21. Secondary sanctions and multilateralism – the way ahead

Abstract:
The sensitive issue of American ‘secondary sanctions’ imposed on its allies generated serious tensions in the transatlantic relationship when the US left the JCPOA with Iran. Some hoped these would ease with the Biden administration, but the current row about the Nord Stream 2 pipeline demonstrates that the extraterritoriality of sanctions is a well- entrenched US bipartisan policy. The EU has made numerous efforts to react by developing countermeasures, but these have not convinced European companies to challenge the sanctions. The perspective of enhancing the role of the Euro to reduce the dominance of the Dollar in world transactions is also still considered a long shot. New countermeasures have been suggested, notably by the Jacques Delors Institute and the European Commission has announced ‘additional policy options’ to that effect. But the issue should also be addressed in the context of a revival of multilateralism, which the Biden administration seems to favour. The renewed transatlantic dialogue and the G7 framework could be used to address this sensitive issue, in a context in which China’s power aims at challenging the US unipolarity - and the EU aims at developing its ‘strategic autonomy’.

22. A Principled Middle Power Diplomacy Approach For South Korea to Navigate the U.S.-China Rivalry

Abstract:
In the context of growing US-China tensions, South Korean administrations have opted for degrees of strategic ambiguity, refraining from overt actions that suggest South Korea is taking sides. While strategic ambiguity has been moderately successful, there are limits to this approach which make it unsustainable. This paper will argue that rather, South Korea needs to apply a principled middle power diplomacy, which refers to a middle power carrying out roles expected of it in accordance with a set of rules or values that uphold the liberal international order. The goal of principled middle power diplomacy would be to shape the environment in which the current great power rivalry is unfolding, in order to moderate the fallout of great power competition. After an analysis of South Korea’s middle power diplomacy, this paper will recommend that South Korea double down on its commitment to multilateralism so that it can augment its roles as a facilitator and agenda-setter on the international stage.

Abstract:
The rivalry between the United States and China is affecting countries in its midst. This particularly applies to South Korea. The country is a strong economic player with a successful net of free trade agreements. Additionally, it has branded itself as a middle power, a multilateralist, and good international citizen. However, South Korea’s middle power perspective has recently assumed a literal definition of being situated in the middle of two great powers. Seoul’s dependencies on both the U.S. and China are undeniable. As the conflict intensifies, it is thus essential for South Korea to diversify its ties through trade policy and multilateral fora. This requires leaving the literal middle power definition behind and leveraging its economic standing towards an increase in international status, as well as refocusing on the figurative middle power narrative that brought the country to its initial global esteem. Through diversification and the build-up of its economic and multilateral prowess, South Korea stands to lessen the shocks of the U.S.-China rivalry. Joining RCEP and obtaining a guest role at the G7 were important steps in that direction. They offer an expansion of both regional and global ties and an involvement in discussions on the redefinition of international fora, but more can be done.

Abstract:
Upon the expanded G7 summit held in Cornwall, England, a joint statement was released, reflecting the participating democracies’ willingness to further advocate democratic values within the traditional multilateral rule-based system and prevent challenges to the liberal international order. Such behavior has drawn backlash from China. In this issue briefing, Sook Jong Lee, Professor at Sungkyunkwan University and Senior Fellow at EAI, explains the status of democracy and the role of democracies amidst the U.S.-China competition. The author stresses that the clash of systems between democracy and autocracy may create blocs in functional areas and force democracies positioned between the U.S. and China to opt for unrealistic choices. She argues that democratic values should be approached as universalistic values beyond the clash of systems. Furthermore, democracies in Europe and Asia must continue to protect democracy and strengthen independent regional cooperation among budding democracies for the promotion and advocacy of democratic values.

To encourage a new multilateralism, Europe will need to gain credibility on hard security matters, the United States will need to reimagine how it deals with allies, and both will need to figure out when to let Middle East countries handle Middle East problems. Since the end of the Cold War, developments in the Middle East have frequently caused tension between the United States and Europe, from the 2003 invasion of Iraq to the Arab uprisings of 2011 and Washington’s 2018 decision to exit the Iran nuclear deal. Today, the Biden administration is reasserting its desire to reduce America’s regional footprint, even as its predecessors struggled to realize a similar goal. At the same time, the United States and Europe share an interest in a stable Middle East where governments keep energy supplies steady and contain threats posed by jihadism and mass refugee flows. For decades, an international order delivered security and prosperity to the Indo-Pacific. The order was based on U.S. military hegemony and alliances that preserved the strategic status quo and multilateral cooperation that enabled economic development and growth. That order is now under strain. The COVID-19 pandemic is challenging the order’s founding principles, prompting some regional states to limit their interdependency in certain sensitive sectors under the guise of supply chain resilience. The pandemic was not the first challenge to test the order; serious threats began to emerge over a decade ago, with the global financial crisis of 2008, and were sharply exacerbated by China’s economic rise and strategic revisionism, which threatens U.S. military and economic primacy and the territorial status quo. The United States, India, and like-minded middle-power partners from the Indo-Pacific and Europe have struggled to respond effectively. The other contributions in this series on navigating U.S.-China competition in the Indo-Pacific show how these states have sought to recover from the pandemic while also answering structural threats of revisionism and economic headwinds from decoupling, protectionism and changing integration patterns. Cutting across those specific policy issues are three overarching dilemmas that each state will be forced to resolve when making policy. How policymakers navigate these dilemmas will define the policy settings of their regional strategy.

This LSE IDEAS report assesses the likely impact of the new Biden administration on security and defence in the Black Sea, Balkan and Central European regions. The report finds grounds for optimism but also for managing expectations. President Biden's support for multilateral security approaches is likely to strengthen NATO and regional cooperation, particularly on Russia, but the region cannot expect to be the US' top priority. A return to values-based diplomacy under Biden, too, may put pressure on democratically-backsliding allies to whom his predecessor turned a blind eye.
