Abstract:
In The Problem of Democracy: America, the Middle East, and the Rise and Fall of an Idea, author Shadi Hamid explores what he describes as the ‘democratic dilemma,’ the U.S. desire for democracy in theory but not in practice. Hamid cites the rise of Islamist parties during a wave of democratic elections across the Middle East, which he argues produced outcomes the U.S. was not intending, such as the empowerment of Hamas in Gaza following the 2006 Palestinian elections. Reviewing the lessons learned from the past two decades of U.S. policy in the Middle East, Hamid proposes ‘democratic minimalism’ as a new approach to democracy promotion. Instead of viewing democracy as a tool to usher in liberalism, economic development, and cultural progress, Hamid argues that democracy as an end in of itself should be prioritized over other liberal values. US Senator Ted Cruz recently called for Yemen’s Houthis to be added to the Foreign Terrorist Organization list—again. The Iran-backed Houthis, also known as Ansar Allah, were designated as terrorists by the Trump administration on January 19, 2021, criminalizing support of the group, but the designation was removed by the Biden administration the following month. Around the world, national terrorist group lists vary considerably, and change over time. Last fall, the UK government announced it would add Hamas to its terrorist list. Other countries, such as the United States, have long designated Hamas a terrorist group, while others, like Russia, have not. Why do some organizations end up on countries’ terrorist group lists? Why are some terrorist lists different than others?

The changing narratives and operations of al-Qaeda and its Pakistani ally, Tehreek-e-Taliban Pakistan (TTP), in recent years indicate that the anti-state jihadist war in Pakistan will not end with a U.S. withdrawal from Afghanistan in 2021 or thereafter (The News, March 1). Recent speeches by the TTP emir, Mufti Noor Wali Mehsud, to a coalition of senior TTP commanders on the future goals of the war in Pakistan is not the only piece of evidence signifying that this war will continue (Umar Media, August 18, 2020; Umar Media, December 15, 2020). Rather, history also shows this war still has a long way to go. Pakistani Islamists are widely believed to have originally supported al-Qaeda’s war against the Pakistani state due to post-9/11 changes in Pakistan’s foreign policy, which supported the U.S.-led invasion of Afghanistan that expelled the Taliban regime from Kabul. However, the anti-state jihadist war in Pakistan is deeply rooted in the pre-9/11 complexities of Pakistani politics, which culminated in Islamists enabling al-Qaeda operations within Pakistan immediately after 9/11. The war against the Pakistani government is so deeply entrenched that it will remain a challenge for the country even if the widely accepted jihad against the U.S. “infidel occupier” in Afghanistan and its allies, including Pakistan, is no longer a factor.

Abstract:
Major population movements have contributed to the transformation of the social and political landscape in Turkey. Political Islam and a resurgent nationalism are now among the primary factors in decision-shaping. National ambition is visibly shifting away from close association with/participation in the West, coloured by a visible revival of a particular view of its Ottoman past. The resulting domestic political dynamics are affecting the composition and traditional Western orientation of major state institutions, including the military. The above translate in a trend of distancing of the Turkish Republic from its partners of the last century and of difficult if not hostile relations with the US, the EU and some of its member-states, and other states in the region. The shift to a multi-polar world is contributing to this trend, fueling ambitions of the Government, but also of a significant part of the broader elite, for an increased role of Turkey as a regional power and on the global stage. The US and its allies, and the EU and its member-states must engage in a serious evaluation of Turkey’s transformation and its strategic orientation, which they have yet to do.

Abstract:
Growing anti-Western sentiments around the world are currently manifesting themselves through divergent ways ranging from peaceful resistance movements to various forms of political violence. In the Middle East, unlike the earlier partially secular and nationalist Cold War anti-Americanism, the current popular anti-Western political movements are heavily equipped with Islamism, which appears to be an all-inclusive ideology and political movement for almost all dissidents. This applies to Turkey as well, despite its relatively long history of secularisation. This research particularly aims therefore to discuss the role of nationalism and Islamism on anti-Western sentiments in Turkish foreign policy through the lens of neo-classical realism and a new, broader conceptual framework: The Western Question. The research examines the contours, contents, and consequences of the problem through comparing two cases, namely the Cyprus problem of the 1970s and the crisis with the West that has surfaced after Turkey’s involvement in the Syrian Civil War.
