181. A Freeze of North Korea’s Nuclear Program: Finding a Definition More Fitting of Today’s Reality

Abstract:
The Trump administration has announced that it has created a new North Korea policy that is aimed at exerting maximal pressure on Pyongyang but also achieving negotiations to denuclearize North Korea. However, denuclearization negotiations do not appear imminent. The Trump administration has stated that now is the time for focusing on creating greater pressure on North Korea, and North Korea has signaled little interest in negotiations and much more interest in developing and keeping its nuclear weapons, comprised of both the warheads and missiles. But it is not too early to discuss what negotiations should look like. Many have stated that the denuclearization process should start with the creation of a freeze of North Korea’s nuclear program, as was done in previous North Korean negotiations. A freeze, albeit limited, was also the starting point for the negotiation of the Joint Comprehensive Plan of Action (JCPOA), or Iran nuclear deal. But what should this freeze look like in new North Korean negotiations, given all its nuclear advances in the last several years?

Abstract:
India has long been obsessed with its rivalry with Pakistan, and for many years India viewed Pakistan as its principal security threat. Pakistan continues to support terrorist attacks directed against India and India-controlled Kashmir, and is continually increasing its nuclear arsenal and delivery systems for nuclear warheads. Despite this, Indians have come to feel more self-assured and no longer see Pakistan as the country’s principal security threat.China now occupies this position. India no longer views itself simply as the predominant regional power in South Asia, but as an aspiring world power and is gearing up for what many in India believe is an inevitable conflict with its neighbor the Peoples Republic of China. India has embarked on an outreach program to solidify friendly ties to other Asian nations that feel threatened by China, and is devoting a lot of attention to the ASEAN states (particularly Viet Nam), Taiwan, South Korea, and Japan. There is increasing speculation that this relationship could develop into a formal alliance, especially if the United States becomes less active in Asia.

The 1962 Cuban missile crisis and 1964’s Belgian paratroop drop from U.S. C-130s in the Congo were the most interesting events in my five year intelligence career. Lowly intelligence analysts like me working for the U.S. Information Agency had to sit in the Director’s chair about three weekends every year as part of the job. Our building near the White House was almost empty on weekends. Nobody else was on duty except the front door guards and the cable/code room guys. If some critical action telegram came in during Saturday or Sunday, my job was to phone the Director on his red, secure phone immediately, wherever he might be.

184. “The Best Possible Sanction:” Kim Jong-un and the Quest for Credible Nuclear Deterrence

In 2017, North Korea under Kim Jong-un has made significant strides toward the capabilities needed for a credible nuclear deterrent. This article analyzes the most recent achievements of the North Korean nuclear weapons program, including its September 2017 nuclear test and its three long-range missile tests in the latter half of 2017. Observers should not discount Pyongyang’s nuclear weapons and long-range missiles. However, other capabilities such as intelligence, surveillance, and reconnaissance and targeting require further development to achieve the full range of capabilities associated with a credible nuclear deterrent. Because of the high costs associated with the development of robust strategic intelligence and targeting capabilities, Pyongyang may be willing to settle for lower levels of capability in these areas, which may still be sufficient to guide nuclear attacks. As a result, policymakers must move to a bargaining strategy that acknowledges the reality of North Korea’s nuclear capability, marking a significant policy shift among regional allies. Pyongyang’s long-held desire to drive a wedge between the U.S. and its regional allies may be coming to fruition. Kim Jong-un has shrewdly played his hand from a position of weakness and succeeded where many others failed—a high-risk path upon which he still walks. China’s minimum credible nuclear deterrent may be a model for Kim Jong-un’s development of North Korean nuclear capability.

Abstract:
Kim Jong Un’s reckless and illegal nuclear and missile programs pose a serious and growing threat to U.S. national security and the security of U.S. allies. His refusal to abide by U.N. Security Council resolutions has rallied the world against him. Unfortunately, President Donald Trump is bucking this international consensus with his reckless and contradictory statements. This dynamic is both dangerous and counterproductive; it increases the risk of miscalculation on the Korean Peninsula and squanders an opportunity to press North Korea back into a diplomatic process. There are no perfect solutions to the challenge North Korea poses. The country has made rapid progress on nuclear weapons that it deems critical to its survival. Yet the United States has deterred and contained North Korea for decades, preventing another devastating war on the peninsula. To prevent war and get back to diplomacy aimed at addressing North Korea’s threats, the United States needs a more responsible approach: aggressive diplomacy with a strong team; active U.S. efforts to reassure allies of America’s commitment to their security and to smart deterrence of North Korea; and concrete steps to isolate North Korea from the global economy. This policy approach could reduce the chances of unintended conflict, protect U.S. national security interests, and open a pathway to curb North Korea’s nuclear and missile programs.

Abstract:
Despite a crowded news agenda, North Korea has managed to draw the attention of both political leaders and the public at large. Missile tests, an assassination employing VX nerve agent, and preparations for a nuclear test have drawn strong reaction from Washington to Kuala Lumpur. Each new controversy sends policymakers scrambling for a response and, more often than not, that response has been a call for new and tougher sanctions. And not surprisingly, each new call for sanctions resurrects the old question: do sanctions on North Korea have any impact?

Abstract:
Since the Korean War, North Korea (the DPRK) has endured sanctions imposed by the United States and other western countries, but the sanctions began to acquire a dramatic impact only in 2006 when North Korean ballistic missile blasts invited a punitive reaction from the UN Security Council. In addition to sanctions imposed by individual countries, for the first time, international organizations, notably the Security Council, passed punitive resolutions in an effort to rein in North Korea’s missile and nuclear development. In order to supervise implementation of the sanctions, the Security Council set up a committee established pursuant to resolution 1718 in 2006 (the sanctions committee), which now comprises all 15 members and makes its decisions by consensus. To North Korea’s dismay, as it continues to fight against western countries’ economic sanctions and military embargo, it now has to bear the brunt of sanctions from its traditional allies, China and Russia. Even so, it has been defying international pressure and pressing ahead with its missile and nuclear weapons programs. Despite tougher sanctions, North Korea is poised to possess missiles with nuclear warheads that could hit South Korea, Japan, and the United States. This paper explores the effectiveness of the sanctions, asking whether the North’s steady progress on nuclear and missile weapons demonstrates their failure.

For the proverbial visitor from Mars, the political situation in Northeast Asia is inexplicable. Sitting amidst a group of relatively stable, wealthy, and powerful countries, is a small, poor, belligerent nation that all agree is a threat to regional stability. Furthermore, the rogue state has been sanctioned and its behavior condemned by the United Nations for its weapons programs and its human rights abuses. Why can the Republic of Korea (ROK), Japan, the United States, Russia, and China not combine their considerable leverage to do something about North Korea?

Abstract:
During the 2016 U.S. presidential campaign, the candidates reached a bipartisan consensus on one issue: how to deal with North Korea. Hillary Clinton and Donald Trump both called for China to do more to convince Pyongyang to abandon its nuclear program once and for all. Candidate Trump said that China has “absolute control” over North Korea and promised to do whatever it takes to convince Beijing to use that leverage, including imposing penalties on Chinese firms. As president, however, Trump will have to navigate the reality of China’s extreme hesitance to use the only type of pressure likely to divert North Korea’s nuclear ambitions—the threat of regime-endangering punishment. If and how China should continue to fit into U.S. strategy for dealing with North Korea will thus be a key issue facing Trump and his advisors.

Abstract:
Summits between Barack Obama and Xi Jinping in September and November helped to keep tensions in check in the last four months of 2016. Despite persisting differences over how much pressure to impose on North Korea after Pyongyang conducted its fifth nuclear test, the US and China agreed on a new UN Security Council sanctions resolution. The US Navy conducted another freedom of navigation operation (FONOP) near the Paracel Islands in the South China Sea. A Chinese Navy vessel snatched a US drone, claiming it was threatening the safety of the Chinese ship and its crew, and returned it to the US five days later. Incremental progress was made on trade disputes at the 27th annual US-China Joint Commission on Commerce and Trade (JCCT) in Washington, DC. Meanwhile, the election of Donald Trump as the next US president threatened to inject significant uncertainty into US-China relations as Trump received a phone call from Taiwan’s President Tsai Ing-wen and suggested that he might use Taiwan as a bargaining chip to extract concessions from China on other issues.
