Abstract:
Born into a “formerly untouchable manual-scavenging family in small-town India,” Yashica Dutt was taught from a young age to not appear “Dalit looking.” Although prejudice against Dalits, who compose 25% of the population, has been illegal since 1950, caste-ism in India is alive and well. Blending her personal history with extensive research and reporting, Dutt provides an incriminating analysis of caste’s influence in India over everything from entertainment to judicial systems and how this discrimination has carried over to US institutions.

Abstract:
Millions of Venezuelans have fled their country in hopes for a better future outside the political and financial turmoil in their home country. This paper examines the self-reported needs of Venezuelans in the United States and Colombia. Specifically, it looks at perceived discrimination in each country and its effect on the service needs of Venezuelan immigrants. The authors used data from a larger project conducted in October to November 2017 to perform a qualitative content analysis on the specific services that participants and others like them would need following immigration. The sample consisted of 647 Venezuelan immigrant adults who had migrated to the United States (n = 342) or Colombia (n = 305). Its findings indicate statistically significant differences between the two countries. Venezuelan immigrants in the United States were more likely to identity mental health and educational service needs, while those in Colombia were more likely to list access to healthcare, help finding jobs, and food assistance. When looking at perceived discrimination, means scores for discrimination were significantly greater for participants who indicated needing housing services, who indicated needing assistance enrolling children in school and who indicated needing food assistance, compared to participants who did not list those needs. Venezuelans who had experienced greater negative context of reception were less likely to indicate needing mental health services, where 11.9 percent of those who did not perceive a negative context of reception responded that they needed mental health services. Evaluating existing service networks will be essential in working to bridge the gap between the services provided to and requested by Venezuelans. Collaboration between diverse government actors, community-based organizations (CBOs) and other stakeholders can help identify gaps in existing service networks. CBOs can also facilitate communication between Venezuelan immigrants and their new communities, on the need to invest in necessary services.

Elise Stefanik is a Republican congresswoman from New York. Initially entering politics as a moderate, Stefanik has rebranded herself and become a staunch supporter and defender of President-elect Donald Trump. She has a history of propagating anti-Palestinian narratives, and has supported legislation targeting pro-Palestinian voices. She has also allied with organizations known for promoting Islamophobic and anti-Palestinian views, and has called for defunding entities like UNRWA, labeling it as a “terrorist front.” In 2024, President-elect Trump selected Stefanik to serve as the US Ambassador to the UN.

4. The Incidence, Costs, and Correlates of High-Cost, High-Risk Consumer Credit Among Black and Latino Households

Abstract:
Black and Latino households regularly have a lot less wealth than white households. Many people of color, mainly Black and Latino households, also often have to resort to more costly and risky debt than is the case for white households. We present data from FINRA’s nationally representative 2021 Financial Capability Survey on the distribution of various forms of household credit by race and ethnicity. The data show that incidences of high-cost, high-risk consumer credit is higher among Black and Latino households than among white households. Loan denials, credit market discrimination and credit steering all factors likely contributing to this greater incidence. Further, the costs associated with those forms of credit are also higher for Black and Latino households than they are for white households, even within the same types of credit. Finally, these forms of credit correlate with lower savings, especially among Black and Latino households. The results indicate that the more widespread incidence of consumer credit among Black and Latino households likely contributes to the persistence of the racial wealth gap.

Abstract:
The Frank Melville Supportive Housing Investment Act of 2010 created a federal program to advance community living for people with disabilities. [1] This program’s enactment followed the Supreme Court’s 1999 ruling in Olmstead v. L.C. which categorized unnecessary institutionalization and segregated living of people with disabilities as discriminatory. In the intervening years, amid the continued fallout of the Great Recession, the COVID-19 pandemic, and an ever-challenged affordable housing stock, it is prudent to evaluate the Melville Act’s effectiveness in achieving its goals from a national and programmatic perspective. We find that while the Melville Act successfully promoted mixed community living on a programmatic scale, it lacked a national-level impact due to under-resourcing, was not as cost-effective as predicted, and recipients were less satisfied with their housing than other programs. We recommend that actors in the policy design process advocate for the allocation of more resources to public housing programs with community living for people with disabilities and incorporate the principles of the “Nothing About Us Without Us” movement into the policy development and implementation process. Abstract:
The 1965 Voting Rights Act (VRA) paved the road to Black empowerment. How did southern whites respond? Leveraging newly digitized data on county-level voter registration rates by race between 1956 and 1980, and exploiting pre-determined variation in exposure to the federal intervention, we document that the VRA increases both Black and white political participation. Consistent with the VRA triggering counter mobilization, the surge in white registrations is concentrated where Black political empowerment is more tangible and salient due to the election of African Americans in county commissions. Additional analysis suggests that the VRA has long-lasting negative effects on whites’ racial attitudes.

Abstract:
We provide evidence that Hispanic citizens receive significantly longer sentences than non-Hispanic citizens in the Federal Criminal Justice System in the United States when a higher number of illegal aliens are apprehended along the southwest border. Apprehensions can increase the salience of Hispanic ethnic identity, which is associated with persistent negative stereotypes, and can also deteriorate attitudes toward Hispanics. We rule out concerns that apprehensions might convey legally relevant information to judges. Thus, we provide direct evidence for time-varying discrimination toward Hispanic defendants. Our estimated effect is only at play for defendants without a heavy previous criminal record.

Abstract:
Thus far in reporting the findings of our project “Fifty Years After: Black Employment in the United States Under the Equal Employment Opportunity Commission,” our analysis of what has happened to African American employment over the past half century has documented the importance of manufacturing employment to the upward socioeconomic mobility of Blacks in the 1960s and 1970s and the devastating impact of rationalization—the permanent elimination of blue-collar employment—on their socioeconomic mobility in the 1980s and beyond. The upward mobility of Blacks in the earlier decades was based on the Old Economy business model (OEBM) with its characteristic “career-with-one-company” (CWOC) employment relations. At its launching in 1965, the policy approach of the Equal Employment Opportunity Commission assumed the existence of CWOC, providing corporate employees, Blacks included, with a potential path for upward socioeconomic mobility over the course of their working lives by gaining access to productive opportunities and higher pay through stable employment within companies. It was through these internal employment structures that Blacks could potentially overcome barriers to the long legacy of job and pay discrimination

Abstract:
The United States’ innovative spirit rests on a complex network of economic rules favoring market-based competition, predictable legal arrangements for patenting and securing intellectual property, and incentives for investors. It also relies on a robust university system that provides the requisite educational training and facilities to carry out research and development (R&D). Maintaining this network fundamentally requires a focus on early education, especially in science, technology, engineering, and mathematics (STEM). A more inclusive innovation economy also demands greater attention to communities of color, who are often poorly connected to the innovation economy; women, who are underrepresented in the innovation economy; and those in regions that do not yet share in the prosperity of the United States’ innovation clusters. To build a more inclusive innovation-based economy, policymakers should foster equitable access to early childhood STEM education. They should encourage the expansion of technology transfer programs across universities and colleges, including historically Black colleges and universities (HBCUs), and connect them to their regions’ economic growth. Policymakers, academia, and industry leaders should also encourage minorities and women to participate in the patenting and venture systems that support the innovation economy. Renewing American innovation means making opportunity as universal as the talent that seeks it.

10. 475,106 Mistakes: The Cost of Erroneous Parking Tickets

Abstract:
In this report we analyze nearly 3.6 million parking tickets issued in Chicago between August 2012 and May 2018 where complying with parking restrictions depended on time, weather, and location restrictions and identified that more than one in eight tickets (13.2%) were issued in error. Erroneous tickets served as a $35.5 million dividend for the City of Chicago during the six years the analysis covered. The 475,106 erroneous tickets we identified in this period generated more than $27.5 million in revenue. Furthermore, only 7% of tickets written under false pretenses are contested, and nine of the 10 community areas with the lowest appeal rates are majority Latinx. More than 20% of inaccurate tickets are subject to late penalties and majority Black community areas represent the 20 community areas with the highest percentage of late penalties tied to flawed tickets. While paying a ticket or taking the time to contest it may be minor inconveniences for some, these erroneous parking tickets amplify the vulnerability of those already vulnerable.
