51. Raising the Minimum: Explaining China’s Nuclear Buildup

Abstract:
China’s nuclear buildup, consisting of new ICBMs, submarine-launched weapons, a new generation of strategic bombers, and advances in hypersonic weapons, implies a significant recalibration of Beijing’s traditional “minimum deterrence” strategy. Beijing deliberated for decades about whether to increase its nuclear arsenal, and it finally seems to be doing so, at least partially in response to the precipitous decline in U.S.-China relations, U.S. initiatives to develop ballistic missile defense, and U.S. nuclear doctrine. China is not bidding for numerical nuclear superiority against the United States with its buildup. Rather, China is likely looking to secure its “second strike” deterrence forces and negate any perception of U.S. nuclear predominance to avoid being coerced by the United States, especially with respect to Taiwan. China’s buildup reflects a strengthening of its deterrent and thus does not contradict China’s long-time policy of no first use (NFU). Beijing wants decision-makers in Washington to recognize its credible deterrent. The United States should both preserve strong nuclear deterrent forces and avoid an overreaction to China’s buildup. U.S. nuclear modernization should focus on survivability and be accompanied by attempts at dialogue, arms control, and the development of crisis management mechanisms.

On February 24, 2022, Russia started the largest European war since 1945 as it intensified its invasion of Ukraine to a new level and threatened escalation to nuclear war. Though Vladimir Putin has not detonated a nuclear weapon, he used, and continues to use,1 his nuclear arsenal to threaten the United States and other NATO nations against continuing to support Ukraine’s defense. Through pre-invasion nuclear saber-rattling, verbally threatening to employ nuclear weapons on the battlefield,3 and putting such weapons on alert,4 Russia caused President Joe Biden and his administration to declare repeatedly their fears of “World War III”5 and to adopt a gradual, highly cautious approach to helping Ukraine. The White House has chosen to provide only weapons suitable for operations to allow Ukraine to achieve some tactical victories and prevent Russia from a quick and final victory,6 but this aid does not allow Ukraine to achieve and sustain the military victories necessary to win the war.7 Thus, Russia appears to have successfully used nuclear threats to deter the United States from certain actions that are on lower levels on the spectrum of escalation, enabling itself to control escalation8 to serve its aims. Russia’s explicit and implicit nuclear threats deterred US officials from providing Ukraine with real-time targeting data and heavy artillery early in the war9 and electronic warfare capabilities later in the war.10 The nuclear threats also caused US officials to press Ukraine not to hit Russian targets deep behind Russian lines.11Russian officials have ample grounds to conclude that their nuclear coercion has affected the course of the war in their favor.

53. Long Shadows: Deterrence in a Multipolar Nuclear Age

Abstract:
This report examines the nuclear policies and postures of the United States and its three primary nuclear adversaries: China, Russia, and North Korea. It concludes that the world is entering a multipolar nuclear era, which is unprecedented, and far more complex and challenging than the Cold War. The current nuclear order has been gradually shifting over the past decade. Russia remains the United States’ only nuclear peer, but the arms control regime that constrained the superpowers’ nuclear arsenals is disintegrating. Relations between Washington and Moscow have worsened since Russia’s full-scale invasion of Ukraine and Russian President Vladimir Putin’s nuclear saber-rattling. China’s nuclear arsenal is growing in size and sophistication, potentially enabling Beijing to launch conventional attacks behind its nuclear shield. This development will shape both competition among Beijing, Washington, and Moscow and potential future military confrontations. Similarly, North Korea has a small but expanding number of deployed nuclear weapons and is improving its missile technology. In this new nuclear environment, the United States must deter two nuclear-armed great powers as well as a regional nuclear power from launching conventional and nuclear attacks on itself and its allies. As the number of nuclear-armed states grow, interactions become more complex and the risks of miscalculation and misperception increase. The ramifications of this new reality are not well understood, aside from the implication that there is a growing risk that nuclear weapons might be used. The study’s findings have five primary implications for American policy and nuclear posture. To improve strategic stability and enhance deterrence, the United States should take several courses of action.

54. Toward a New Transatlantic Approach to Russia Sanctions

Abstract:
This policy brief is a product of the Center for a New American Security Transatlantic Forum on Russia, an initiative designed to spur coordination between the United States and Europe on Russia-related policy across multiple issue areas. The policy briefs are informed by a series of dialogues with leading experts from both sides of the Atlantic. The analysis and recommendations in the memo reflect areas of agreement between U.S. and European experts. Where there are notable differences in perspective, we highlight those to better enable policymakers to navigate fissures that can hinder coordination. We thank all the experts who contributed to such fruitful dialogue, especially Nigel Gould-Davies, Brian O’Toole, and Maria Shagina. Introduction As Russia continues to build its forces on Ukraine’s border, the United States and its allies have laid out the economic costs that Russian President Vladimir Putin would face for any further aggression against Ukraine. The Biden administration has stated it is willing to pursue “economic measures that we've refrained from using in the past.”1 In addition, the United States has indicated it is prepared to use export controls on U.S.-origin technologies that are key to Russia’s industrial sectors and potentially enact a Russia-focused Foreign Direct Product Rule—a tool that, to date, has only been used against Huawei. It is unclear if such a package is enough to deter Putin, especially if he is intent on pursuing his maximalist objectives—autonomy for parts of eastern Ukraine that would give Russia a veto over Ukrainian foreign policy and closing NATO’s door to Ukraine. Nonetheless, implementing such sanctions if Putin further escalates in Ukraine is critical for raising the costs to Putin and for restricting Russia’s ability to sustain its aggressive foreign policy over the long term. Regardless of what happens in Ukraine, however, U.S.-Russia relations are on a new course. The era of working toward a stable and predictable relationship with Russia is over for now. The United States will need a new, more proactive approach—one in which sanctions will be a tool (among many) that Washington should use to deter future Russian attacks on liberal democracies and disrupt Russia’s destabilizing actions, especially the corrupt networks that Moscow uses to spread its influence and sustain its hold on power. This policy brief outlines the current state of play of U.S. and European sanctions policies on Russia and how the United States and Europe can update its sanctions approach in this new era of relations with Russia.

This Strategic Update is based on a discussion hosted by LSE IDEAS in July 2022 on NATO’s 2030 Strategic Concept. Participants in the discussion included: General Sir James Everard, Gordon Barrass, General Sir Richard Barrons, Lt Gen Giles Hill, ProfessorChristopher Coker, Dr Luca Tardelli, Marissa Kemp, Tom McKane, and Peter Watkins. This Strategic Update reflects points made during the discussion, but no participant is in any way committed to its specific content, and the views expressed here are attributable solely to the authors. The Strategic Concept is the first since 2010 and was redrafted throughout a fundamentally different geopolitical and security context—following the Russian annexation of Crimea in 2014 and subsequent full-scale invasion of Ukraine in 2022. This Update addresses the Concept’s recognition of necessary strategic realignment, with NATO’s widening in both its defence commitments and geographic focus on China, as well as its ambiguity in regards to practical military strategy, deterrence, and endpoint of the war in Ukraine.

Jungsup Kim, Vice President of Research and Education at the Sejong Institute, evaluates ROK-U.S. Extended Deterrence Strategy and Consultation Group (EDSCG) meeting held on September 16, 2022. He claims that the clear warning of an “overwhelming and decisive response” to any North Korean nuclear attack and Washington’s ironclad commitment to drawing on the full range of its military capabilities to provide extended deterrence for South Korea are positive outcomes. However, he indicates that they did not elaborate on how the “tailored deterrence” strategy could be applied to the Korean Peninsula. To address this issue, Dr. Kim highlights the need to institutionalize the concept of extended deterrence and suggests expanding opportunities for information sharing with the U.S., utilizing various consultative bodies to provide an effective extended nuclear deterrent, and stabilizing the crisis while responding to the North Korean nuclear threats.

57. US-Taiwan Deterrence and Defense Dialogue: Responding to Increased Chinese Aggressiveness

Taiwan is already under attack by the People’s Republic of China (PRC) politically, economically, psychologically, and militarily—the latter through more aggressive Chinese People’s Liberation Army (PLA) gray zone military operations short of actual direct conflict. This multidimensional threat requires a multidimensional response in ways that complement and enhance military deterrence. PRC behavior represents a global problem that demands a global response. PRC pressure on Taiwan has increased considerably over the past year, even before Beijing used the visit by House Speaker Nancy Pelosi as an excuse to further ramp up pressure. The August 2022 PLA military exercise around Taiwan appears aimed at further creating a “new normal” that could reduce warning times should Beijing invade. However, such PRC actions are not “normal.” They are unilateral, destabilizing, and, in some instances, illegal changes to the status quo. Such Chinese pressure tactics, combined with the “wake up call” provided by the Russian invasion of Ukraine, have sensitized the citizens and governments of Taiwan, the United States, and the international community to the growing possibility—if not probability—of a PRC invasion and have increased public perceptions about the need and willingness to defend Taiwan democracy. The PRC’s nuclear build-up is also a great cause of concern. This concern is driven not by the threat of nuclear war (given US nuclear superiority) but by the possibility of nuclear blackmail aimed at discouraging Washington from getting involved in a Taiwan confrontation. Taiwanese are concerned about crisis escalation (especially to the nuclear level) but worry more about the PRC deterring the United States. The United States, working closely with allies and other like-minded states, should be more proactive and less reactive in responding to increased PRC aggressive behavior. With the US Department of Defense (DoD) in the lead, the US Government needs to better assess Chinese strengths and weaknesses vis-à-vis Taiwan with an eye toward countering strengths and exploiting weaknesses, while also examining ways to broaden the challenge along multiple fronts in cooperation with various allies and partners. Think tanks can and should supplement this analysis. While continued strong support for Ukraine is important to demonstrate Western resolve and prevent more Russian territorial gains, the PRC remains the “pacing threat” and thus should remain the focus of US national security policy and defense procurement strategy.

Dating back to the first test in 1964, the Chinese nuclear force modernization process is motivated by other nuclear powers’ modernization across the years, mostly from the United States and the Soviet Union, but also by domestic factors such as economic debates and tensions in the scientific community. However, the end of the Cold War and better economic conditions allowed China to improve its weapons toward a greater duality and mobility, thus reflecting the first tensions between the Chinese no-first-use doctrine and its growing technical capabilities and ambitions. Nowadays, the Chinese nuclear arsenal is bigger than ever, ranking third in size amongst nuclear global powers and with an estimated 1,000 warheads in 2030. The weapons’ efficiency is also reportedly higher, aiming at a fully functioning triad. Furthermore, doctrinal debates are still ongoing, with potential consequences on arms control and risk management.

59. Arms racing under nuclear tripolarity: Evidence for an action-reaction cycle?

Conventional wisdom suggests that the world is approaching a tripolar arms race among the United States, Russia, and China. As Russia attempts to dramatically revise the post-Cold War security environment in Europe, China is expected to increase its nuclear arsenal to at least 1,500 warheads by 2035. In 2021, the then-commander of US Strategic Command, Admiral Richard, laid out the challenge of nuclear tripolarity before Congress testifying that: “for the first time in our history, the nation is on a trajectory to face two nuclear-capable, strategic peer adversaries at the same time.” In this issue brief, the Scowcroft Center’s Matthew Kroenig challenges the evidence for action-reaction arms races in the post-Cold War period but warns we may be facing one in this new tripolar nuclear environment.

Abstract:
As concerns that Russia might try to seize additional territory from Ukraine have mounted in recent weeks, policymakers in the United States and NATO have considered how best to shore up the alliance and discourage a Russian offensive. These efforts are hardly new. Since Russia’s annexation of Crimea in 2014, the NATO alliance has attempted to dissuade Russia from further attempts to encroach on the territory of neighboring countries. These attempts have included the creation of a “Very High Readiness Joint Task Force” capable of deploying to crisis areas within 72 hours, as well as the “Enhanced Forward Presence” consisting of four multinational battalions stationed in Estonia, Latvia, Lithuania, and Poland on a rotational basis. Additionally, NATO members have conducted a variety of military exercises with members around the alliance’s eastern flank, as well as some with Ukraine itself.
