Abstract:
While the U.S. has made major advances against COVID, it is imperative that much more be done as quickly as possible to end a disease that threatens our health, our economy and our leadership in the world. We need to go on the offense world-wide and become the world’s arsenal for vaccines. Without such an offensive, it is only a matter of time before the virus mutates into a form that is resistant to our current vaccines. As we have seen repeatedly, no matter where it starts, a new variant always finds its way into communities everywhere. Only the United States is uniquely positioned to lead the world out of this crisis.

Fletcher Security Review (FSR): Dr. Nuzzo, thank you for taking the time to speak with FSR today. I would love if you could give us a brief introduction and tell me about what your role has been like since the start of the pandemic. Jennifer Nuzzo (JN): I am an assistant professor at the Johns Hopkins Bloomberg School of Public Health. I am also a senior scholar at the Johns Hopkins Center for Health Security and a senior fellow at the Council on Foreign Relations. I have been involved working on COVID-19 since the first news of an outbreak in China. I run a project called the Outbreak Observatory, which does operational research to improve outbreak responses. One of our activities is to publish a weekly blog, which we do to take stock of what is going on in the world and to try to learn about events—even if we are not actively doing research projects on them, just reminding people that things are happening all the time.

Abstract:
This essay analyses China’s health policies before and after the outbreak of COVID-19. It discusses how the problem broke out with emphasis on mistakes made by Wuhan authorities and sketches out the subsequent response of the Chinese government to stop the contagion and share practices. The essay also presents different narratives used by China, the US and the EU in dealing with the pandemic and considers multilateralism a key to address world problems. In so doing, it attempts to explore whether Sino-European partnerships could emerge in a period of rising uncertainty. Local authorities in Wuhan can be criticized for not providing information about the virus on time and for failing to block the exit of citizens from the city before the lockdown. But measures adopted subsequently by the Chinese government have been rather efficient and useful for other countries. The Sino-American antagonism overshadows the need of deeper international cooperation in dealing with COVID-19. China, the US and the EU have each attempted to shape the narrative about COVID-19. The hostility of the Trump administration towards multilateralism opens opportunities for new synergies between China and the EU on health governance. China’s Health Silk Road reflects continuity as it was first proposed in 2016. The post-COVID-19 landscape might portend both risks and opportunities to China.

Abstract:
The coronavirus pandemic has upended the school year for 50 million American students, and revealed the best and worst of public education: the best in terms of the heroic response by so many educators, support staff, students, and parents; the worst in terms of the intense light shone upon inequities that plague our system. As policymakers and education leaders plan to re-open buildings for school year 2020-21, they face important questions about how to capitalize on our strengths and finally deal with our weaknesses. We must be clear-eyed that inequity outside of school — like food insecurity, the digital divide, and the uneven experience of stress and trauma — is replicated and exacerbated by pervasive inequity inside of school. Going back to the status quo ante would leave many students and communities without what they need educationally. Therefore, the nation’s response to the pandemic must re-open schools and renew the promise of public education as an engine of opportunity. In this paper, the Institute’s Education & Society Program proposes five principles to guide recovery and renewal

Abstract:
It is my opinion that the interest of the United States is best served in most African countries by improving the basic welfare of their people. The effectiveness of U.S. aid in Africa can be enhanced by focusing on the least developed countries. Helping address basic human needs, notably in the areas of education and health, should be top priority, especially the education of girls. Increasing agricultural production to improve nutritional health also deserves greater attention. Assistance funding needs to be stable and independent of political and diplomatic considerations. The composition of U.S. overseas missions and cumbersome bureaucratic processes must be revised to permit the effective and timely implementation of this new strategy. These changes are necessary to raise hopes for a better future for millions of Africans and to strengthen the role of the U.S. in Africa.

During the pandemic that swept the world in 2020, President Trump sought to focus major blame on China, where the virus first emerged. At a press conference on March 20, as American cases increased dramatically, he began to call it the “Chinavirus”, crossing out the word “coronavirus” in his prepared text. He continued to use that term, so criticizing China became a central theme in American “public diplomacy”. A new burden was added to the U.S.-China relationship, at the very time we need more, not less, mutual understanding.

A few weeks ago, on July 4, we Americans celebrated our country and its freedoms, and we clearly have much to be grateful for – and also much to ponder. Seen both from within the U.S. and from much of the rest of the world, early Massachusetts Colonialist John Winthrop’s idealized “city on the hill” where “the eyes of the people will be upon us,” no longer looks as bright, and this should worry us. Much has been written to lament America’s retreat from the world stage during the current administration, which has been driven apparently by the mistaken notion that the U.S. can escape what affects the rest of the world simply by opting out or by saber rattling to get its way. But the longer the U.S. continues down this path, the question changes from whether the U.S. will want to reassume its 20th century role to whether the rest of the world will be willing to welcome back the America it perceives today. To watchers around the globe the America that led the world to increases in stability, prosperity, democracy, and human rights has disappeared in the trashing of international treaties and trade agreements, riots against racial discrimination, police violence, and our inability to deal effectively with the corona virus pandemic.

Abstract:
The pandemic will likely magnify existing geopolitical dynamics and test the strength of Europe’s democratic systems. Europe needs a new kind of globalisation capable of striking a balance between the advantages of open markets and interdependence, and between the sovereignty and security of countries. Europe should work to prevent the US-China rivalry from having negative repercussions in certain regions of the world – particularly Africa. European leaders need to focus on meeting the immediate needs of healthcare systems, providing an income for people who cannot work, and giving businesses guarantees. The European model will only mean something in the eyes of the world if we can successfully promote solidarity among EU member states.

Abstract:
It was noted that the pandemic has not brought about systemic change but has instead accelerated and exacerbated existing trends. Both the US and the EU see the pandemic furthering disagreements and on both sides of the Atlantic by causing rise to internal political divisions on how to tackle the pandemic. One of the big lessons of this global crisis is that collaboration is crucial. Not even powerful countries, such as the US, can tackle it on their own. Now more than ever, it is time to move beyond competition and focus on strengthening international cooperation, otherwise we risk a success of non-democratic actors seeking to undermine democracy and rule of law.
