Abstract:
The United States faces a hypercompetitive geopolitical landscape in the Indo-Pacific region, arguably the most consequential theater for US national interests over the coming decades. Although the United States has created exquisite military capabilities to counter insurgencies and fight terrorists, rivals like China have developed a whole-of-government toolkit focused on expanding their span of control and freedom of action, separating the United States from its allies, and deterring US leaders from greater engagement in East Asia. China is actively transforming its military forces, with an eye toward defeating the United States in the event of armed hostilities. The People’s Republic of China (PRC) is also creatively employing its military and paramilitary assets strategically to outmaneuver the United States and partners in meaningful gray zone approaches. The PRC enjoys strategic depth and increasingly operates on internal or heavily protected lines of communication while demonstrating the ability to threaten American interests with a variety of multi-domain capabilities and forces. Meeting this challenge will require joint transformation to a more hypercompetitive theater design. Army adoption of the four transformational roles of grid, enabler, multi-domain warfighter, and capability and capacity generator will be essential to realizing this more hypercompetitive Joint theater approach.

152. Special Commentary: Post-COVID Transformation: DOD Goes into the Matrix?

These are complex, turbulent, and uncertain times to be sure. The Department of Defense (DOD) is at an important inflection point. COVID-19 has irrevocably altered the dynamics of international security and reshaped DOD’s decision-making landscape. As a result, DOD will have to adapt to significantly different strategic circumstances post-COVID than those assumed operative in the 2018 National Defense Strategy (NDS18). We recommend that DOD recognize this to be true, seize the initiative, create opportunity from crisis, and recraft defense strategy to re-emerge from COVID as a stronger, more hypercompetitive institution. The past is definitely prologue in this regard. DOD’s current strategic circumstances mirror those of the immediate post-9/11 period. The wars that followed 9/11 forced a substantial strategic course correction on DOD. By 2003, it was clear that the azimuth set in the 2001 Quadrennial Defense Review (QDR01) was fundamentally compromised by the stark reality of the Iraq and Afghan wars and the wider “Global War on Terrorism.” There was corporate recognition at the time that the path described in QDR01 was not likely to position the American military for the demands of the post-9/11 environment. Just as war reshaped DOD’s strategic agenda then, COVID-19 will change the dynamics of great power rivalry and the defense choices associated with it going forward as well. By itself, we suggest this necessitates a thoughtful re-examination of the assumptions and approach described in NDS18. To use a pop culture analogy, DOD’s current situation is reminiscent of “Neo’s choice” in the dystopian movie The Matrix. In the film, rebel leader Morpheus offers protagonist Neo the choice of a red pill or a blue pill. The red pill extends to Neo an unvarnished view of “the matrix” and its broader and more difficult set of governing facts. The blue pill, on the other hand, returns Neo to his prior blissfully naïve existence plugged into a land of computer make-believe. The blue pill is all about doubling down on a comfortable yet already discredited past. The red pill offers Neo the opportunity to boldly enter a difficult but nonetheless transformational future. In the end (spoiler alert), Neo chooses red. Like Neo, DOD has its own difficult “red or blue” choice on the near-horizon. COVID forced the issue. DOD’s choice is between prudent risk-taking, transformation, and increased hypercompetitiveness (red) on the one hand, and status quo, steady decline, and inevitable loss of position in key regions and domains on the other (blue). As in the case of Neo, we suggest that DOD choose the former (red pill) transformational option.

Of all the internal obstacles and external challenges the United States is likely to face in its pursuit of its new foreign policy priority of great power competition, the Middle East might prove to be the biggest. If the region continues to command U.S. attention and resources, Washington will struggle in its efforts to effectively pivot and counter Chinese and Russian ambitions in Asia and Europe, respectively. Abstract:
On October 9, the Iraqi government headed by Prime Minister Mustafa al-Kadhimi and the semi-autonomous Kurdistan Regional Government (KRG) signed the “Sinjar Agreement” to normalize the situation in the war-torn district of Sinjar in northern Iraq. The agreement stated that only Iraqi federal forces should operate in Sinjar and all other armed groups must leave the town. It also gave the KRG a say on establishing a new local government, including appointing a new mayor, and planning and running reconstruction efforts in Sinjar, including related budgetary matters (Rudaw, October 10).

Global powers are jockeying for access to opportunities in African markets. In recent years, through the Forum on China-Africa Cooperation, the Tokyo International Conference of African Development, the Russia-Africa Summit, and many others, the world’s largest economies have sought to make headway in what are seen as fast-growing and lucrative new markets. In this environment, effective United States (US)-Africa policy requires greater focus on areas of American competitiveness and concerted efforts to educate, mobilize, and support US commercial success in African markets. In this update of her 2017 issue brief “Escaping China’s shadow: Finding America’s competitive edge in Africa,” Senior Fellow Aubrey Hruby outlines recommendations for how to best utilize Prosper Africa and leverage American private sector competitiveness by focusing efforts on sectors in which the United States already leads.

157. The Avoidable War: The Case for Managed Strategic Competition

Throughout the recent 18 months of the U.S.-China trade war, which has landed in a “phase one” deal, and awaits the tackling of more difficult economic elements in phase two negotiations, there has been a slow and steady structural shift in the U.S.-China relationship as it continues to head in a more adversarial direction. Against the backdrop of this drift toward confrontation occurring in the absence of any common strategic understanding or high-level diplomatic mechanism to manage the mounting economic, security, and technological tensions into the future, Asia Society Policy Institute President the Hon. Kevin Rudd brings together a series of speeches delivered during 2019 in the collection, The Avoidable War: The Case for Managed Strategic Competition. This volume works to help make sense of where the U.S.-China relationship is heading in the current period of strategic competition, and follows on from Rudd’s 2018 collection, The Avoidable War: Reflections on U.S.-China Relations and the End of Strategic Engagement. In this new volume, Rudd focuses not only on the bilateral relationship, but also on China's domestic politics, economics, and its strategic vision. But on the bilateral relationship, Rudd writes that while there may be a truce of sorts on the trade front during 2020, that will not be the case across the rest of the economic, political, and security relationship. Challenges will continue in areas such as the future of 5G mobile telecommunications infrastructure, the Belt and Road Initiative, Xinjiang, Hong Kong, allegations of Chinese political influence and interference in foreign countries’ internal democratic processes, and China’s increasingly close strategic collaboration with Russia. Militarily, tensions will continue in the East China Sea, the South China Sea, and the wider Indo-Pacific, together with confrontations less visible to the public eye in espionage, cyber, and space. Against this backdrop, and the steady erosion of diplomatic and political capital in the overall relationship, Rudd asserts that the “2020s loom as a decade of living dangerously in the U.S.-China relationship.” The Avoidable War: The Case for Managed Strategic Competition includes six speeches from 2019 covering a range of critical challenges in the U.S.-China relationship, as well as a December 2019 conversation at the Harvard Kennedy School which begins to outline an approach to managing the growing tinderbox of tensions across the spectrum of the bilateral relationship.

America is moving from one era of foreign policy to another: The primacy of counterterrorism has faded, and competition with authoritarian great powers is the dominant concern. While special operations forces (SOF) understand that they must play a role in great-power competition, they often lack a clear understanding of what that entails. SOF can support great-power competition in five ways: gathering information, working with allies and partners, imposing costs, handling crisis response, and undertaking strategic raids. In addition, retaining competency in counterterrorism is itself a crucial contribution to great-power competition, because suppressing non-state threats is the prerequisite to allowing the rest of the American government to focus on other things.

Abstract:
Great-power competition and the terrorist threat intersect and interact with one another in Africa and the Middle East. US disengagement from these regions to prepare for great-power competition in other theaters will increase a growing vacuum that is drawing more regional and global actors—states and non-state extremist groups—into a series of vicious cycles that will pose grave threats to American national security in the coming decades. Breaking the vicious cycle will require the US and its allies to separate the Libyan and Syrian conflicts and disentangle and discourage proxy conflict by external players while supporting the development of responsive governance in the two countries. Preventing similar crises will require a proactive strategy to seal off localized conflicts and prevent them from becoming larger competitions between external players while taking action to improve governmental responsiveness in at-risk areas.

However, this emerging relationship amounts to little more than a convenient alignment rather than a steadfast alliance. This analysis delves into emerging Sino-Russian competition and cooperation in Central Asia and the Arctic to illustrate diverging strategic interests and also provides recommendations for U.S. policymakers to capitalize on divides between America's competitors.
