11. A Christian Nation? Understanding the Threat of Christian Nationalism to American Democracy and Culture

Abstract:
The rising influence of Christian nationalism in some segments of American politics poses a major threat to the health of our democracy. Increasingly, the major battle lines of the culture war are being drawn between a right animated by a Christian nationalist worldview and Americans who embrace the country’s growing racial and religious diversity. This new PRRI/Brookings survey of more than 6,000 Americans takes a closer look at the underpinnings of Christian nationalism, providing new measures to estimate the proportion of Americans who adhere to and reject Christian nationalist ideology. The survey also examines how Christian nationalist views intersect with white identity, anti-Black sentiment, support of patriarchy, antisemitism, anti-Muslim sentiments, anti-immigrant attitudes, authoritarianism, and support for violence. Additionally, the survey explores the influence Christian nationalism has within our two primary political parties and major religious subgroups and what this reveals about the state of American democracy and the health of our society.

12. Abortion Attitudes in a Post-Roe World: Findings From the 50-State 2022 American Values Atlas

In late June 2022, the Supreme Court’s decision in Dobbs v. Jackson overturned Roe v. Wade, reversing nearly five decades of precedent that had established a national right to abortion access. Republican-majority legislatures in several states had been chipping away at abortion rights for the past several years through increasingly strict regulations, but the Dobbs decision suddenly changed the policy landscape regarding reproductive rights, catapulting abortion to the forefront of American politics. The immediate impact of repealing Roe v. Wade was that control over abortion law reverted to the states. Some states had “trigger laws” in place to immediately impose abortion restrictions in the event that Roe was overturned, while others had protections in place to keep abortion policy as it was under Roe. In other states, lawmakers went to work crafting legislation in response to Dobbs. As of January 2023, the New York Times reports, 13 states have full abortion bans, some of which allow for exceptions if the life of the mother is in danger and in cases of rape or incest, and Georgia has a 6-week ban in place.[1] According to the Guttmacher Institute, abortion-access laws vary widely in the rest of the country, but all other states allow abortions at least up to 15 weeks into pregnancy.[2] Some state abortion laws have been challenged in court, and access has changed as court orders blocking or allowing restrictions have been put in place or lifted. Republicans in some states have made efforts to restrict reproductive rights a step further, pushing legislation that would limit people’s ability to receive abortion pills by mail or cross state lines to get abortion services, and would even label some forms of birth control as abortifacients.[3] Beginning in March 2022 and throughout the rest of the year, PRRI surveyed Americans about their views on abortion legality and related issues as part of our American Values Atlas. The scope of the project allows us to report results on some questions for all 50 states and the District of Columbia. In general, we found that most Americans support abortion legality in most or all cases and oppose the overturn of Roe. This report delves into the political, religious, and demographic correlates of various opinions on abortion access.

13. 2020 American Community Survey: Use with Caution, An Analysis of the Undercount in the 2020 ACS Data Used to Derive Estimates of the Undocumented Population

Abstract:
This paper analyzes and provides estimates of the undercount of the foreign-born in the US Census Bureau’s 2020 American Community Survey (ACS). It confirms that a differential undercount occurred in the 2020 ACS. In particular, noncitizens that arrived from Central American countries after 1981 had undercount rates of 15–25 percent, but undercount of noncitizens that arrived from European countries in the same period was not detectable by the methods described in this paper. The Center for Migration Studies of New York (CMS) and others use ACS data to derive annual estimates of the US undocumented population. The Census Bureau recently reported that the total population count for the 2020 Census was consistent with the count for recent censuses, despite the Covid-19 pandemic and the Trump administration’s interference in the 2020 Census. Nonetheless, the accuracy of 2020 ACS data for the noncitizen population that arrived after 1981 remains a major concern given the fear generated by the Trump administration’s abusive rhetoric and anti-immigrant policies. The estimates set forth in this paper were derived by analyzing trends in annual ACS data for 2016–2020 compiled from the IPUMS website (Ruggles et al. 2021). Decennial census data cannot be used for this purpose because data on country of birth, citizenship, and year of immigration are not collected in the census. However, it is reasonable to believe that the 2020 census and the 2020 ACS experienced similar challenges because they were conducted under comparable conditions. The patterns of undercount of noncitizens described here for the 2020 ACS are likely mirrored in the 2020 census and will reduce federal funding and representation to affected cities and states for the next decade.

JOSHUA BYUN, D.G. KIM, and SICHEN LI examine the impact of the COVID-19 pandemic on the Chinese public’s foreign policy attitudes. Drawing on original surveys fielded in China during the first six months of the global pandemic, they find that ordinary Chinese citizens are optimistic about China’s future global position, and that this optimism corresponds with the widespread perception that the COVID-19 pandemic is accelerating China’s rise relative to the United States.

Abstract:
A joint Chicago Council on Global Affairs and the Levada Analytical Center survey shows few Russians or Americans expect great changes to US-Russia ties now or in the next 10 years, although both publics see the merits of collaboration. According to a January–February 2021 joint survey by the Chicago Council on Global Affairs and the Levada Analytical Center in Moscow, neither Russians nor Americans expect the new US administration to prompt a reset in bilateral relations. While many Russians have yet to form an opinion of US President Joseph Biden, few in either country expect great changes to US-Russia ties now or even in the next 10 years. Despite this anticipated stasis, both publics acknowledge the importance of bilateral cooperation on a number of long-term foreign policy issues.

Abstract:
2021 Chicago Council Survey data show a majority of Americans support a range of US policies towards Taiwan: recognition as an independent country, inclusion in international organizations, and a US-Taiwan free trade agreement. Tensions between Beijing and Taipei are running high. Chinese intimidation of Taiwan has increased since 2016, demonstrated by naval drills in the Taiwan Strait, incursions into Taiwanese airspace, and economic coercion targeted at Taiwanese industries. In turn, the United States has sold advanced weapons to Taiwan and normalized US warship transits nearby. While past administrations have not made formal commitments to defend Taiwan, the just-completed 2021 Chicago Council Survey finds that for the first time, a slim majority of Americans now favor sending US troops to defend Taiwan if China invades.

A recent poll from the Chicago Council on Global Affairs and The Harris Poll shows urban and suburban residents cities are looking to sustainable mobility to forestall a potential long-term shift to solo driving. With public transit ridership down sharply during the COVID-19 pandemic, cities are looking to sustainable mobility to forestall a potential long-term shift to solo driving. Sustainable mobility options such as public transit, cycling, and e-scooters can offer safe, affordable travel to residents. They can make transportation networks more resilient. Significantly, they can also reduce emissions from transportation, the source of about one-third of total carbon emissions in C40 member cities. Because many urban trips are short–in Chicago, half are less than three miles–advocates have long noted the potential for some solo car trips to be replaced with cycling, walking, e-scooters, or the bus. But how willing are urban residents to replace car trips with more sustainable modes? A recent poll conducted by the Chicago Council on Global Affairs and The Harris Poll surveyed urban and suburban residents in six large US metropolitan regions: New York City, Chicago, Los Angeles, Philadelphia, Houston, and Phoenix. The survey data represent the aggregated responses of residents across these metropolitan regions.

A final Trump-Era survey confirms broad popular support for the intelligence community and reveals opportunities for greater transparency. The University of Texas-Austin’s 2020 survey reaffirmed Americans’ broad-based belief that our intelligence agencies are vital to protecting the nation and effective in accomplishing their core missions. Our fourth annual poll was the last conducted during Donald Trump’s presidency. The high levels of public support for the intelligence community (IC) recorded over the life of this project have proven stable and remarkably resilient to the persistent public criticism by the former president and his political allies. Close examination of the survey data may help inform a strategy aimed at further enhancing the IC’s democratic legitimacy through increased openness and renewed public engagement. Indeed, a majority of the participants in our 2020 survey agreed that the IC could share more information with the American people without compromising its effectiveness.

Abstract:
Spontaneous, open-ended survey responses can sometimes better reveal what is actually on people’s minds than small sets of forced-choice, closed questions. Our analysis of closed questions and trade-related open-ended responses to 2016 ANES “likes” and “dislikes” prompts indicate that Americans held considerably more complex, more ambivalent, and – in many cases – more negative views of international trade than has been apparent in studies that focus only on closed-ended responses. This paper suggests that contrast between open- and closed-question data may help explain why the effectiveness of Donald Trump’s appeals to trade resentments surprised many observers.
