Abstract:
The size and scope of U.S.-Philippine economic cooperation is well documented; however, the quantitative and qualitative impacts on the Philippines are poorly understood. Without comprehensive, accurate, and easily accessible data on U.S. investments and their effects in the Philippines, malign actors may promote false or harmful narratives, thereby weakening public support for the U.S.-Philippine alliance. It is crucial for the United States to improve public awareness and understanding of its economic and investment activities in the Philippines.

Abstract:
The Joe Biden and Yoon Suk-yeol administrations have embraced the expansion of economic cooperation within the US-ROK alliance, leading to the emergence of South Korea as a valued technology partner of the United States and an era of institutionalization for the bilateral relationship. This issue of Korea Policy examines the commitments of the two governments to cooperate on the development of critical and emerging technologies and is intended to capture major changes in the depth of cooperation reflected in the intensification and expansion of policy dialogues between the two countries in both technology development and the defense industrial base. Major themes highlighted across the papers include challenges to maintaining a technology-centered coalition among like-minded partners, the impact of political transition on the sustainability of technology-driven cooperation, the role of the private sector, and the implications of expanding the concept of an alliance beyond its core security-centered logic. As the alliance management baton passes from the Biden to the Donald Trump administration, an important question will be whether the Biden administration’s efforts to “lock in” institutionalized cooperation are sustainable through the political transition and whether such efforts will only be successful with “buy-in” from President Trump and his new administration.

Chinese President Xi Jinping, on March 20, 2023, arrived in Moscow on a three-day state visit to meet Russian President Vladimir Putin, drawing harsh criticism from the West. Western countries consider the visit as explicit support to the Russian leader. During the visit, China and Russia signed numerous agreements to show their willingness to reinforce their bilateral relations.

In 2022, Europe and the U.S. marked the 75th anniversary of the Marshall Plan, and this year is the 20th anniversary of a permanent Paris exhibit that documents its achievements. When I was posted to Paris as the Public Affairs Officer from 2002 to 2006, the public affairs offices (except for the press section), along with the consular affairs services, were in the Hôtel de Talleyrand facing the Place de la Concorde, about a block from the main U.S. embassy building. The Talleyrand, as we called it, gave visitors easier access for these more public functions of the embassy. Running back and forth to meetings at the embassy was a small price to pay for offices overlooking the majestic Concorde. In 2003, the Talleyrand marked a new milestone. Following initial restorations of the Talleyrand’s State Apartment rooms, the embassy invited representatives of the Marshall Plan’s participating nations and restoration sponsors to celebrate the opening of the George C. Marshall Center and its permanent exhibit, “The Marshall Plan: The Vision of a Family of Nations,” created by French and American historians and curators to memorialize the project that revitalized Europe after the devastation of World War II. The Talleyrand has an illustrious history dating from the 18th century and a no-less- illustrious list of inhabitants that included the building’s namesake today, Charles-Maurice de Talleyrand-Périgord, and the Rothschild family, who made the Talleyrand their home until the German occupation of Paris. The “hôtel particulier” (private urban mansion) lived through an evolving history of changes, including its own salvation when only quick action by the Allied forces saved the Place de la Concorde and surrounding buildings from Hitler’s order to destroy Paris.

The Middle East Institute (MEI) was pleased to host a roundtable with the U.S. State Department's Special Representative for Commercial and Business Affairs, Dilawar Syed, moderated by Paul Salem, President & CEO with Randa Slim, Senior Fellow and Director, Conflict Resolution & Track II Dialogues Program. SR Syed had recently returned from a delegation trip to Baghdad with the U.S.-Iraq Business Council (USIBC). In this roundtable, he briefed a private sector and policy audience about his findings. During his visit, he held high level bilateral meetings with senior Iraqi officials, including Prime Minister Al-Sudani. SR Syed also met with the Speaker of the Iraqi Council of Representatives, many of the Council of Representatives Iraq (COR) committees, and Iraqi entrepreneurs. SR Syed also spoke to opportunities and challenges for U.S. businesses in Iraq at large, responding to questions such as: Which economic sectors show the most promise for US-Iraqi economic cooperation in the short-, medium-, and long-term? What are the biggest challenges facing Iraq's economy and potential business partnerships with US companies? What were some of the private sector delegates impressions of Iraq today, and the economic opportunities available to US businesses? From this administration's perspective, how important (or high-priority) is our relationship with Iraq and what is the strategic rationale for improved and integrated economic cooperation? Looking past the delegation, how does the State Department intend to continue promoting active private sector partnerships? How do your Iraqi counterparts understand their relationship with the US, what are their hopes and fears as we look towards the future of this relationship, both economic and otherwise?

6. Heyday of Asian Regionalism? The Implications of the Regional Comprehensive Economic Partnership for the United States

Abstract:
This paper analyses the implications of the entry into force of the Regional Comprehensive Economic Partnership (RCEP) for the United States (US). Traditionally, trade policy has been central to the United States’ aim to position itself as a Pacific power and architect of the evolving regional economic architecture. Over the years, however, US trade strategy has evolved in distinct ways: from an emphasis on bilateral trade negotiations and open regionalism (in the Asia-Pacific Economic Cooperation [APEC] forum) to the pursuit of a high-standard transregional trade agreement (in the Trans-Pacific Partnership [TPP]); and more recently under the Trump administration the pursuit of unilateralism and the resort to tariffs as a form of leverage vis-à-vis competitors (China) and partners (allies in Europe and Asia) alike. When the RCEP negotiations launched, there was little concern in US policymaking circles that the emerging trade grouping in Asia could be disadvantageous for the US given that the TPP project was an effective vehicle to advance the US vision for quality economic integration and to cement its position in the dynamic Asian region. However, the US withdrawal from the TPP and the successful conclusion of the RCEP talks (even with the absence of India) have changed that calculus. This paper identifies three main implications of RCEP for the United States at this juncture: growing marginalisation from intra-Asian trade, diminished rulemaking capabilities as alternative standards disseminate widely in the region, and lessened diplomatic clout as the United States struggles to incorporate trade liberalisation into its Asia policy. A fourth possible consequence – a renewed interest in joining the Comprehensive and Progressive for Trans-Pacific Partnership – has not materialised. Instead, the Biden administration is developing an Indo-Pacific Economic Framework that will not include market access negotiations but will focus instead on issues such as supply chain resilience, infrastructure, and the digital economy. The ability of the United States to offer a compelling plan of economic engagement with the region is in question, raising the spectre of marginalisation whilst Asian regionalism makes strides.

Abstract:
Few would dispute that U.S. economic policy has enormous consequences for America’s national security and role in the world. But economic policy is too often made without a clear picture of the strategic tradeoffs it entails. The purpose of this paper is to help clarify some of these tradeoffs by considering three alternative models of U.S. economic statecraft. The first model examined here, America First, has several national security and economic disadvantages. It would not only antagonize some of Washington’s key military allies but probably also undermine U.S. international competitiveness. It might even induce countries to turn their economic attention toward China, reducing the United States’ global influence accordingly. A better approach would be a blend of two other models, namely alliance economics and globalization 2.0. Together these approaches could help orient the United States for the geopolitical challenges of the next decade. By emphasizing commercial relations with U.S. military allies, such a blend would recall Article 2 of the North Atlantic Treaty, which calls for international economic cooperation among NATO member states. And by leading a reformed multilateral system, the United States would again put itself at the center of the rules-based global economic order that brought prosperity to millions.

Abstract:
While other countries have ramped up their economic engagement with Africa via trade, investments, and private sector financing, the United States has remained, for the most part, disengaged. Though decades-long U.S. government initiatives in Africa are indicative of longstanding relations, the reality is that these initiatives have not been enough for the United States to compete in the changing development landscape. On December 13, 2018, the Trump administration launched the Prosper Africa initiative, which seeks to open markets for American businesses, grow Africa’s middle class, promote youth employment opportunities, improve the business climate, and enable the United States to compete with China and other nations who have business interests in Africa. This short report discusses some of the challenges and opportunities for U.S. engagement with the continent and presents a series of recommendations for the policymakers driving the Prosper Africa initiative forward.
