Abstract:
This is a comparative study that explores the impact of participation in United Nations (UN) peacekeeping operations on civil-military relations in two democratizing and developing countries; namely, Argentina and Uruguay. I ask for example, why the incorporation of the Argentine military into UN peace operations increased linkages between diplomats and soldiers, while Uruguayan peacekeeping experiences enlarged the gap between politicians and the military? I develop a qualitative measurement to evaluate variations on the effects by focusing on the mode of transition to democracy, the bureaucratic politics of the defense policy-making, and the type of socialization in the field. My research argues that the military is not defined only by domestic variables. This leads to questions in general about the nature of the military as an institution. Not only the doctrine, technology and techniques of the military are influenced by international variables, but also its very raison d'être and place in domestic politics. This is an initial attempt to theorize and elucidate how the peacekeeping policies of transitional and democratizing regimes differ and vary in their effects from the peace contributions of developed and established democracies, such as Canada, Norway, and Sweden.

Abstract:
This essay explores the domestic implications of Uruguay's very active participation in United Nations peacekeeping operations. The author argues that involvement of uniformed officers in UN missions has improved military salaries, enabled military procurement and provided extra incentives for military recruitment. However, Uruguay's participation in peace missions has been inconsequential for improving civil-military relations. According to the author, despite the initial advantages that civilian policymakers had to carve out military prerogatives, the absence of civilian expertise on peacekeeping matters has increased the military's policy leverage on defense policies. In this context, the military has institutional autonomy to define peacekeeping policies and rarely consults or informs their superior civilians. Therefore, the Uruguayan case provides a critical example of the potential perverse effects that international peacekeeping participation can have among UN troop-contributing and democratizing countries.

Abstract:
This paper analyzes the role played by institutional traditions in Uruguayan democracy by focusing attention on two main issues. First, I describe the context in which the current Uruguayan political parties arose and the relationships established among them. Second, although it is true that parties naturally express alternative visions about politics, I contend that the building of a democratic system requires a basic consensus on which to base a set of rules that govern and contain dissidence. I discuss these two themes beginning with the emergence of Uruguay as an independent state until the term of Julio María Sanguinetti's second presidency in 2000.

Abstract:
Just as the 1980s now stand out as the decade of the debt crisis in Latin America, the 1990s have become the free trade decade. After a number of failed attempts at trade liberalization during the 1970s, many states in the region now have made dramatic progress in their efforts to reduce tariffs and eliminate quantitative restrictions (QRs) (see Table 1). The strongest evidence of this new openness is reflected in Mexico's 1994 entry into the North American Free Trade Agreement (NAFTA) with the United States and Canada, the stated intention at the 1994 Summit of the Americas in Miami to develop a plan for the full expansion of hemispheric free trade, and the ongoing consolidation of such subregional trade pacts as South America's Southern Cone Common Market (MER - COSUR), including Argentina, Brazil, Paraguay, and Uruguay.

Abstract:
This study outlines behavioral hypotheses drawn from actual decision-making processes. It is based on in-depth interviews with decision-makers in manufacturing enterprises in a small, relatively conservative and stable Latin American country (Uruguay) and on detailed questionnaires given to members of those firms as well as to economic agents in government, the service sector, and labor unions whose activities may have influenced the enterprises' decision-making. The paper considers the responses to major new incentives that have accompanied an ongoing process of economic liberalization and integration. It offers the tentative conclusion that while serious perception and judgment problems do not characterize all areas, where they are present they are more important than generally recognized and distort decision-making. Some important problems are difficult to ascertain ex post, and there may be serious limits to the ability to verify a number of hypotheses except by direct involvement in the decision-making process.

This paper seeks to contribute to a more informed public discussion of the issues involved in industrial reconversion and industrial restructuring in developing countries, and makes special reference to recent efforts along those lines in Uruguay. It lists ten questions that might be raised and, after consideration of them, offers a series of recommendations and a conclusion that maintains that restructuring is a process involving social interaction, and thus that it can benefit by incorporating into the economic analysis elements from other behavioral social sciences. The discussion emphasizes the importance of often overlooked microeconomic policies in achieving reconversion/restructuring, reviews alternative concepts of restructuring, outlines the current debate on the determinants of dynamic competitive advantage and the techniques of gauging international competitiveness, and considers policies beyond trade liberalization to promote increased industrial productivity and industrial competitiveness.
