241. Reconsidering the Greater Europe Concept in the Context of the Ukrainian Crisis

Abstract:
The Ukrainian Storm of 2013-2014 pushed the world dangerously close to Cold War. The coup and the bloodshed which swept the country were caused by the refusal of the Yanukovich regime to draw closer to the EU no matter what rather than by the fairly acute social, economic and political disagreements inside the country. The consecutive packages of anti-Russian sanctions imposed by the European Union and coordinated, to a great extent, with the U.S. and several other non-european allies look very logical in the context of the stalled dialogue between the two key European players. it was in 2012-2013 that many of the expert community recognized an absence of a more or less noticeable progress in moving toward a visa-free regime between the EU and Russia and in settling other important bilateral issues for what it really was: the EU’s unwillingness to develop equal partnership with Russia rather than technical discrepancies (according to Brussels). Its attention was riveted to the Eastern Partnership program designed, among other things, to detach CIS countries from Russia and draw new dividing lines in Europe.

Abstract:
The system of international relations and the world order are being “tested by Ukraine,” the situation in which Russia’s relations with East Asia are not an exception but a confirmation of the process and an illustration of it. The U.S. Administration resolved to isolate Russia from the rest of the world urged the EU, the rest of the continent and also the East Asian and APR countries to introduce anti-Russian sanctions. In July 2014, at the height of the scandal around the Malaysian “Boeing” shot down over Eastern Ukraine, Peter Harrell, Deputy Assistant Secretary for Counter Threat Finance and Sanctions, travelled far and wide across the region to persuade top officials and leaders of the business communities to side with the United States.

243. Pioneers of a European Diplomatic System: EU Delegations in Moscow and Washington

Abstract:
Since December 2009, the European Union has been represented abroad by more than 130 delegations, which are an integral part of the new European External Action Service (EEAS). This paper explores the performance and potential of the delegations in contributing to a common EU foreign policy. The delegations have to strike the right balance between performing the functions of traditional diplomatic missions, while also representing the EU as a political entity that is more than an international organization, but less than a state. The delegations act as a bridge between nascent EU diplomacy and the national diplomacies of the member states. They are also microcosms that gather together under one roof different elements of the EU’s external relations, ranging from the Common Foreign and Security Policy to trade and aid, energy and migration. The delegations have been rather successful in their three main tasks: representing the Union towards third countries, coordinating and providing services to the member states, and contributing to EU policy-making. This paper focuses on two key locations, Moscow and Washington, where the delegations are becoming visible diplomatic actors providing added value to member states as well as EU institutions. The authors argue that, following on from an early albeit cautious success, the delegations should take a stronger role in providing input into EU policy-making, promoting European interests abroad, and advancing consensus among member states’ representatives in the field. The EEAS headquarters should build a stronger link to the delegations, through more active political steering and by endeavouring to make more systematic use of the work on the ground.

244. EU Privacy Regulation: Implications for U.S. and EI Law Enforcement

Abstract:
In January 2012, the European Commission released drafts of two new pieces of legislation that would provide more stringent and more uniform regulation to the processing of electronic data relating to EU citizens. The proposed General Data Protection Regulation would govern the processing of data for general purposes, while the proposed Criminal Justice Directive would govern data processed in the specific context of criminal investigations. The Data Protection Regulation has proven controversial because of the significant number of requirements it imposes on private data processors, including requirements that the processor notify a consumer when her data is shared with a third party, and requirements that processors respect a number of new individual rights, such as the right of a consumer to request that her data be deleted (a.k.a. “the right to be forgotten”). Furthermore, the Regulation would mandate that many non-EU corporations would need to comply with its requirements when processing the data of EU citizens, or face harsh penalties. This memo summarizes the existing EU data protection regime, analyzes the changes proposed by the new Data Protection Regulation and Criminal Justice Directive, and explores the implications of this new legislation for U.S. criminal and national security investigations. We arrive at three main conclusions

245. Get "Smart": Paving the Way To A More Efficient Alliance

Abstract:
NATO Secretary General Anders Fogh Rasmussen's concept of Smart Defense, defined as "ensuring greater security, for less money, by working together with more flexibility," will be a hot topic at the NATO Summit in Chicago. The Secretary General has stressed that to successfully maintain its strength amid shrinking defense budgets and economic austerity, NATO "must prioritize... must specialize... and must seek multinational solutions." The European Union, much of its membership overlapping with NATO, has endeavored to accomplish a similar task through pooling and sharing, but concerns over sovereignty have severely limited progress. This policy memo provides several recommendations on how NATO can overcome this roadblock to secure state participation in the Smart Defense initiative. As military cooperation remains a sensitive issue, the success of Smart Defense will depend on how well NATO packages and markets these projects. NATO leadership must prove Smart Defense’s utility and dynamism while demonstrating the financial and strategic benefits to be gained by swift and comprehensive implementation. In order to create attractive projects, NATO will have to focus on four policy areas: 1) rework its structure to facilitate a more cooperative environment, 2) provide mechanisms to ensure efficiency, 3) stimulate and secure connections between like-minded states, and 4) find creative ways to include non-NATO actors in Smart Defense projects. It is through these initiatives that Smart Defense’s prospects for success can be raised; a success which is vital if NATO is to become the more efficient and interoperable alliance that its members need.

Abstract:
This article aims to clarify how the level of defence expenditures affected security poli- cy in the post-World War II Europe and the United States till the present day. We first analyze theoretically the issue of a nation’s power through its defence outlays. We then proceed to the examination of how security policy was formulated during Cold War and afterwards for both Europe and the United States through their defence ex- penditures. By comparing European to United States defence budgets ceilings we found that the European military capabilities are undermined by the low level of the defence budget which is provided by the European Union member states as a whole, as well as by the lack of homogeneity in military means. By contrast, we noticed that the historically large US defence expenditures were one of the major reasons for the US global hegemony during Cold war and afterwards. We also examine the implica- tions that defence expenditures have on military industry, macroeconomic perfor- mance and geopolitics and the correlation that arises among them.

When one has the opportunity to visit the heart of Anatolia, it is often an eye-opener. While we may read about developments in Turkey, it is quite different to absorb with all of your senses the numerous signs of a flourishing, vibrant, growing, modernizing Democracy. As such, Turkey is more important to U.S. foreign and security policy than ever before. Turkey can act as a strategic bridge along multiple azimuths. Turkey can also become a greater stakeholder and can act as a stabilizer, persuader, facilitator, mediator, as well as an example, as the global community struggles to cope with the challenges and opportunities presented by the new, emerging post-Cold-War strategic landscape. In this article I will touch on three topics: First, I will offer a brief assessment of where Turkey’s bilateral relations with the European Union and the United States stand from a U.S. point of view; next, I will describe three major strategic challenges that I believe Turkey, the European Union and the United States face in the Greater Middle East; and finally, I will attempt to analyze where the opportunities for and challenges to cooperation between Turkey, the European Union and the United States lie, given where bilateral relations stand and the challenges facing them.

Abstract:
The 2012 US presidential elections had Europe on its toes, hoping that US citizens chose a candidate that would surely win if the rest of the world had a vote. But Bosnians had little to go on, they’ve only known Obama to be the hands off sort, leaving the region to the expertise of Biden and Clinton and their deputies. It is hard for Bosnians to know what the election results would mean if Romney were elected. The European Union was largely absent from presidential discussions, so why would the Balkan region and enlargement countries be a topic of discussion? Regional policy has been an exercise in cooperation with the European Union, taking a backseat to the Accession process and contributing with aid and missions that focus on assisting Bosnia and Herzegovina in fulfilling NATO accession conditions. As a result, the US gets to play good cop, while the EU works, so far fruitlessly, to tackle corruption, constitutional reform and other hot button topics that cast the EU as bad cop. The appointment of the next US Secretary of State is the latest topic of conversation making headlines in the US. However, US-Bosnian relations and their engagement in the region is unlikely to see any major changes. Either way, the US may decide that it better serve Bosnians and its constituents at home by losing the good cop act and put tangible pressure on politicians.

Abstract:
Turkey and the USA have been strategic allies since declaration of Truman Doctrine in 1947. This strategic partnership got worse due to the USA‘s politics towards Middle East after 9-11 tragedy and Turkey’s new changing domestic political situation through AKP in 2002. Specifically, 2003 Iraq crisis was milestone to decline the relationship between Turkey and the USA. In spite of deterioration of relationship, Turkey and the USA had to overcome this problem due to security, foreign, and economic concerns of both countries, and the process have advanced as expected. In this article, the US-Turkey relationship will be examined in the contexts of recent Iraq crisis, Turkey’s new approach to foreign policy, NATO, war on terrorism, European Union, and economic concerns in order to comprehend the new era of Turkey-US strategic partnership.

Abstract:
At the last quarter of 20th century, Cold War ended and technological advances in general with significant progresses in communication in particular have generated the phenomenon of globalization. The developments in financial markets and in real economy not only spread through geographical boundaries of nation states but also influence economic, technologic, and socio-cultural spheres decisively. National and international spaces as well as local and global domains are increasingly intertwined. Further beyond the interdependencies among states there are emerging new fields of cooperation and of common interests between societies. Democratic values and awareness on human rights are becoming universally shared norms as their applications expand conspicuously. Pluralist democratic regimes that respect human rights and that achieve a just income distribution provide better welfare systems for their publics. These regimes, in the long term, contribute stability and peace at domestic, regional and international levels. Accordingly, geopolitical weight of the states maintaining such regimes increases.
