against Venezuela. It assesses the sanctions approach within the parameters of the framework outlined in The Art of Sanctions and concludes with recommendations for the Trump administration. The Trump administration began with a conundrum: how to exert leverage on a country that is not only hostile to the United States but also an economic mess. Diplomatic engagement appeared an implausible path toward resolving US concerns with the country—not least of which centered on its potential to be disruptive to the region as a whole—but these concerns did not reach the level that would merit the use of military force. Such situations are usually tailor-made for the application of sanctions pressure, but, in Venezuela’s case, the country was already suffering under considerable economic strain that was entirely self-administered. Sensibly, the Trump administration declined to undertake major new sanctions initiatives for over a year. But upon doing so, the administration found itself in a wholly new and arguably more difficult situation: imposing sanctions on a country in the midst of a contested political transition. To date, the sanctions approach selected has been largely reasonable in this context, but impatience over the slow pace of the aforementioned transition could prompt error, especially if the administration loses sight of the desired end goal and begins to see sanctions pressure as an end unto itself.

87. An Uneven Welcome: Latin American and Caribbean Responses to Venezuelan and Nicaraguan Migration

Abstract:
The sudden mass movement of people fleeing political and economic crises in Venezuela and political unrest in Nicaragua has transformed the migration landscape in Latin America and the Caribbean. Approximately 4.8 million Venezuelans had emigrated by December 2019, the vast majority remaining in the region, and as many as 100,000 Nicaraguans have moved to neighboring Costa Rica since early 2018. This report examines how 11 countries—Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Guyana, Mexico, Peru, Trinidad and Tobago, and Uruguay—are responding to the mass outflows. Drawing on extensive fieldwork and interviews with government officials and representatives of nongovernmental organizations, migrant-led groups, and international actors, the study analyzes efforts to provide newcomers with legal status and to integrate them into schools, health-care systems, and local labor markets—measures that are important for both migrants and the communities in which they are settling. Overall, receiving countries have shown openness and even creativity, providing legal status to many and access to basic education and emergency health care to most. But as the exodus continues and it becomes clear that large numbers of Venezuelans are likely to remain in their host countries in the mid- to long term, the initially warm welcome has begun to cool in places. Capacity constraints in many education and health-care systems, which existed prior to the arrival of large numbers of newcomers, have also become more acute. Looking ahead, the report sets out a range of recommendations for both receiving countries and the international community. Among them: balancing security and flexibility in entry requirements; strengthening asylum systems and other, more nimble legal pathways; and streamlining credential recognition so migrants’ skills can benefit local communities and economies.

Abstract:
More than 5 million Venezuelans have left their country, and the majority—more than 4 million—have moved elsewhere in Latin America and the Caribbean. While some politicians and pundits have claimed the new arrivals are leading to an uptick in crime, few studies conducted in the region have examined whether and what type of relationship exists between immigration and crime. This issue brief explores these questions by looking at migration and crime data from the three countries with the largest number of Venezuelan migrants: Colombia, Peru, and Chile. To do so, it draws on a mix of national and subnational datasets, some publicly available and others obtained by the authors through requests to government agencies. Analysis of data from 2019 suggests that, for the most part, Venezuelan migrants commit substantially fewer crimes—and certainly fewer violent crimes—than the native born, relative to their share in the overall population. This signals that public perceptions that immigration is driving up crime rates are misplaced. In discussing the policy implications of this analysis, the authors point to areas for further research and policy discussion, including the need to pay special attention to border regions, in which migration and crime dynamics often differ from those elsewhere in the country, and the value of actively addressing newcomers’ legal status and labor market integration.
