21. With or Without You: How the G20 Could Advance Global Action towards Climate-Friendly Sustainable Development

Abstract:
With a collective responsibility for 80% of global greenhouse gas emissions, while representing 80% of global wealth, it is imperative that the countries of the G20 throw their weight behind the implementation of both the Paris Climate Agree-ment and the 2030 Agenda for Sustainable Develop¬ment. In the past, the G20 has demonstrated that it can do that. The G20 Summit in November 2015 in Antalya, Turkey, provided strong support for the climate agreement signed a month later at the UN Climate Change Conference (COP21) in Paris. In 2016 in Hangzhou, China, the G20 adopted an Action Plan on the 2030 Agenda for Sustainable Develop¬ment and committed to “further align its work” with the 2030 Agenda. Even though both agendas have emerged in the multilateral context of the United Nations system, the G20 is expected to exert strong political leadership to address global climate change and to achieve sustainable development. Yet, since 2017 the G20 has struggled to provide such leadership, as support for multilateral commitments, especially those involving ambitious climate actions, appears to be fading. Crucially, opposition to strong multilateral climate policy in the US and Brazil resorts to outright climate denialism at the highest levels of government. These developments are challenging the G20, and BRICS and the G7 for that matter, to sustain support for multilateral commitments on climate and sustainable development. The rise of populist and unilaterally minded parties in European club members may further the risk of side-lining climate and sustainability-related issues in the G20 process. This does not bode well at a time when the G20’s support could be a vital ingredient for the success of the United Nations’ summits on climate action and sustainable development, both scheduled to convene in New York in September 2019 – less than three months after the Osaka G20 Summit in Japan. Following our analysis, we identify four ways forward that should be conducive to harnessing the G20’s economic weight and political clout to push more ambitious global action towards climate-friendly sustainable development, in spite of apparent discrepancies between domestic agendas and global understandings.

22. Theories of Democratic Change Phase III: Transitions from Conflict

Abstract:
The notion that robust democracy and violent conflict are linked is commonplace. Many observers of international politics attribute violent conflict in contexts as diverse as Myanmar and Syria to failures of democracy. Conversely, most agree that continuing political violence undermines any effort to build strong democratic institutions in Libya or South Sudan. As a matter of policy, democratization has often been promoted not only as an end in itself but as a means toward building peace in societies scarred by violence. Development professionals tackle these challenges daily, confronting vicious cycles of political violence and weak democratic institutions. At the same time, scholars have dedicated intense scrutiny to these questions, often finding that the interrelationships between conflict and democracy belie easy categorization. This report, the third in a series on democratic theories of change, critically engages with this literature to ask three questions: Under what circumstances do democratic practice or movement toward democracy quell (or exacerbate) the risk of different kinds of violent conflict? Under what circumstances do the risk and experience of violent conflict undermine democratic practice? How can external interventions mitigate risks and capitalize on opportunities inherent in transitions to democracy and peace? To answer these questions, a research team at George Mason University and Georgetown University spent eight months compiling, organizing, and evaluating the academic literature connecting democratic practice and violent conflict, which spans the fields of political science, economics, peace studies, anthropology, sociology, and psychology. This work was funded by USAID’s Center of Excellence on Democracy, Human Rights, and Governance (the DRG Center), under the Institute of International Education’s (IIE’s) Democracy Fellows and Grants Program. Beginning in May 2018, the authors organized a team of three research assistants, who read and summarized more than 600 journal articles, books, reports, and newspaper articles. The resulting White Paper was the subject of an August 2018 workshop with representatives from USAID and an interdisciplinary group of eight scholars with expertise in conflict and democracy. Based on their feedback, the authors developed a new Theories of Change Matrix and White Paper in October 2018. This draft received further written feedback from USAID and another three scholars. The core team then revised the report again to produce this final draft. This report’s approach to the literature differs from past phases of the Theories of Democratic Change project. While past reports detailed the hypothesized causes of democratic backsliding (Phase I) and democratic transitions (Phase II), this report focuses on the reciprocal relationship between democratic practice and conflict. The report therefore organizes hypotheses into two questions and then sub-categories within each question.

Abstract:
Much research posits a “disconnect” between the public and government. This work focuses primarily on the behavior of politicians and the mismatch between their policy actions and citizens’ preferences. Suzanne Mettler’s book concentrates instead on the public and the degree to which people accurately perceive and appreciate what government does. This book complements her earlier work Submerged State, which delineated how many government policies, such as tax expenditures, are not visible to many citizens, which distorts their views. The Government-Citizen Disconnect, by contrast, examines how experience with government policies influences what people think.

Abstract:
In his treatise on southern politics, V.O. Key Jr. wrote that “in state politics the Democratic party is no party at all but a multiplicity of factions struggling for office. In national politics, on the contrary, the party is the Solid South; it is, or at least has been, the instrument for the conduct of the ‘foreign relations’ of the South with the rest of the nation” (Southern Politics in State and Nation [New York: Alfred A. Knopf, 1949], 315). In an early (and laudatory) review of that book, Richard Hofstadter suggested that Key missed an opportunity to fully consider whether the South had affected national politics in more ways than through the reliable delivery of Democrats to Washington, but he noted that this might require another book (p. 7). David Bateman, Ira Katznelson, and John S. Lapinski have written that book. Southern Nation examines how the South influenced public policy, Congress, and the development of the American state from the close of Reconstruction to the beginning of the New Deal. The authors focus on the region’s role in national politics at a critical juncture when industrialization and a rapidly changing economy required new policy solutions. They show that the white South used this opportunity to rebuild its place in the federal government, secure home rule, and shape the national agenda.

Abstract:
Who participates in American democracy? In particular, is it those with high levels of resources who most often vote, protest, contact elected officials, and discuss politics with friends? How unequal is political participation? Political scientists Kay Lehman Schlozman, Henry E. Brady, and Sidney Verba have contributed important answers to these questions over the past few decades. In their first book, Voice and Equality (1995) these scholars traced associations between resource possession and political participation, finding extensive evidence of inequalities in political voice. In their second book, The Unheavenly Chorus (2012), the authors reiterated and updated the analyses of the first. The authors also extended Voice and Equality in a number of ways, primarily by examining organizational-level as well as individual-level participatory inequalities, and by assessing the likely efficacy of various reform strategies. This third volume, Unequal and Unrepresented, “distill[s] two substantial books into a relatively short one…” (p. ix), repeating the core themes of the two earlier volumes. The presentation of the book is slightly different, foregrounding substance (even) more than before by relegating methodological details to footnotes. Thus, the book is perhaps best suited to an undergraduate audience.

28. Gendered Vulnerability: How Women Work Harder to Stay in Office, Jeffrey Lazarus and Amy Steigerwalt

In this book Jeffrey Lazarus and Amy Steigerwalt leverage an impressive data collection to make the case that women legislators are more active and more responsive to their constituents than men. Moreover, they offer a theoretical argument to explain why women appear to work harder to meet constituent needs and demands, suggesting that women legislators’ perceptions of their electoral vulnerability—even as incumbents—motivate them to focus their legislative efforts on proving to their constituents that they are worthy of re-election. The bulk of the text is dedicated to analyzing more than 12 measures of legislative activity and responsiveness—from the number and types of bills sponsored to the amount of mail sent to districts and staff allocated to district offices—in the 103rd to 110th Congresses (1993–2005). The analyses focus on between-gender differences in each chamber. Lazarus and Steigerwalt find the strongest evidence that women outwork and out-represent their male counterparts in the U.S. House of Representatives. Findings of gender differences are more limited in the U.S. Senate but still affirm the previous studies showing that women members are more likely to “bring home the bacon” in the form of earmarks (see Anzia and Berry 2011) and to sponsor and co-sponsor more bills and resolutions. The authors also find that women’s roll call behavior and committee assignments align more with constituent needs and interests than those of their male colleagues. Even with these differences by chamber, Lazarus and Steigerwalt fairly conclude that “electing women results in better substantive representation for all constituents” (p. 17). They effectively expand claims already evident in the women and politics literature that women members better represent women's interests by demonstrating how women’s presence in the Congress will better serve all citizens—men and women alike.

29. Theories of Democratic Change II : Paths Away from Authoritarianism

Despite the global spread of democracy following the end of the Cold War, dictatorships still rule about one-third of the world’s countries. The persistence of authoritarian governments poses a challenge for the international community on a variety of fronts: dictatorships are more likely to repress their citizens, instigate wars, and perpetrate mass killing, among others. This challenge is even more pressing given the gradual decline in the number of democracies worldwide over the last decade. Practitioners confront critical questions about which strategies are likely to pave the way for democratization versus which are likely to stifle it. Through a research grant funded by USAID’s Center of Excellence on Democracy, Human Rights, and Governance (the DRG Center), under the Institute of International Education’s (IIE’s) Democracy Fellows and Grants Program, a research team from Michigan State University worked with the DRG Center to organize and evaluate the body of current academic scholarship that can contribute to understanding how and why countries move on paths from authoritarianism to democracy. The publication was informed and vetted in two peer review workshops by a group of democratization scholars from American University, Brown University, Columbia University, George Washington University, Harvard University, Pennsylvania State University, Rutgers University, and the University of Chicago. The publication begins by providing an overview of the concept of democratization and the difficulties of identifying and defining it. The theories related to democratization are offered in a simple theory matrix, allowing practitioners to quickly and easily: Survey the body of academic work dedicated to democratization through a succinct presentation of 34 theories organized within seven thematic theory families; Interpret the cause-and-effect relationships that academic research identifies through the presentation of brief hypotheses; Understand how scholars evaluate the strength and reliability of each hypothesis through a brief summary of the research team’s assessment of causal arguments and evidence; and Explore how each theory can support the assessment and design of development programs, through basic questions that offer guidance for how to determine the relevance of that theory’s specific cause-and-effect pathway to a particular context. Organizing the theories into seven thematic families enables a close comparison of related theories on democratization and clear distinctions to be drawn among them. The researchers note, however, where ideas overlap across these theory families.

30. Maintaining Civic Space in Backsliding Regimes: A Literature Review on Civic Space

In 2016, USAID’s Center of Excellence on Democracy, Human Rights, and Governance launched its Learning Agenda—a set of research questions designed to address the issues that confront staff in USAID field offices working on the intersection of development and democracy, human rights, and governance. This literature review—produced by a team of political scientists, geographers, and an anthropologist—synthesizes scholarship from diverse research traditions on the following Learning Agenda question: How can citizens keep civic space from shrinking? What enables civic and political participation in countries where civil liberties have been lost? How do forms of civic and political engagement in such contexts differ from forms of engagement in contexts in which civil liberties are protected? Are some forms of civic and political engagement generally more tolerated in newly repressive contexts than others? How do civic actors adapt their engagement tactics to achieve their objectives? The authors identify five strategies that have worked in at least some instances to pry open civic space under backsliding regimes: 1. Alliance-and coalition-building with other domestic civil society groups, since larger groups have greater resources and can reach a larger audience. 2. Indirect resistance and actions, such as charity provision, artistic expression, and local-level political involvement, since strategies that do not overtly confront the regime are less threatened and can still provide a space for community involvement, expression, and problem-solving. 3. Non-violent contentious action, especially protest, which is more likely to be successful and have domestic and international appeal than violent action. 4. Creative and careful use of digital technologies, since much of digital communication is beyond the reach of the state. 5. Maintaining organizational autonomy from the government and international actors, since co-optation by the regime and affiliation with international actors risk compromising a group’s message and goals.
