11. The Media Activism of Latin America's Leftist Governments: Does Ideology Matter

Abstract:
Has Latin America's left turn mattered in media politics? Does ideology impact governments' practices and policies regarding media and journalistic institutions? Through an empirical assessment of discourses on the media, of direct-communication practices, and of media regulation policies on the part of the recent leftist governments of Argentina, Bolivia, Brazil, Chile, Ecuador, Uruguay, and Venezuela, this paper stresses the existence of a specific media activism on the part of leftist governments in Latin America. While showing that the current binary distinctions that stress the existence of two lefts—“populist” and “nonpopulist”—obscure important commonalities and continuities, the author also demonstrates that it is the existence of certain institutional and structural constraints that best accounts for the differences among the various leftist governments in Latin America. In sum, the paper challenges the prevailing neglect of ideology as a relevant factor in explaining developments in government–media relationships in the region.

Abstract:
When the World Trade Organization (WTO) was created from the existing General Agreement on Tariffs and Trade (GATT) on 1 January 1995 and the Uruguay Round Agreements were implemented, developing countries initially looked forward to greater access to rich-country markets through reduced agricultural subsidies and lowered trade barriers. The commitments made in the Uruguay Round delivered little reform during the six-year implementation period, but hopes were buoyed by the launch of the WTO's Doha Development Round (DDA) in 2001.

Argentina, Bolivia, Brazil, Chile, Ecuador, Nicaragua, Uruguay and Venezuela are currently ruled by governments that are typically considered to be on the left of the political spectrum due to their progressive, reformist stances. Together, these states account for almost two thirds of Latin America's population and roughly half of its combined GDP. In the 2006 presidential election in Mexico, the candidate who shared the political views of the aforementioned states was defeated by less than percent in a contested turnout.

Abstract:
From the vantage point of 2008, some of the most memorable initiatives of U.S. international economic leadership—the Paris and Louvre Accords, the support for Poland and Russia after the fall of communism, the Uruguay Round, and the Mexican Financing Loan—seem like quaint reminders of a simpler time. In the coming years, the exercise of international economic leadership will surely prove more complex than in the past. The very success of the American vision of a global spread of vibrant and competitive markets has created a huge, rapidly integrating private economy of trade and finance much less amenable to guidance, let alone control, by governments. Unlike in diplomacy and defense, where non state actors are growing in importance but still a side show, in inter- national economics, households, corporations, labor unions, and non-profits are now the dominant players in most parts of the world. While they respond to national laws and policies, their interests are varied and their operations often span borders.

The Doha 'Development' Round of trade negotiations at the WTO has featured agricultural trade liberalization as one of its key aims. But developing countries were frustrated with both the process and the content of the agricultural agreement negotiations early on in the Round. This prompted these countries, through a number of developing country groupings such as the G-20 and others, to call for changes in the talks to ensure that developing country voices and concerns were heard. Though developing countries were in many ways successful in registering their concerns in the latter half of the negotiations and have maintained a fairly high degree of cohesion across the Global South, it remains unclear whether this cohesion will last as the uneven impacts of agricultural trade liberalization become apparent.

Abstract:
This is a comparative study that explores the impact of participation in United Nations (UN) peacekeeping operations on civil-military relations in two democratizing and developing countries; namely, Argentina and Uruguay. I ask for example, why the incorporation of the Argentine military into UN peace operations increased linkages between diplomats and soldiers, while Uruguayan peacekeeping experiences enlarged the gap between politicians and the military? I develop a qualitative measurement to evaluate variations on the effects by focusing on the mode of transition to democracy, the bureaucratic politics of the defense policy-making, and the type of socialization in the field. My research argues that the military is not defined only by domestic variables. This leads to questions in general about the nature of the military as an institution. Not only the doctrine, technology and techniques of the military are influenced by international variables, but also its very raison d'être and place in domestic politics. This is an initial attempt to theorize and elucidate how the peacekeeping policies of transitional and democratizing regimes differ and vary in their effects from the peace contributions of developed and established democracies, such as Canada, Norway, and Sweden.

Abstract:
This essay explores the domestic implications of Uruguay's very active participation in United Nations peacekeeping operations. The author argues that involvement of uniformed officers in UN missions has improved military salaries, enabled military procurement and provided extra incentives for military recruitment. However, Uruguay's participation in peace missions has been inconsequential for improving civil-military relations. According to the author, despite the initial advantages that civilian policymakers had to carve out military prerogatives, the absence of civilian expertise on peacekeeping matters has increased the military's policy leverage on defense policies. In this context, the military has institutional autonomy to define peacekeeping policies and rarely consults or informs their superior civilians. Therefore, the Uruguayan case provides a critical example of the potential perverse effects that international peacekeeping participation can have among UN troop-contributing and democratizing countries.

This paper analyzes the role played by institutional traditions in Uruguayan democracy by focusing attention on two main issues. First, I describe the context in which the current Uruguayan political parties arose and the relationships established among them. Second, although it is true that parties naturally express alternative visions about politics, I contend that the building of a democratic system requires a basic consensus on which to base a set of rules that govern and contain dissidence. I discuss these two themes beginning with the emergence of Uruguay as an independent state until the term of Julio María Sanguinetti's second presidency in 2000.
