911. Competing on Service: The Case for Good Jobs at the Omni Hotel

Abstract:
In Boston’s increasingly competitive hotel industry, what does it take to stay on top? The Omni Parker House, America’s longest continuously operating hotel – and proud originator of the Boston cream pie – earns its four-star Trip Advisor rating by investing in its most important asset: its people. The first step is meeting basic employee needs through generous wages and full benefits. But the key to the Omni’s exceptional customer service lies in recruitment, training, and performance management systems that empower frontline staff to make decisions, solve problems, and advance to management roles. The Aspen Institute recently spoke with Alex Pratt, Area Director of Human Resources at Omni Hotels & Resorts, a chain of 53 hotels that includes Boston’s Omni Parker House. Alex brings more than 25 years of experience in hospitality, and has achieved industry-leading retention and high employee satisfaction at the Parker House. Alex is quick to credit partners for the Parker House’s success. He works closely with Local 26, the hospitality worker’s union, and with Boston Education, Skills & Training (BEST) Corp, a model workforce training organization also profiled by the Aspen Institute. BEST provides high road hotels like the Omni with skilled talent. BEST graduates excel in quality jobs where they have the autonomy to shine. In 2021, the Omni will open its second Boston hotel, a 1,054-room property in the Seaport district. One secret to winning the city’s competitive bidding process was a first-of-its kind proposal for an onsite BEST training center where current and prospective employees will develop exceptional hospitality skills. We spoke with Alex to learn more about how the Omni’s innovative people practices and partnerships are delivering winning outcomes for frontline workers, guests, and the hotel’s bottom line.

912. Worker Training Tax Credit: Promoting Employer Investments in the Workforce

Abstract:
Rapid advances in technology, including artificial intelligence and automation, are transforming industries and reshaping the skills necessary to secure and keep a job. In response, U.S. workers will need to acquire skills that are not easily automated or that complement ever-changing technology. Yet, data suggest an alarming trend: there is a steady decline in the amount employers are investing in their workforce.[1] Federal and state policymakers should consider using tax incentives to encourage additional workforce training investments. To accomplish this, in May 2017 the Future of Work Initiative proposed the Worker Training Tax Credit. Modeled on the popular Research and Development (R&D) Tax Credit, this new tax credit could be used by small and large businesses to invest in training for their low- and middle-income workers. Based on economic modeling recently conducted by District Economics Group, the Worker Training Tax Credit would cost roughly $146.5 million over ten years, and lead businesses to increase training investments by 8.5 percent. Because the tax credit excludes training provided to high-income workers, these induced training investments would provide greater opportunity to low- and middle-income workers.

913. Untangling the Power Cords

Abstract:
The US electricity sector is in the midst of several transformations. These transformations are intertwined, with policy innovation and technological innovation reinforcing each other. Some transformations are coincident and proceeding rapidly, such as the decreasing importance of coal in the overall fuel mix and the increasing importance of natural gas and renewables, while other transformations are happening independently and at different speeds, such as the diffusion of electric vehicles and the financial woes of the nuclear industry. Though the US power system’s regulatory structure has always been fragmented, the current plethora of state initiatives has further complicated the landscape. These transformations and complexities are so wide-ranging that it has become difficult for non-experts to grasp their full breadth, let alone their depth and nuance. An observer might see a web of tangled cords, each running into each other. This multi-part series is to provide a common understanding of, and common language for, the most important transformations currently underway in US electricity markets, and to distill them to their essence. We hope to untangle the multiple “power cords” and enable a clearer conversation about where our power system is headed.

The annual Aspen-Nicholas Water Forum, a collaborative initiative between the Aspen Institute Energy and Environment Program and the Nicholas Institute for Environmental Policy Solutions at Duke University, serves as a platform for addressing domestic water challenges in the 21st century. Each year, the forum gathers ~50 participants—including thought leaders from the private sector, government, academia, and non-governmental organizations— representing expertise in industry, finance, philanthropy, government, academia, agriculture, food and technology companies, investors and entrepreneurs. The 2018 Aspen-Nicholas Water Forum explored opportunities to change the scale of water management through regional integration.The scale of water challenges of the 21st century is regional and encompasses multiple jurisdictions — whether depletion of multi-state aquifers, basin-scale flooding, or the wide-spread accumulation of nutrients leading to large estuarine dead zones. Yet decisions, practices, and policies are predominantly made at the local scale and are often sector specific, creating mismatches between problems and policy. Regional scale problems often require regional scale solutions, so how do we reach scale?

917. Chicago’s Fresh Approach to Incumbent Worker Training

In recent years, the United States grocery industry has become increasingly competitive and experienced unprecedented consolidation. In Chicago, 25 stores closed between 2015 and 2017 — bringing the total number of stores down to its lowest number since 2009. Independent, privately owned food retailers rate competition as their highest concern, followed by worries about hiring and retention. In 2017, sales declined for half of the nation’s independent grocers. Pete’s Fresh Market (Pete’s) offers a notable exception. Launched in the early 1970s as a small, full-service produce stand on the South Side of Chicago, today Pete’s has 13 stores in the city and plans to open five more in the next few years. This family-owned grocer recognizes what it takes to succeed in a rapidly changing industry. One key to Pete’s growth strategy is its partnership with Instituto del Progreso Latino (Instituto), a nonprofit organization committed to the fullest development of Latino immigrants and their families through education, training, and employment. Reimagine Retail, an initiative of the Aspen Institute Economic Opportunities Program funded by the Walmart Foundation, explores ways to enhance job quality and improve mobility for the retail workforce. In Chicago, we partner with a collaborative of workforce organizations, including Instituto, that is testing approaches to advance and retain workers in the retail sector. We caught up with Alita Bezanis, director of organizational development at Pete’s, and Yesenia Cervantes, dean of student services and community affairs at Instituto, who were eager to share how the partnership supports growth for Pete’s — and for Pete’s workers.

Abstract:
The Combating Terrorism Center at West Point is proud to mark its 15th year anniversary this month. In this issue’s feature article, Charles Lister tells the inside story of how al-Qa`ida lost control of its Syrian affiliate, drawing on the public statements of several key protagonists as well as interviews with Islamist sources in Syria. In the summer of 2016, al-Qa`ida’s Syrian affiliate, Jabhat al-Nusra, announced it was uncoupling from al-Qa`ida and rebranding itself. Al-Qa`ida’s deputy leader at the time, Abu al-Khayr al-Masri, released a message endorsing the move, which even included a previously unheard audio clip of Ayman al-Zawahiri stressing that organizational links should be sacrificed if necessary for unity, creating the impression that al-Qa`ida’s paramount leader had also sanctioned the decision. What appeared to be a carefully choreographed set of announcements made many analysts conclude the split was nothing more than a PR exercise, designed to advance the local aims of al-Qa`ida in Syria by improving al-Nusra’s standing among Syrian rebel groups and insulating it from international pressure. But this interpretation was challenged by a bombshell message released by al-Zawahiri on November 28, 2017. Al-Qa`ida’s leader publicly revealed that not only had he not endorsed the split, but he regarded it as a “a violation of the covenant.” “Al-Zawahiri’s interjection was a watershed moment,” Lister writes, “making clear to the wider global jihadi movement that a real split had taken place between al-Qa`ida and its Syrian affiliate.” One function of the split has been the beginnings of a tense modus vivendi between hardcore al-Qa`ida loyalists in Syria and Hayat Tahrir al-Sham (the latest rebrand of al-Nusra). The result, Lister argues, is “a complex counterterrorism threat, in which a locally focused jihadi outfit with a sizable 12,000 fighters continues to control territory, govern people, and maintain sources of local finance, while accepting—even grudgingly—a deeply dangerous, small, tight-knit clique of al-Qa`ida terrorists committed to attacking the West. That image looks eerily similar to the Taliban-al-Qa`ida relationship in Afghanistan in 2000-2001, the consequences of which are well known to all.” Our interview this month is with Deputy Assistant Commissioner Neil Basu, the Senior National Coordinator for Counterterrorism Policing in the United Kingdom. Michael Horton examines the challenges faced by the UAE in its counterinsurgency campaign against al-Qa`ida in Yemen. Kendall Bianchi looks at how Hezbollah has used the mothers of fighters killed in Syria to promote martyrdom. Miles Hidalgo, one of the CTC’s Downing Scholars, provides a first-hand account of the cooperation between Europol and U.S. Homeland Security Investigations (HSI) at Europol’s headquarters in The Hague.

Between 2006 and 2012, two men working on opposite sides of the struggle between global jihadis and the United States faced off in New York City. Jesse Morton was the founder of Revolution Muslim, a group that proselytized—online and on New York City streets—on behalf of al-Qa`ida. Mitchell Silber led efforts to track the terrorist threat facing the city as the director of intelligence analysis for the NYPD. After serving a prison sentence for terrorist activity, Morton now works to counter violent extremism. In our feature article, they tell the inside story of the rise of Revolution Muslim and how the NYPD, by using undercover officers and other methods, put the most dangerous homegrown jihadi support group to emerge on U.S. soil since 9/11 out of business. As the Islamic State morphs into a ‘virtual caliphate,’ their case study provides lessons for current and future counterterrorism investigations. Five years ago this month, terror came to Boston, and Boston stood strong. Nicholas Tallant interviews William Weinreb and Harold Shaw on the lessons learned. Weinreb stepped down as Acting United States Attorney for the District of Massachusetts in January 2018. He was the lead prosecutor of the 2015 investigation and trial of Boston Marathon bomber Dzhokhar Tsarnaev. Shaw has served as the Special Agent in Charge of the Federal Bureau of Investigation’s Boston Division since 2015. Between July and October 2017, a team of researchers conducted field interviews with young Sunni Arab men coming out from under Islamic State rule in the Mosul area. The resulting study by Scott Atran, Hoshang Waziri, Ángel Gómez, Hammad Sheikh, Lucía López-Rodríguez, Charles Rogan, and Richard Davis found that “the Islamic State may have lost its ‘caliphate,’ but not necessarily the allegiance of supporters of both a Sunni Arab homeland and governance by sharia law.” Amira Jadoon, Nakissa Jahanbani, and Charmaine Willis examine the evolving rivalry between the Islamic State and other jihadi groups in the Afghanistan-Pakistan region. Nafees Hamid profiles Junaid Hussain, a hacker from the United Kingdom, who until his death in August 2015 was the Islamic State’s most prolific English-language social media propagandist and terror ‘cybercoach.’

Abstract:
After its pivot to insurgency, is the Islamic State losing power or preserving strength in Iraq? This is the research question posed by Michael Knights in this month’s cover article. Attack metrics, he writes, “paint a picture of an insurgent movement that has been ripped down to its roots,” but also one that is vigorously working to reboot by focusing “on a smaller set of geographies and a ‘quality over quantity’ approach to operations.” Knights warns that “the Iraqi government is arguably not adapting fast enough to the demands of counterinsurgency, suggesting the need for intensified and accelerated support from the U.S.-led coalition in order to prevent the Islamic State from mounting another successful recovery.” Our interview is with Mark Mitchell, Principal Deputy Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict, who was among the first U.S. soldiers on the ground in Afghanistan after 9/11. Mitchell previously served as a Director for Counterterrorism on the National Security Council where he was intimately involved in significant hostage cases and recovery efforts in Syria, Yemen, Afghanistan, Pakistan, and Somalia. He was also instrumental in establishing the framework for the landmark Presidential Policy Review of Hostage Policy. Dan Joseph and Harun Maruf, the authors of the recently published book Inside Al-Shabaab: The Secret History of Al-Qaeda’s Most Powerful Ally, explain why the group remains a significant threat inside Somalia. Amira Jadoon and Sara Mahmood examine recent plans circulated by the Pakistani Taliban under its new leader Mufti Noor Wali Mehsud to try to reverse the group’s decline. Bennett Clifford and Seamus Hughes document the case of Aws Mohammed Younis al-Jayab, a returned foreign fighter to the United States who pleaded guilty in October 2018 to material support to a terrorist organization. His case sheds new light on cross-border foreign fighter recruitment networks in the United States and Europe, and the potential threat they pose.
