Abstract:: El artículo hace un recorrido histórico para conocer cuál ha sido el papel de Venezuela en el marco de las relaciones chino-estadounidenses, especialmente los cambios ocurridos a partir de 1999 con los gobiernos de Hugo Chávez y Nicolás Maduro. Acorde con lo descrito por la abundante bibliografía sobre el tema, se constata que se ha producido un cambio de roles en el que China progresivamente ha ido ocupando en Venezuela el espacio comercial preferente que tradicionalmente había ostentado Estados Unidos desde el restablecimiento de la Democracia en 1958. A través de un análisis informativo utilizando como fuente un grupo de textos periodísticos publicados en los seis principales diarios de circulación nacional editados en España, se valora cómo la invasión rusa a Ucrania promueve un todavía incipiente deshielo en el curso de las sanciones impuestas por Washington a la industria petrolera venezolana.

Abstract:: This paper assesses the effects of US-China political tensions on the oil market. Relying on a quantitative measure of these relationships, we investigate how their dynamics impact oil demand, supply, and prices over various periods, starting from 1971 to 2019. To this end, we estimate a structural vector autoregressive model as well as local projections and show that political tensions between the two countries pull down oil demand and raise supply at medium- and long-run horizons. Overall, our findings show that conflicting relationships between these two major players in the oil market may have crucial impacts, such as the development of new strategic partnerships.

Abstract:: Economic sociologists have rarely studied organizational reasons why market design pro- cesses fail. Drawing on the organizational literature on mistakes and accidents, the paper identifies such reasons for a fatal design decision during the creation of California’s first electricity markets. Designers proposed weak oversight structures even though their mod- els called for active and permanent regulatory control. Sellers like Enron could therefore manipulate the market without fear of detection, prolonging the western energy crisis. A process of “structural abstraction” explains this mistake. Designers were split into three groups that worked in different divisions and relied on local frames to understand the over- sight requirements. Each group missed information the others were aware of and arrived at the conclusion that minimal oversight would suffice. Higher levels of the hierarchy should have discovered and resolved these discrepancies. However, these levels considered the is- sue at a higher level of abstraction. Such structural abstraction made room for ambiguities that obscured the local disagreements.
