21. The Water Resources Management in Central Asia – The Political and Economic Contradictions as a Source of Inefficiency

Abstract:
The issue of access to water in Central Asia has a centuries-old history and it is an exceptionally complex issue. The Central Asian republics, for twenty – six years of their sovereignty, have not been able to create an effective water resource management system. This state of affairs causes constant disputes and controversies, as well as various threats – social, economic and environmental. The article explores the genesis of the problem, especially from the period of Soviet power, when huge irrigation system was created and based on two rivers: the Syr Darya and the Amu Darya. These powerful investments combined with extensive farming are the root causes of today’s problems. The countries of the region tried to regulate the issue of managing the water resources by signing regional agreements in this matter, the most important are these signed in: Almaty, Kyzyl–Orda and Ashgabat. Bilateral or tripartite agreements between states were also concluded. Unfortunately, most of them were ineffective, contractual provisions remained only in writing. One could say that the cooperation between Kazakhstan and Kyrgyzstan on the rivers Chu and Talas is the only positive example. The contradictory economic and political interests of Central Asian countries were recognized as the main source of the water management system inefficiency. Relations between the states are often suspicious and fueled by nationalism. Central Asia is a region that is not internally integrated, in which it is difficult to develop inter-state agreements. The author concludes that the shift in Uzbekistan’s foreign policy may support developing a new regional compromise in the long term perspective.

Abstract:
According to the Law on elections of the President of the Republic of Uzbekistan the most important guarantees for adhering to and ensuring universally recognized international principles of electoral law are: • First, conducting transparent and open, free and genuine, fair elections (art. 5, Law); • Second, organization and conduct of elections of the President of the Republic of Uzbekistan by independent electoral commissions (art. 4, Law); • Third, state financing the elections of the President of the Republic of Uzbekistan and electoral campaign of candidates (art. 6, Law); • Fourth, state informational support to elections of the President of the Republic of Uzbekistan and pre-election agitation (chapter IV, Law); • Fifth, participation in elections of the President of the Republic of Uzbekistan by national, international and foreign observes (art. 5, Law); • Sixth, appealing and responsibility for violation of legislation on elections of the President of the Republic of Uzbekistan (art. 7, Law); • Seventh, taking non-discrimination measures (art. 2, Law).

Abstract:
Agriculture is at the origin of all economic activities and thus obtains a notable position in growth theory. The contribution of primary sector to long-term economic development has given space to asymmetrical positions. In the current context of globalized markets and downsized states, Uzbekistan is incontestably an exceptional case-study, applying distortive measures to its economy, and to agricultural sector in particular, to actively shape its comparative advantages. With reference to the cotton sector taxation in Uzbekistan, this analysis proposes to shed light on the implications of the main theoretical arguments around distortions. It will investigate the “circular cumulative and interactive process” produced and how it is being a driver of structural transformation, to exploit economies of scale and transfer capital investments for heavy industry, concluding that distortion can actually be instrumental for development.

Abstract:
A roundtable discussion has taken place in Paris to deliberate on the experience of Uzbekistan and France in civil society development The event was organized by the diplomatic mission of Uzbekistan in collaboration with the Institute for Forecasting and Security in Europe (IPSE). Representatives of socio-political, expert-analytical circles and non-state sector of France attended the occasion. Event participants were familiarized with large-scale efforts undertaken in Uzbekistan in encouraging the development of civil society institutions, consolidation of their role and significance in public affairs, in augmenting the socio-economic activity and law culture of the population, ensuring human rights, freedoms and legitimate interests. Organizational and normative measures approved in the framework of implementation of the Concept of Intensification of Democratic Reforms and Formation of Civil Society in the Country triggered keen interest among French experts.

Abstract:
IX International Industrial Fair and Cooperation Exchange completed its work in the Expocentre in Tashkent. It was attended by about 2,000 local enterprises and companies of which more than 1000 – small businesses and private entrepreneurship. They exposed to more than 20 thousand items. The traditional forum of industrialists of Uzbekistan was carried out in the framework of implementation of tasks set by the President Islam Karimov to build a modern, diversified and competitive economy through active continuation of structural reforms, modernization, technical and technological renewal of the most important industries, accelerate the development of industrial and social infrastructure, especially in rural areas, and full support for domestic producers, small businesses and private entrepreneurship.

Abstract:
Over the past two decades of independent history, the Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) have developed pragmatic and largely nonideological national security strategies rooted in their perceptions and prioritization of the complex regional realities. The states’ attempts to match their military and security services capabilities to handle a variety of external and internal security challenges highlights the fact that the Central Asian states regard these capabilities as critical elements of hard power. At the same time, while often utilized to help quell various sources of domestic instability, all Central Asian militaries have lacked up-to-date operational experience. A review of their tactical proficiency in dealing with internal conflicts shows that although Kazakhstan and Uzbekistan have contained sociopolitical unrest better than Kyrgyzstan and Tajikistan, all the states struggled to reform and adapt their armed forces to successfully deliver on their doctrinal obligations. This is because they have remained largely outside of contemporary international military interventions such as Operation Iraqi Freedom, the International Security Assistance Force or Kosovo Forces.

Abstract:
Contrary to the other countries that appeared after the French decolonization of the Maghreb, Morocco is a monarchy. Its reigning dynasty, the Alawis, has been ruling the country since the mid-seventeenth century. Its monarch is both the temporal and the religious ruler, both malik (king) and amir al-mu'minin (Commander of the Faithful). In fact, he derives his legitimacy from the claim that he is a descendent of Muhammad. The official mottoof the country is Allah, al-malik,al-watan (God, king,and country), and the picture of the king is omnipresent not only in public buildings, but also in private residences.
