On November 9, 2016, defeating Hilary Clinton, Donald Trump was elected as the 45th American president. At the same time, the Republican Party secured majority in both the House of Representatives and the Senate. Since November 9, 2016, Trump and his team have been working day and night on issues including personnel, policies, public opinions, and foreign relations to prepare for the inauguration on January 20, 2017. During this time, Trump has touched upon the China issue more frequently and casually compared to his predecessors, and with distinct deal mentality. It has raised more uncertainties in China about the relationship with the US after Trump takes office. The prospect we have to be concerned about is that the No.1 threat confronting China-US relationship in the future is the dominance of offensive realism and antagonistic behavior. And zero-sum pattern is starting to encroach trade and economic ties which have long been the cornerstone of the bilateral relations. The following is an observation report on what the president-elect has done and said since he won the election. All of the content is based on public information and is hereby presented to you. We hope it can help readers gain clear thinking on where America and China-US relationship are going and also offer informative reading to people who care about the bilateral relations. The report is divided into six parts, aiming to present in a systematic and comprehensive way all the preparation made by Donald Trump and his team and forecast the Trump administration’s way of governance. Due to limited space, we have to focus only on issues closely related to the interests of China. We appreciate your understanding.

1142. Strengthening the ROK-US Nuclear Partnership

Abstract:
Over the last forty years, South Korea (or the Republic of Korea, or ROK) and the United States have become essential partners on nuclear matters. The United States provided the technology and knowhow necessary for Korea to establish a nuclear sector. Koreans mastered that technology and have worked to improve on it, with the twin goals of expanding their country’s energy independence and becoming a leading exporter of nuclear power production facilities. The two states’ nuclear energy industries have become intertwined. They cooperate on multiple initiatives to strengthen international nuclear security and nonproliferation measures. Collaborative research ties amongst nuclear scientists from both countries run deep. Arguably, each state is the other’s most important nuclear partner. As with all maturing relationships, there remain differences of view and priority that must be managed. Though unlikely, a disruption in ROK-US nuclear relations would have wide-ranging, deleterious effects on both states. For this reason, the conclusion in June 2015 of a new bilateral treaty, the Agreement for Cooperation Between the Government of the United States of America and the Government of the Republic of Korea Concerning Peaceful Uses of Nuclear Energy (hereafter referred to as the 123 agreement after section 123 of the Atomic Energy Act, the relevant US statute) is a critical milestone. The new agreement establishes the terms for nuclear cooperation for the next twenty years. It is expansive and forward-looking, providing the basis for unusually broad and deep nuclear ties. The 123 agreement will bring predictability to the relationship at a time when the global nuclear energy outlook remains in flux. However, the new nuclear agreement only managed to partially resolve several deep-seated differences between the two sides that were illustrated by the fact that negotiations on a new agreement lasted more than four years and required an extension to complete. The agreement creates a new political framework for managing divergent views over how to cooperate most effectively, but differences may yet re-emerge and frustrate cooperation. The challenge before the two governments now is to implement the new agreement in ways that can either resolve or remove these differences and solidify existing ties. In other words, the two countries should seek to build a nuclear partnership in deed, not just in word. This report articulates a vision for ROK-US nuclear partnership for the next two decades, a period which aligns with the duration of the new agreement for cooperation. It highlights challenges and opportunities and provides recommendations intended to deepen and expand the range of existing cooperation in ways that will support a stable and sustainable nuclear partnership. The objective of the report is to describe a desirable and stable end-state for the relationship—an enduring partnership—and to identify steps along the path to achieve it. It discusses multiple areas of cooperation, assesses strengths and weaknesses of existing ties, and identifies practical activities both parties can pursue toward building the partnership.

Highly enriched uranium (HEU) is the simplest nuclear material to use for an improvised nuclear device, making it a target for terrorist groups seeking to inflict mass destruction. This paper examines the current status of HEU in naval propulsion programs worldwide, with a specific focus on the U.S. Navy’s program. It includes a technical assessment of less risky low-enriched uranium (LEU) alternatives and recommendations to enable conversion to such alternate technologies.

Abstract:
US-Russian nuclear arms control has remained deadlocked since the conclusion of the New Strategic Arms Reduction Treaty (New START) in 2010. The absence of progress hasn’t, however, been a major concern in either country. Although the United States could benefit from additional reductions as it considers the wholesale replacement of its strategic delivery vehicles, that interest appears rather marginal. Russia, already in the midst of its own delivery-vehicle replacement program, seems even less interested.

Abstract:
The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. Russia’s reach remains limited but it will continue to look for opportunities to make a difference.

1148. The Influence of Foreign Direct Investment, Intrafirm Trading, and Currency Undervaluation on US Firm Trade Disputes

Abstract:
The authors investigate a puzzling decline in US firm antidumping (AD) filings in an era of persistent foreign currency undervaluations and increasing import competition. Firms exhibit heterogeneity both within and across industries regarding foreign direct investment (FDI). Firms making vertical, or resource-seeking, investments abroad are less likely to file AD petitions and firms are likely to undertake vertical FDI in the context of currency undervaluation. Hence, the increasing vertical FDI of US firms makes trade disputes far less likely. Data on US manufacturing firms reveals that AD filers generally conduct no intrafirm trade with filed-against countries. Persistent currency undervaluation is associated over time with increased vertical FDI and intrafirm trade by US multinational corporations (MNCs) in the undervaluing country. Among larger US MNCs, the likelihood of an AD filing is negatively associated with increases in intrafirm trade. The authors confirm that undervaluation is associated with more AD filings. However, high levels of intrafirm imports from countries with undervalued currencies significantly decrease the likelihood of AD filings. The study also highlights the centrality of firm heterogeneity in international trade and investment in understanding political mobilization over international economic policy.

As Robert Reich, a former labor secretary under Bill Clinton, once asked, with reference to the United States, “Where does the biggest gorilla sit? Anywhere it likes.” Dairy has long been a protected sector in the United States, which has a history of constructing its own reality with respect to freeing up international trade in agricultural products, milk included, and of ignoring or renegotiating commitments when they did not suit the government of the day. This background paper explores the historical evolution of US trade and agricultural policy as seen through its position on the dairy file in international trade regulations.

Defining – and distinguishing between – the terms Islam and Islamism has broad consequences for America, both domestically and internationally. However, teaching about the relationship between these two concepts involves negotiating numerous sensitivities and it can cause considerable consternation for educators. At the most basic level, Islam is a major world religion practiced by well over a billion people, and Islamism is a political ideology to which a subset of the broader Islamic community adheres. The importance of this distinction seems fairly clear. The United States, and the American body politic more generally, views itself as committed to secular governance and religious freedom. While Islam is not completely immune from criticism, Americans have traditionally objected to state interference in religious matters and, theoretically, they should expect the same standards to apply to Islam. Therefore, Islam as a religion would seem to have a clear place in the diverse fabric of American society. Islamism, as a political ideology, opens itself to harsher critiques and even questions about its appropriateness in, or compatibility with, the American political system. Unsurprisingly, American public discourse suggests that Americans generally feel much more comfortable with Islam than they do with Islamism.
