61. Technology and Innovation Solutions Must Lead the Way to COVID-19 Recovery

Abstract:
The COVID-19 pandemic is disrupting the US and world economy with unprecedented speed and scope, drastically altering the daily experiences of millions of Americans. As private and public leaders in the US race to suppress the outbreak and begin reopening the economy, educators, employers, and service providers are seeking new or different ways of doing business to preserve learning, productivity, and well-being. Aided by US capitalism’s long history of boundary-pushing advancements in science and technology, the US response—ranging from tracking the virus’s spread to shifting commerce to virtual tools and platforms—will draw on rapid adoption, adaptation, or improvement of technologies as well as faster-paced innovation. Under pressure of the public health crisis, many organizations will accelerate technologies in their daily practice, advancing the timeline for cutting-edge business and social services. America is in a strong position to innovate to address this and future pandemics. However, it must also address the spotlight COVID-19 has shone on critical shortcomings with US technology, its accessibility, the regulations governing its application and use, and the privacy and public health trade-offs for policy makers and private sector leaders. As this report explains, policy makers and business leaders must address these critical shortcomings with new approaches including: Funding states and localities so all Americans have access to broadband during lockdowns to access services and distance learning; a “digital divide” that was problematic before the crisis is crucial during social and economic restrictions when even some basic services are provided only remotely; Changing regulations—some temporarily, others permanently—to support innovation and experimentation to address the immediate and potential future public health crises, including relaxing restrictions to speed vaccine development, expanding telemedicine, and improving monitoring and tracking of the outbreak; Removing unnecessary roadblocks to faster and more effective adoption of digital tools to improve remote work, medicine, and learning capabilities while protecting data privacy; and Replacing outdated public-sector IT systems to increase flexibility and reliability in providing relief and serving families and businesses. After this crisis, technological innovation will remain critical to the nation’s economic strength—ensuring that the US remains globally competitive and achieves prosperity. The US must use this moment as a turning point, not only to address the immediate crisis but to bolster its technology and innovation edge to compete globally and respond to unforeseen challenges and crises in the long term.

Thirty library, government, nonprofit, and business leaders convened at the historic Julia Ideson Library Building in Houston in November 2017 to explore opportunities for working more closely and more intentionally with Houston’s public libraries. The Houston Dialogue on Public Libraries highlighted the changing role of libraries in response to educational, economic, social, and technological changes in society and explored strategies for leveraging the resources and expertise of the Houston Public Library system to address critical needs for recovery and rebuilding in the wake of Hurricane Harvey.

63. Driving Growth and Innovation in the Food Industry: Lessons from the Automobile Industry’s CAFE Standards

Poor dietary patterns are the leading cause of noncommunicable disease in the U.S., and they are creating a significant burden on the economy and on quality of life. Diet-related disease is having a large impact on health outcomes among children and adults, leading to increasing healthcare costs, which has led to a focus on regulatory measures to curb the rising tide. Regulation has largely focused on the U.S. food system, as it provides low-cost, calorie-dense foods, which have been linked to a substantial increase in calories in the food supply and excessive calorie consumption. Substandard eating habits are linked to a number of health conditions, such as diabetes and obesity. Diabetes rates in the U.S. have more than tripled since 1970, and nearly 40 percent of adults are categorized as having obesity. The cost to the healthcare system is significant, and a myriad of health issues are linked to its pervasive spread in the country. Particularly concerning are increasing obesity rates among children, amidst continued public health interventions at the local, state, and national levels. Public health officials continue to advocate for additional regulation to shift dietary patterns. Policy efforts have ranged from voluntary commitments by the food industry to government-driven regulations such as taxes on sugar-sweetened beverages and package-labeling provisions. Most of the government regulatory approaches to date have been piecemeal, typically led by local government bodies and focusing on a specific type of food or beverage for taxation, or tending to address a particular component, such as food package labeling. For example, Berkeley, CA passed a sugar-sweetened beverage tax in 2014, and the FDA has mandated changes to food labels to increase transparency about calories and added sugars. This paper seeks to open the discussion on a broader policy approach to reduce excessive consumption of calories, sugars, saturated fats, and sodium, which are linked to conditions such as diabetes, obesity, cardiovascular disease, and certain cancers. It will do this by exploring Corporate Average Fuel Economy (CAFE) standards, an automobile industry “cap and trade” regulatory model.

Abstract:
The increasing importance of software has created an opportunity for the Department of Defense (DoD) to harness innovation through the acquisition and modification of adaptable systems that are 1) inherently multifunctional and 2) designed for continuous modification. Identifying an acquisition approach to these types of adaptable systems that are software-defined and hardware-intensive is particularly challenging from an acquisition perspective as these systems do not fall into typical acquisition phases that discretely differentiate between phases such as research & development and production. However, there are several existing enablers that, if adopted, can mitigate barriers to the acquisition of adaptable systems.

Abstract:
There is a growing concern in Washington that certain aspects of international scientific collaboration pose a risk to U.S. economic and national security, making it the latest front in rising U.S.-China competition. At the same time, the U.S. innovation ecosystem depends greatly on foreign scientists and partnerships with foreign research institutions. A well-calibrated strategy to manage these risks will maximize openness while protecting intellectual property, research integrity, and national security. These efforts should preserve the ability of the United States to attract top talent, including by maintaining a welcoming environment for foreign researchers, while improving domestic investment in science, technology, engineering, and math outcomes. This report outlines the vulnerabilities arising from foreign research collaboration, the risks of policy overreach, and recommendations to manage risks while maintaining scientific openness.

Abstract:
Few countries have embraced the vision of an AI-powered future as fervently as China. Unlike the United States, the Chinese government is dedicating significant resources and attention to AI development and creating a supportive policy environment to facilitate innovation and experimentation and proactively manage risk. However, numerous misconceptions and competing narratives around China’s innovation economy have made it difficult for U.S. policymakers to understand the AI ecosystem in China and its links to AI innovation in the United States. This report seeks to improve this understanding by examining China’s progress toward achieving its four strategic goals. We find that while China’s progress towards AI leadership remains uneven, its commitment to building domestic innovation capacity could allow the country to become a world-leading AI power in the coming decades. China’s progress in AI can complement and accelerate U.S. AI development, and policymakers should avoid responding to China’s advances with counterproductive policies that undermine the U.S. innovative capacity to little or no gain. Instead, the United States should focus on developing a positive agenda for driving its own AI development.

For decades, US multinational corporations (MNCs) conducted nearly all their research and development (R&D) within the United States. Their focus on R&D at home helped establish the United States as the unrivaled leader of innovation and technology advances in the world economy. Since the late 1990s, however, the amount of R&D conducted overseas by US MNCs has grown nearly fourfold and its geographic distribution has expanded from a few advanced industrial countries to many parts of the developing world, creating an innovation system that spans the globe. Like many aspects of globalization, including the offshoring of manufacturing over recent decades, the globalization of R&D raises concerns about US competitiveness and loss of technological leadership. At the same time, the spreading geographic location of innovation presents opportunities for US-based companies if the right policies are adopted to seize them. The research presented in this Policy Brief demonstrates that US innovators continue to remain involved in important ways in US MNCs' global R&D activities, and fears of a hollowing out of US capacity to innovate—based probably on previous fears about the hollowing out of US-based manufacturing—may be overstated. Indeed, the large and growing pool of highly educated scientists and engineers in the developing world could increase the rate of global productivity growth, to the advantage of US-based companies and the world in general. The authors conclude that a productive way to capitalize on the globalization of MNC R&D is not to oppose it but to combine emerging-market talent with MNC experience so that innovation can flourish to improve global living standards and fuel economic progress.

68. Bridging the divide: new evidence about firms and digitalisation

Using new evidence on the digitalisation activities of firms in the European Union and the United States, we document a trend towards digital polarisation based on firms’ use of the latest digital technologies and their plans for future investment in digitalisation. A substantial share of firms are not implementing any state-of-the-art digital technologies and do not have plans to invest in digitalisation. However, there is also a substantial share of firms that are already partially or even fully implementing state-of-the-art digital technologies in their businesses and that plan to further increase their digitalisation investments. Small Manufacturing firms and old small firms in services are significantly more likely to be and remain non-active in terms of digitalisation. Our results do not provide any evidence that EU firms are more likely than their US counterparts to be stuck on the wrong side of the digitalisation divide. Taking into account firm size and firm age, there are no significant differences between the EU and the US in terms of having more or fewer persistently non-digital firms. As persistently digitally-inactive firms are also less likely to be innovative, to add employees or to command higher mark-ups, it is important for policymaking to remove barriers that trap these firms in persistent digital inactivity. Lack of access to finance is a major barrier for EU firms compared to their US counterparts, particularly for the EU’s persistently non-digital firms, and especially for older, smaller companies in services. Improving their access to finance might therefore go a long way towards addressing the corporate digitalisation divide in the EU.

69. Innovation and National Security: Keeping Our Edge

The United States leads the world in innovation, research, and technology development. Since World War II, the new markets, industries, companies, and military capabilities that emerged from the country’s science and technology commitment have combined to make the United States the most secure and economically prosperous nation on earth. This seventy-year strength arose from the expansion of economic opportunities at home through substantial investments in education and infrastructure, unmatched innovation and talent ecosystems, and the opportunities and competition created by the opening of new markets and the global expansion of trade. It was also forged in the fire of threat: It was formed and tested in military conflicts from the Cold War to the war in Afghanistan, in technological leadership lost and regained during competition with Japan in the 1980s, and in the internal cultural conflicts over the role of scientists in aiding the Pentagon during the Vietnam War. Confronted with a threat to national security or economic competitiveness, the United States responded. So must it once again. This time there is no Sputnik satellite circling the earth to catalyze a response, but the United States faces a convergence of forces that equally threaten its economic and national security. First, the pace of innovation globally has accelerated, and it is more disruptive and transformative to industries, economies, and societies. Second, many advanced technologies necessary for national security are developed in the private sector by firms that design and build them via complex supply chains that span the globe; these technologies are then deployed in global markets. The capacities and vulnerabilities of the manufacturing base are far more complex than in previous eras, and the ability of the U.S. Department of Defense (DOD) to control manufacturing-base activity using traditional policy means has been greatly reduced. Third, China, now the world’s second-largest economy, is both a U.S. economic partner and a strategic competitor, and it constitutes a different type of challenger.1 Tightly interconnected with the United States, China is launching government-led investments, increasing its numbers of science and engineering graduates, and mobilizing large pools of data and global technology companies in pursuit of ambitious economic and strategic goals. The United States has had a time-tested playbook for technological competition. It invests in basic research and development (R&D), making discoveries that radically change understanding of existing scientific concepts and serve as springs for later-stage development activities in private industry and government. It trains and nurtures science, technology, engineering, and mathematics (STEM) talent at home, and it attracts and retains the world’s best students and practitioners. It wins new markets abroad and links emerging technology ecosystems to domestic innovations through trade relationships and alliances. And it converts new technological advances into military capabilities faster than its potential adversaries Erosion in the country’s leadership in any of these steps that drive and diffuse technological advances would warrant a powerful reply. However, the United States faces a critical inflection point in all of them. There is a great deal of talk among policymakers, especially in the Defense Department, about the importance of innovation, but the rhetoric does not translate fast enough into changes that matter. The Task Force believes that the government and the private sector must undertake a comprehensive and urgent response to this challenge over the next five years. Failure to do so will mean a future in which other countries reap the lion’s share of the benefits of technological development, rivals strengthen their militaries and threaten U.S. security interests, and new innovation centers replace the United States as the source of original ideas and inspiration for the world.

Given that much of the global leadership in value creation over the past couple of decades has been driven by the Silicon Valley model – not only a geographic region but a distinct ecosystem of complementary characteristics – the basic question this paper asks is how far Japan’s Abenomics reforms are pushing Japan towards being able to compete in an era dominated by Silicon Valley firms. To answer this, the first section of this paper looks at content of the third arrow of Abenomics. The second section then distills the Silicon Valley ecosystem into its key characteristics, sorts each of these characteristics according to the underlying institutions to put forth a model, and briefly evaluates whether third arrow reforms move Japan closer to a Silicon Valley model of entrepreneurship and innovation.
