401. Overcoming US-North Korean Enmity: Lessons from an Eclectic IR Approach

Abstract:
Periods of mutual enmity in US-North Korean relations are typically interrupted by more conciliatory gestures. How can the many twists and turns in this relationship be explained and hopefully overcome so that more long-lasting détente is accomplished? Drawing eclectically on realism and constructivism, we conclude that a nuclear deal should address not only North Korea’s interests in security and regime survival, but also its status concerns. Applying the same theories to the other part of the dyad – the US – we conclude that it may now have material interests in ameliorating the relationship, but that such a development requires US foreign policy discourse to cease depicting North Korea as “irrational” and “evil”.

Abstract:
A few months after the European Parliament elections, and a few weeks before a new European Commission is fully operational, the European Union is facing old and new challenges, both domestic and international. Internally, the EU will soon be testing these new institutions. In the recently elected European Parliament, nationalist and Eurosceptic political forces are a minority, but pro-European mainstream parties, which have the numbers to control the proceedings of the Parliament, have not been able to consolidate a stable and comfortable majority. The new European Commission has encountered setbacks in the confirmation procedure of three of its members and will therefore fully assume its responsibilities with some delay on 1 December.

Abstract:
The evolving external threat environment is impacting the internal political dynamics of NATO nations and is accentuating a series of already existing trends – differences in threat perceptions, burden-sharing difficulties, challenges to respond to sub-threshold threats and the rise of populism – which altogether affect the cohesiveness and potentially the effectiveness of NATO as a political and military alliance. NATO’s operational future over the next decades will be shaped by the ingenuity of the transatlantic leadership in developing new arrangements of institutional cooperation between the Alliance and the burgeoning forms of the “coalition of the willing”. The Alliance should nonetheless remain the main transatlantic political forum, given Brexit as well as the rising need for a common political response to the many challenges ranging from migration to failed states. NATO has been relatively successful in adapting to the changing security environment. Its military capabilities remain unparalleled and unrivalled. The more interesting question is however the political one. Namely how the politics of sustaining this Alliance are being shaped by the underlying dynamics that are transforming the global political, economic and military context. The paper is divided in three chapters.

Should the EU enforce a containment policy towards the People’s Republic of China (PRC – or simply China), joining efforts undertaken by US President Donald Trump, who has unleashed a trade and technological war against Beijing with the aim of permanently subordinating the Asian giant to the West? Or should the EU continue its engagement policy towards Beijing – and even seek to maximise Sino-European ties to put limits on those US unilateral policies that are detrimental to Europe’s interests and fundamental values? What would be the best policy mix of engagement and containment for EU–China relations? And to what extent should the EU align its China policy with that of the US?

405. The Effects of US Sectoral Shocks through the World Input-Output Network

Abstract:
In this paper, I estimate the global effects of hypothetical 1% changes in US sectoral productivity. To do that, I formulate a multi-sector Armington trade model with import tariffs, trade in intermediate goods, sectoral heterogeneity, and input-output linkages. Because a closed form for changes in welfare is not available in the model, as opposed to Ossa (2015), I solve for equilibrium to conduct the counterfactual exercises. In particular, knowing that the gravity equations in this model are identical to Caliendo and Parro (2015) once we calibrate the trade elasticity and industry level productivity to the corresponding data, I modify their computation approach to estimate the counterfactual productivity changes. The model predicts that the primary channel through which the sectoral shocks affect welfare is terms of trade. I also find that both US productivity’s direct effect and effects through export prices are substantial for countries such as the US, Canada, Chile, and Mexico. On the other hand, changes in volume of trade are small and their directions of changes are also mixed across countries.

406. The Effects of Technological Similarity and Diversity on Merger and Innovation

Abstract:
This paper examines drivers of merger partner selection and impacts of those factors on post-merger innovation outcomes analyzing 1,432 merger transactions in U.S. ICT industries. Throughout the paper, technological similarity between merging firms and technological diversity of an individual firm are important factors affecting firms' merger partner choice. In order to show their impacts on merger partner selection, we use a two-sided matching model as a theoretical framework and employ a maximum score estimation as an empirical methodology. With these empirical strategies, our findings are summarized as follows. First, technological similarity between merging firms has positive effects on merger value creation. This implies that similar technologies between merging firms plays an important role in choosing their merger partners. Second, technological diversity of an individual firm increases expected merger values. This means that firms tend to choose their deal partners with diverse technologies for the purpose of maximizing their expected merger values. Lastly, we estimate post-merger innovation impacts for actual merger transactions. As a result, estimated merger values created by technological similarity and diversity increase the number of merged firms' patents after merger. This implies that expected merger values are realized through the channel of post-merger innovation outputs.

This monograph identifies challenges and opportunities in today’s US Army Reserve. Since its inception in 1908, the Army Reserve has made important, diverse, and cost-effective contributions to the Army and the Joint Force and has shown the ability to adapt in profound ways to meet emerging requirements. In the context of emerging requirements driven by the 2018 National Defense Strategy, the Army is developing its thinking on multi-domain operations and evolving complex threats in the strategic and operational environments. To meet these emerging, complex challenges, the Army Reserve must adapt again. Accordingly, the monograph offers an honest and direct assessment of the modern Army Reserve’s structural realities, institutional limitations, and untapped potential, while proposing a series of “quick wins,” “heavy lifts,” and “deep” reforms aimed at adapting the institution to meet our nation’s twenty-first century needs.

Abstract:
Wherever one looks, Russia is carrying out aggressive military and informational attacks against the West in Europe, North and South America, the Arctic, and the Middle East. This “war against the West” actually began over a decade ago, but its most jarring and shocking event, the one that started to focus Western minds on Russia, was the invasion of Ukraine in 2014. Given this pattern, the National Security Council (NSC) in 2014 invited Stephen Blank to organize a conference on the Russian military. We were able to launch the conference in 2016 and bring together a distinguished international group of experts on the Russian military to produce the papers that were then subsequently updated for presentation here.

Abstract:
The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Conrad Crane’s, “Matthew Ridgway and the Battle of the Bulge” illustrates examples of Ridgway’s strategic thinking at work during the German’s surprise attack and ensuing crisis. Alexander G. Lovelace’s “Slap Heard around the World: George Patton and Shell Shock” analyzes Patton’s possible motives for slapping two soldiers in during the Sicily campaign in 1943.
