211. The US Trillion Dollar Nuclear Triad

Abstract:
The James Martin Center for Nonproliferation Studies (CNS) convened an event to release its latest report “The Trillion Dollar Nuclear Triad: US Strategic Nuclear Modernization Over the Next Thirty Years.” The report concludes that the United States will likely spend over $1 trillion during the next three decades to maintain its current nuclear arsenal and purchase their replacement systems. The necessary level of procurement spending, as a percentage of the defense budget, will peak at levels comparable to the Reagan-era build-up of nuclear forces. To date, few senior officials from the White House or Department of Defense or in the Congress have publicly acknowledged or laid out the full scale of these costs to the American public. This lack of public debate will likely lead to sticker shock as the full cost of these programs come due, leading to budget cuts and program delays. “The strategic and financial challenges facing our country are enormous,” said Jon Wolfsthal, CNS Deputy Director and former nuclear advisor to Vice President Joseph Biden. “Policy makers lack the basic information needed to make smart choices about our nuclear arsenal, putting both our deterrent and future reductions at risk.” The report cites particular concern over the pace of planned construction of strategic systems to replace systems that are set to retire starting in 2030. The United States plans, from 2024-29, to build five strategic submarines, 72 strategic bombers, and 240 intercontinental ballistic missiles (ICBMs). This represents more delivery vehicles than the combined nuclear forces of China, the United Kingdom, and France. It is unclear that the industrial and management capabilities in the United States are capable of this production rate in times of budget constraint.

212. US and Russia Can End Use of Weapons-Usable Uranium for Medical Uses

Abstract:
A new report co-authored by CNS Senior Research Associate Miles Pomper recommends steps for the United States and Russia to cooperate in ending Russian use of highly enriched uranium (HEU) in medical isotope production, an important step in keeping this nuclear weapons material from terrorists. Great progress has been achieved in recent years in minimizing civilian use of HEU as part of the international efforts to reduce the nuclear terrorism threat. In particular, the leading global suppliers of the molybdenum-99 (Mo-99) isotope, which is widely used in medical diagnostics, are taking steps to reduce and, in the medium time frame, completely eliminate the use of HEU in the production of medical isotopes. Major new steps towards phasing out HEU use in medical isotopes production could be announced at the Nuclear Security Summit that will take place in The Hague on March 24-25, 2014. The Russian nuclear industry has set for itself an ambitious goal of becoming one of the three top global suppliers of Mo-99, used in 80 per cent of the medical procedures involving isotopes particularly as a diagnostic tool. Growing Russian production could help stabilize the global Mo-99 market, which faced severe shortages on several occasions in 2005-2013. According to some estimates, in 2010 during a six month period medical facilities around the world were unable to perform diagnostic procedures for several million people due to the shortage of Mo-99; the shortfall was estimated at 7 million doses. However, until recently, Russia had been bucking global trends by planning to use HEU fuels and targets rather than safer low enriched uranium (LEU) for much of this production. The ‘Ending HEU Use in Medical Isotope Production: Options for Russian-US Cooperation’ report co-authored by the Moscow-based Center for Energy for Energy and Security Studies (CENESS) analyses what can be done by Moscow and Washington to harmonize the Russian producers’ plans to win a share of the global market, while at the same time facilitating the Russian nuclear industry’s transition to new market requirements for producing Mo-99 without HEU.

Abstract:
While U.S. policymakers and lawmakers sometimes deeply disagree on precisely how to stop hostile states from getting nuclear weapons, they generally agree on the overall goal of nuclear nonproliferation with regard to adversaries. But what about the goal of nonproliferation with regard to treaty allies? If Japan, South Korea, or other U.S. treaty allies in Asia who are threatened by China’s and North Korea’s growing nuclear and missile threats, were someday to insist on getting independent nuclear arsenals, should Washington welcome or oppose them?

214. The Unaffordable Arsenal: Reducing the Costs of the Bloated U.S. Nuclear Stockpile

The United States currently plans to spend some $355 billion to maintain and rebuild its Cold War-era nuclear arsenal over the next decade, even as the overall U.S. defense budget is declining and U.S. military planners and the president have determined that the United States can deter nuclear threats against the United States and its allies with far fewer nuclear weapons. This report argues that the increasingly high cost of nuclear weapons, combined with shrinking budgets and stockpiles, should compel the executive branch, Congress, and the American public to rethink current plans to rebuild U.S. nuclear forces in the years ahead. The Unaffordable Arsenal outlines common sense ways to save roughly $70 billion over the next decade across all three legs of the triad by scaling-back, delaying, and/or deferring expensive new delivery systems and by taking a more disciplined, straightforward approach to nuclear warhead life-extensions and refurbishments.

Abstract:
In the last fifteen years a fundamental shift in the strategic balance in Asia – Pacific has taking place. The article aims at discussing the difficulties the Japan-US military Alliance has adaptating to this new regional strategic environment. It also explains the new strategy that President Obama´s Administration is trying to implement, initially called “Pivot to Asia” and later “Rebalance”. The article tries to show the challenges that this new strategy implies for both Japan and the United States, enumerating different scenarios some of them not very likely and highlighting on the contrary the possibility of a more assertive and military independent Japan.

Abstract:
The nine articles in this volume were chosen from over 150 submissions through a blind-selection process in Princeton. After individually reading a large number of submissions, attending editors first voted for their favorite papers via secret ballot, and we then facilitated an open debate to winnow down these choices to the cream of the crop. In the intervening months before publication, editors in Princeton from relevant policy areas worked with the authors to fact-check their work and fine-tune their arguments. While their geographic foci and policy subjects are multifarious, all the authors in this edition share a passion for changing the world through better policy. Whether it is women’s health issues in Tanzania, banking regulation in the European Union, diplomacy with Iran over its nuclear ambitions, or immigration policy in the United States, the authors implore global policymakers to change course in order to remedy contemporary problems in public affairs. This dedication to making the world a better place through public policy, in addition to demonstrating first-rate scholarship, make us proud to showcase these articles.

217. The Naval Nuclear Reactor Threat to the NPT

The nuclear Nonproliferation Treaty (NPT) has long been a critical bulwark against the spread of nuclear weapons. Although preventing the production and accumulation of fissile material is an important part of this effort, the NPT does not explicitly regulate the production, use, and disposition of highly enriched uranium (HEU) for naval nuclear reactors. This exclusion poses a growing risk to achieving the nonproliferation goals of the treaty. While seeking to advance prospects for a fissile material cutoff treaty, the United States is continuing to design naval reactors for the world’s largest nuclear submarine fleet that are powered with weapons-grade uranium. While proclaiming its renunciation of any nuclear weapons ambitions, Brazil plans to build six nuclear submarines powered by uranium fuel that may be close to weapons grade. Neither the International Atomic Energy Agency (IAEA) nor important NPT member states have fully confronted the proliferation implications of excluding naval reactor fuel from safeguards. The IAEA and NPT members should take steps to minimize the use of HEU for any reason—a goal they declared just this month at a nuclear security conference in Vienna.

Since the collapse of the former Soviet Union, the United States and the Russian Federation have engaged in bilateral and multilateral nuclear security efforts to secure nuclear materials and facilities in the region. This cooperation contributed to nuclear security globally and developed various tools, mechanisms, and approaches that need to be fully utilized by the international community. As new nuclear security challenges emerge, the implementation of sustainable nuclear security measures is constrained by limited expertise and resources, particularly in some key regions. Speaking at Suntory Hall in Tokyo during his inaugural visit to the Asia-Pacific region as President of the United States, Barack Obama in November 2009 affirmed his Administration’s commitment to “an enduring and revitalized alliance between the United States and Japan.” Noting the impending 60th anniversary of the alliance, President Obama pledged to “deepen” the ties between Washington and Tokyo as a cornerstone of a broader strategy of reengagement with the region. At the same time, Obama cast the U.S.-Japan alliance in global terms, noting Japan’s “important contributions to stability around the world—from reconstruction to Iraq, to combating piracy off the Horn of Africa, to assistance for the people of Afghanistan and Pakistan.”
