11. From Rhetoric to Action: Delivering Equality & Inclusion

Abstract:
The flagship report of the Pathfinders Grand Challenge on Inequality and Exclusion is about the solutions that will deliver equality and inclusion. It is the culmination of several years of research and mobilization undertaken by a unique partnership of ten countries, the United Nations, the World Bank, the OECD, Oxfam, and CIVICUS, along with numerous partners and international experts. The report constructs a bridge between the rhetoric of “build back better” and action: a bridge between promise and progress. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens' concerns about inequalities, their policy priorities, and their desire for change, Pathfinders commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. Additionally, it underlines the need for renewed social contracts between citizens, civil society, the private sector, and governments, as well as between high and low- and middle-income countries. These social contracts must be built to serve future generations, to guard against climate breakdown and pandemics while delivering respect, opportunity, and justice for all. The report should serve as a practical handbook for policymakers and influencers; as a source of possibility for the public; and, as a call to all political leaders to act.

12. Pay for Performance for Prenatal Care and Newborn Health: Evidence from a Developing Country

Abstract:
Empirical literature analyzing the effect of pay-for-performance programs (P4P) for healthcare providers on maternal care and newborn health outcomes is scarce. In 2008, Uruguay’s Ministry of Public Health implemented a P4P called Metas Asistenciales (Healthcare Goals), a country-wide program that grants healthcare providers an economic incentive for complying with certain maternal and newborn healthcare goals. Health organizations use these funds to provide maternal and child health services. Using administrative records and a difference-in-difference methodology, we evaluate the effect of the Metas Asistenciales program on maternal and newborn health outcomes. We find that in the institutions affected by the program, 10 percentage points more women received an adequate number of prenatal checkups and pregnancy detection in the first trimester improved by 5 percentage points. We also found better results among newborns for indicators related to birth weight, premature births, and stillbirths. In sum, the program had a positive, significant impact on the rate of pregnant women’s utilization of health services and on newborn health outcomes. This study thus provides evidence supporting the idea that economic incentives are a promising tool for incentivizing healthcare providers to achieve better health services in developing countries.

Abstract:
Many emerging-market economies have adopted inflation targeting regimes since they were introduced by New Zealand in 1990. Latin America has not been the exception. Currently eight Latin American countries conduct monetary policy through inflation targeting regimes: Brazil, Chile, Colombia, Guatemala, Mexico, Paraguay, Peru, and Uruguay. This paper reviews the history of chronic inflation in Latin America and describes these countries’ experience with inflation targets and their performance during the global financial crisis.

Abstract:
Organized crime has grown in the world and in the region, and its criminal operations do not escape Uruguay. Among the challenges facing the State, is the fight against organized crime, especially drug trafficking, money laundering and arms theft. Likewise, the links that may arise between organized crime and terrorism must be addressed as a threat. This work aims to reflect about these threats that affect the Security and Defense of the State and what has been their response to this problem that has been placed in a first plane in the public agenda.

Democratization and regional integration are phenomena relatively new in South America. After decades of authoritarian regimes, new democratic orders and globalization brought the necessity of looking for partnership in the neighborhood. The Common Market of the South, or in the Spanish acronym Mercosur, was created in 1991, as an attempt to bring the countries in the region not only economically but also politically closer. Although initially a project lead by Brazil and Argentina, Mercosur has today threemore members: Paraguay, Uruguay, and Venezuela. Bolivia is in the process of integration and Chile, Peru, Colombia, Ecuador, Guyana and Surinam are associate members (MERCOSUR, 2017).

Abstract:
The ASU research team studied how women’s descriptive, substantive, and symbolic political representation is affected by legislation that establishes quotas for the number of women serving in parliament. The team conducted their research in Uruguay, taking advantage of a five-year lag between when the gender quota law was passed (2009) and the elections for which it was first implemented (October 2014) to conduct a natural experiment on the law’s effects, independent of those attributed to its drafting and passage. The ASU team implemented a two-wave survey, before and after quota implementation, and compared those survey results to content analyses of election coverage, legislators’ floor speeches and websites, and bill sponsorship.

18. How Sustainable is Democratic Innovation? Tracking Neighborhood Councils in Montevideo

Abstract:
Focusing on the relatively longstanding experience of neigh- borhood councils in the Uruguayan capital of Montevideo (1993–), this research note seeks to analyze how sustainable democratic innovation is and to explain subsequent results. Sustainability is assessed through the evolution of citizens’ participation in elections and through the number of candidates who apply to become neighborhood councilors. For both indicators, a consistent decline in the levels of participation over time is found. This is deemed to be a consequence of an institutional design that seriously limits the performance of neighborhood councils in terms of their influence in the decision-making process and their acquisition of legitimacy and political capital.

Peacekeeping appears to offer a golden ticket to civilian supremacy in democ­ratizing states. These missions allow the armed forces in cash-strapped coun­tries to participate in military operations, and they send soldiers overseas, far away from the politics of their home countries. Arturo Sotomayor offers a careful, systematic, and ultimately persuasive critique of this conventional wisdom, with case studies of Argentina, Brazil, and Uruguay. He clearly addresses three questions: Does peacekeeping help civilians reform the mili­tary? Does peacekeeping instill attitudes and beliefs in soldiers that comple­ment democracy and civilian control? Does peacekeeping craft bridges across defense and foreign policy establishments? While the conventional wisdom offers a cursory “yes” to these questions, Sotomayor responds with an astute “it depends.” And it is here that the value of his study shines. Peacekeeping can appear in a variety of forms, from observation, to enforcement, to peacebuild­ing. In October 1988, a national plebiscite to extend the military rule of then-Chilean President Augusto Pinochet was voted down by 56 percent of the electorate. This transformational event has been re-imagined 24 years later in a film named after the “No” coalition of 16 political parties that led the opposition campaign.No is the third and final work in a cinematic depiction of the period of Pinochet's rule (1973–1989) by Chilean director Pablo Larraín, 36. The first two were Tony Manero (2008) and Post Mortem (2010). The 110-minute film, starring Mexican actor Gael García Bernal, is based on Plebiscito, an unproduced play by Chilean novelist Antonio Skármeta about René Saavedra, a young advertising executive who spearheaded the “No” campaign and managed to outflank the pro-Pinochet forces, who were outspending the opposition 30-to-1, with a shrewd messaging strategy that mobilized almost 4 million supporters.
