Abstract:
Even the most diligent news consumers, flooded with information, disinformation, and infotainment, miss key elements of the biggest stories. Journalists, pressed by deadlines and ever-shrinking resources — due to staff cuts and the elimination of foreign bureaus and even copy desks, for example — leave crucial gaps in coverage. The result is a dearth of the kinds of in-depth, well-rounded news and accountability journalism that the American public and their leaders depend on for decision-making in a democracy.

Abstract:
Democracy promotion emerged as a US foreign policy priority during the late 20th century, especially after the Cold War. Scarce resources, however, require policymakers to make difficult choices about which countries should receive democracy aid and which ones should not. Previous studies indicate that a variety of factors shape democracy aid allocations, including donor strategic interests and democratic openings within potential recipient states. Research has also shown that media coverage plays a significant role in these decisions. We model the conditional effects of media attention and regime shifts on US democracy aid decisions, controlling for other recipient and donor variables. We argue that these factors are contingent on the salience, in terms of broad interest profiles, of a particular country for policymakers. The donor’s overall level of interest in a potential recipient systematically shapes the effects of media attention on democracy assistance. Broadly speaking, low-interest conditions elevate the agenda-setting impact of media attention and regime conditions/shifts while high-interest conditions reduce that effect. To assess these contingent relationships, we examine US democracy aid from 1975-2010. Our results support our argument and present a more nuanced explanation of the relationship between the media’s agenda-setting role, recipient characteristics and donor interests.

Abstract:
Donald J. Trump, one of the 2016 US presidential candidates, is thought to have benefited from political fact-doctoring in his attempt to diminish his adversary's reputation using the post-truth phenomena. This research aimed to identify and analyze post-truth phenomena that infiltrated the political system, media, and the American people during Donald J. Trump's leadership. This study used a qualitative approach with a critical thinking analysis method. The findings found that individual rationality's post-truth disrupted and then directed to online information impulses, in which people tended to seek information that supported their own opinions, particularly on issues connected to Donald J. Trump's leadership in all sectors of policy, including irrelevant facts or reality and the use of language increasingly exploited by hyperbole without a clear basis reference.

14. How Did Left-Wing Print Culture Experiment with Capitalism?

Abstract:
While many avant-garde periodicals enthusiastically embraced various aspects of the booming post-WWI economy and technology of the core countries, their imagined readership remained the proletariat or “the masses.” Although the predominantly left-wing avant-garde outlets were overflowing with articles exploring the perspectives opened up by Fordism, Taylorism, standardization, and rationalization, not only did their intended working-class readership experience the everyday regime of “scientific management,” but many of them, especially Hungarian organized workers in the industrial centers of the East Coast, actively fought it. Adopting the approaches of periodical studies, book history, and the cultural history of social life, this presentation has a twofold ambition. First, to understand what kind of political economy was envisioned by the avant-garde journals of the 1920s, especially concerning their interpretation of the distinguishing characteristics of the capitalist economic order. Second, to explore how working-class readers—either trade unionist social democrats or revolutionary communists—understood, re-created, or performed some of the techniques promoted by avant-garde journals: using tactics like speaking choirs, “living journals,” political collages, and workers’ photography to critique that same economic reality of post-WWI capitalism. Through the study of hitherto largely unexplored primary sources, including avant-garde periodicals and leaflets, editorial material, secret police accounts, Comintern documents, and annotated pages of avant-garde and labor movement publications, this lecture investigates how the avant-garde radical imagination about capitalism resonated in the larger ecosystem of workers’ culture. It also explores the significant role of centers like New York City—a global hub of avant-garde periodicals, the heart of surging Fordist capitalism, and a battlefield for multi-ethnic organized workers, including a large number of Hungarian immigrants—played in the formation of a Hungarian-language counter-hegemonic public sphere.

Abstract:
An open democratic society is one that allows its members to access information from both inside and outside the country presenting a diversity of viewpoints, to freely express their own thoughts, and to involve themselves in free and fair national governance. The role of the media has traditionally been emphasized with regard to accessing information. Traditional media play an important role in shaping public opinion and in providing information that enables members of the public to participate actively and effectively in a democratic society (see Figure 1). Freedom of the press1 as guaranteed by Article 21 of the Constitution of Japan is also one of the core values of democracy.

16. Strange bedfellows on Xinjiang: The CCP, fringe media and US social media platforms

Abstract:
This report explores how the Chinese Communist Party (CCP), fringe media and pro-CCP online actors seek—sometimes in unison—to shape and influence international perceptions of the Chinese Government’s human rights abuses in Xinjiang, including through the amplification of disinformation. United States (US) based social media networks, including Twitter, Facebook and YouTube, along with Chinese-owned TikTok (owned by Chinese company ByteDance), are centre stage for this global effort. The Chinese Government continues to deny human rights abuses in Xinjiang despite a proliferation of credible evidence, including media reporting, independent research, testimonies and open-source data, that has revealed abuses including forced labour, mass detention, surveillance, sterilisation, cultural erasure and alleged genocide in the region. To distract from such human rights abuses, covert and overt online information campaigns have been deployed to portray positive narratives about the CCP’s domestic policies in the region, while also injecting disinformation into the global public discourse regarding Xinjiang. The report’s key findings: Since early 2020, there’s been a stark increase in the Chinese Government and state media’s use of US social media networks to push alternative narratives and disinformation about the situation in Xinjiang. Chinese state media accounts have been most successful in using Facebook to engage and reach an international audience. The CCP is using tactics including leveraging US social media platforms to criticise and smear Uyghur victims, journalists and researchers who work on this topic, as well as their organisations. We expect these efforts to escalate in 2021. Chinese Government officials and state media are increasingly amplifying content, including disinformation, produced by fringe media and conspiracist websites that are often sympathetic to the narrative positioning of authoritarian regimes. This amplifies the reach and influence of these sites in the Western media ecosystem. Senior officials from multilateral organisations, including the World Health Organization (WHO) and the United Nations (UN), have also played a role in sharing such content. The Xinjiang Audio-Video Publishing House, a publishing organisation owned by a regional government bureau and affiliated with the CCP’s United Front Work Department, has funded a marketing company to create videos depicting Uyghurs as supportive of the Chinese Government’s policies in Xinjiang. Those videos were then amplified on Twitter and YouTube by a network of inauthentic accounts. The Twitter accounts also retweeted and liked non-Xinjiang-related tweets by Chinese diplomatic officials and Chinese state-affiliated media in 2020.

17. The Dilemma of the Chinese Diaspora in the Decoupling Era

For a long time, the Chinese diaspora living in the US has played a critical role in building the bridge between China and the US, a role that had been appreciated by both the American and Chinese governments and businesses. But the increasing hostility between the two countries in recent times has undermined these efforts. The deepening tensions have been broadly covered by the media but there has been a lot less attention paid to how this has created perilous situation for many Chinese living in the US. Amid the rising nationalism in both countries, Chinese in the US are often looked at with suspicion, and some have been accused of spying for China. Meanwhile, Chinese immigrants are called “betrayers” of their motherland by fervent nationalists in China simply because they left the country. The ongoing COVID-19 pandemic adds to their stress level and makes every Chinese in the US vulnerable as anti-Asian hate crime surges. The speaker, who has been covering the Chinese diaspora in the US for more than two decades and is the author of the New York Times’ recently launched weekly newsletter “Overseas Chinese Journal,” will discuss the struggles of Chinese living in the US in today’s heated political climate, the pain of connecting to both countries but not being accepted by either, their dilemma of picking sides (or not) between the two nations and their confusion about race, nationality, roots, and identity in a decoupling era. She will also shed light on how the media coverage sometimes helps promote the misperceptions about the Chinese community. Rong Xiaoqing is the author of The New York Times’ weekly newsletter “Overseas Chinese Journal.” She is also a reporter for the Chinese language Sing Tao Daily in New York and an Alicia Patterson Fellow (2019). She writes for various English and Chinese language publications in the US and China. Her articles appeared in Foreign Policy, the National Review, The New York Times, the New York Daily News, the South China Morning Post, and China Newsweek, among others. Rong has won multiple awards from the Society of Professional Journalists, The Craig Newmark Graduate School of Journalism at CUNY, and New America Media. She was the first reporter from a non-English language media to win an award from the Deadline Club. She was a grant recipient of the Pulitzer Center on Crisis Reporting, the Fund for Investigative Journalism, and the California Health Endowment. Abstract:
As the world continues to recover from the devastating fallout of the COVID-19 pandemic, navigating the harms of misinformation and disinformation remain at the forefront of global conversations on paving the path forward. Preventing the dissemination of false information—particularly during a time where the ways in which we engage with information environments have fundamentally changed—is increasingly complex. Social media platforms have enabled users to not only engage with media but become distributors of it themselves. When coupled with bad actors, limited repercussions, and poor content regulation, social networks are easily weaponized. At all scales of governance misinformation and disinformation campaigns pose a multidimensional threat. In Myanmar and China, disinformation campaigns were leveraged to target minority groups, while in Central and Eastern Europe, they serve as the cornerstone of destabilizing operations between adversarial states. In yet another facet, countries like Turkey, China, Russia, and Iran have embraced digital authoritarianism and restrict policies on internet accessibility under the pretext of stemming the spread of “fake news.” This year’s issue seeks to shed light on the nature of these evolving threats from a variety of innovative and understudied perspectives. This issue explores the causes and effects of the spread of misinformation and disinformation throughout different parts of the world and will be timely for years to come given the ever-increasing role and breadth of new technologies infiltrating people’s everyday lives.

19. Slanted media does not increase police killings

Abstract:
To what extent do slanted media influence police perceptions and thereby their use of violent forces? We know that media bias affects many aspects of American life, such as perceptions of facts and views of politicians and policies. In this paper, we show that there is little evidence that slanted media influences police violence. To assess this relationship, we employ instrument variable estimation using the quasirandom positioning of FNC in the cable lineup as a source of exogenous variation in viewership. The evidence shows that increased exposure to FNC does not lead to more frequent police killings of Black people or people of other races. Our results suggest that slanted media coverage of crimes does not necessarily lead to fatal racial discrimination by police officers.

Abstract:
On Wednesday, September 1, Afghan media published pictures of a number of US Humvee tanks and military vehicles affiliated with the Afghan government, transported by an Iranian army truck from Afghanistan to Iran. This came in conjunction with the publication of pictures of US-made armored vehicles in Iran on another Afghan Telegram channel. The vehicles were in the possession of the dissolved Afghan government.
