Abstract:
China will likely experience a substantial long-term growth slowdown owing to demographic decline, the limits of capital-intensive growth, and a gradual deceleration in productivity growth. Even with continued broad policy success, our baseline projections suggest annual economic growth will slow to about 3% by 2030 and 2% by 2040, while averaging 2–3% overall from now until 2050. China would still become the world’s largest economy, but it would never enjoy a meaningful lead over the US and would remain far less prosperous and productive per person even by mid-century.

The study US-China Mutual Vulnerability: Perspectives on the Debate analyzes the mutual vulnerability question in US-China strategic nuclear relations. It asks whether the United States should acknowledge mutual vulnerability with China and, if so, how and under what conditions it should do so. The goal is not to give a yes-or-no answer but to provide a comprehensive examination of the issue to better understand the benefits, costs, and risks associated with various options. General Secretary Xi Jinping did not mention “America” in his opening report to the 20th Party Congress (Xinhua, October 16). Nevertheless, Xi made clear that China faces a difficult international environment, precipitated in large part by the U.S. challenge, which threatens the realization of national rejuvenation. For Xi, the threat appears particularly acute in two areas: technology and Taiwan. He called for winning the “battle of key core technologies” by building on breakthroughs in areas such as supercomputing and quantum computing, space exploration, nuclear energy, satellite navigation and biomedicine (Xinhuanet, October 16). On Taiwan, Xi issued a thinly veiled ultimatum to Washington, stating that the People’s Republic of China (PRC) will strive for “peaceful reunification” to incorporate Taiwan into the Motherland, which he called “an inevitable requirement for realizing the great rejuvenation.” Should this approach fail, Beijing reserves the right to employ military force to counter “interference by external forces” and “Taiwan independence” separatists (Central Committee Taiwan Work Office, October 16).

On June 6, China declared the three-year anniversary of its business deployment of 5G, with the country having invested nearly 185 billion yuan in related infrastructure in 2021 alone (Xinhua Baoye, June 5). However, China’s 5G ambitions, which continue to form a substantial component of its national and international development policies, began years ago with Huawei. After Apple revolutionized the smartphone, demand for sophisticated computer “chips” and other components skyrocketed. Companies like Taiwan Semiconductor Manufacturing Corporation (TSMC) and Foxconn capitalized on this shift to become the main pillars of Taiwan’s economy. In addition to supplying Samsung, Apple and HTC, a lesser-known, nominally private Chinese company, Huawei was also starting to make smartphones around this time using Taiwanese hardware (Nikkei Asia, 2016). Although in recent years up to 60 percent of 5G-capable Huawei phone components have been manufactured in China, which is due in large part to U.S. sanctions against it and other Chinese technology companies, a new technological Cold War is unlikely to materialize over 5G. The economic stakes over advanced computing and a new generation of telecommunications infrastructure are too high for the international community to afford any one nation or corporation primacy across the deep and diverse set of software, hardware and human capital requirements this technology will demand.

Russia’s invasion of Ukraine has accelerated pre-existing momentum toward a multipolar global order. In response, the Biden administration effectively rallied NATO and ensured that Russian forces cannot resubjugate Ukraine. But it has not anchored its tactical moves in a broader strategy to safeguard America’s most critical interests. As a result, we are fast headed toward a two-front geopolitical faceoff in which a belligerent Russia and a rising China are cooperating closely with each other against the United States. In a world in which power is shifting from the West toward the East and Global South, the United States is enmeshed in a proxy war with the world’s largest nuclear power, and Americans face mounting political and social challenges at home, a dangerous gap has emerged between Washington’s global ambitions and its ability to achieve them. The United States had a large margin for strategic error during its era of post-Cold War global primacy, when it faced no significant great power challengers. It has no such cushion today. America needs to rethink its grand strategy. This should involve the following elements: • Recognize that attempts to isolate and weaken Russia and China are likely to fail. The combination of Russia’s vast natural resources and China’s economic heft and centrality to global commerce present a challenge far different from what we faced during the Cold War, when the Soviet Union posed a military and ideological threat but was economically feeble. • Avoid promoting regime change or otherwise undermining political and economic stability in Russia and China, which could have serious blowback effects in the United States. The United States’ economic health is to a great degree dependent on that of China. Information technology has made us vulnerable to external subversion at a time when American society is dangerously divided and mistrustful of key institutions. • Instead, pursue a strategy of managed competition, in which our rivals are not only counterbalanced by American power and alliances, but also are constrained by agreed rules of the game that are tailored to an era in which advances in precision weaponry, cyber technology, and artificial intelligence pose significant new threats to stability. • Be more selective about where the United States should focus its involvement. As a seapower dependent on trade and robust international partnerships, the United States must remain engaged with the world. But Washington can no longer afford to squander its resources on quixotic democratization crusades or on policing regions that are not central to America’s own well-being. Greater burden sharing by allies and partners is essential. • Aim to gain a breathing spell abroad so that we can focus on healing our domestic wounds and advancing prosperity at home. This also means that the United States should avoid framing its global challenges in terms of an existential battle between democracy and authoritarianism.

Abstract:
Geopolitics today is characterized by an evolving multipolar great-power competition between China, Russia, and the United States. The zero-sum nature of bipolar Cold War competition logic does not apply so relative losses in power by Russia could help the relative power position of China, and harm long-term American strategic interests, unless carefully managed in Washington. Washington should learn from past multi-state great-power competitions. Great Britain’s approach to Imperial Russia and Imperial Germany in the early 20th century is especially instructive. Like London in 1905, Washington today must stay attentive to the balance of power between itself and China as it manages Moscow’s relative power decline from the military debacle in Ukraine. The United States should defend its interests in Eastern Europe without so undermining Russia that a new period of instability spreads across Eurasia or that China aggrandizes strategically significant relative power gains from Moscow’s infirmity.
