- The American peace plan provides a historic opportunity to break the futile paradigm based on the 1967 lines and ensure Israeli national security for the long term. In terms of security – protecting Israel, stabilizing Jordan, and preventing a terrorist takeover of a future Palestinian entity – and given the supreme importance of national cohesion, it is imperative to focus on the Jordan Valley and the Jerusalem envelope.

- The purpose of this study is to identify the main features of the US discourse regarding the Tri-Border Area between Argentina, Brazil, and Paraguay through the analysis of 16 editions of the Patterns of Global Terrorism and of the Country Reports on Terrorism published from 2001-2016. Securitization theory is applied to explain the use of speech acts as movements to securitize the region. After employing NVivo to measure the frequency of words, a strong link between the rise of the financial semantic field and clashes in the Middle East were observed. The fact that the reports had a special emphasis regarding legislation on terrorism in the three countries was also detected.

- In response to the growing threats from China and Russia to U.S. security in space and the increased importance of space infrastructure for its civil and military sectors, American authorities began reorganising the armed forces. This includes adoption of the “Defense Space Strategy”, which places the newest branch of the armed forces—Space Force—in the U.S. defence planning. The strengthening of military cooperation with allies in this area, as declared in the document, is an opportunity for Poland to acquire experience in the protection of satellite systems, which are planned for the needs of the Polish armed forces.

305. Putting A Spoke In The Wheel: Russian Efforts To Weaken U.S.-led Alliance Structures In Northeast Asia

- Abstract:
- Russia is widely accused of employing a range of instruments—both overt and covert—to undermine Western unity. However, to what extent is Russia engaged in comparable activities to weaken the South Korean and Japanese alliances with the United States? This paper answers this question by assessing Moscow’s actions in the domains of diplomacy, information, the military, and the economy. It finds that Russia is indeed aiming to encourage Seoul and Tokyo to distance themselves from Washington and from each other. In particular, Moscow is committed to deterring U.S. allies from facilitating the deployment of additional units of U.S. missile defense systems within the region. Across the four domains, it is only in the economic field that Russia is found to lack leverage. Overall, Moscow has achieved several tactical victories, but has yet to seriously damage U.S.-led alliance structures within the region. All the same, Seoul and Tokyo must remain watchful of Moscow’s activities, especially since there are signs of increased cooperation between Russia and China in exploiting wedge issues between the United States and its allies, thereby potentially combining China’s economic weight with Russia’s skills in influence operations.

- This paper assesses the role of drones in furthering or undermining US grand strategy. This is against the backdrop of the thinking that contemporary use of drones in the context of post 9/11 era undermine the successive US administration’s strategic objectives as evidenced by the rise of anti-Americanism in Muslim world, proliferation of drones by US near peer competitors, civilian death toll and weakening support for the US in targeted countries. This implies that while drones has played a historical and significant role for the US in power projection and asserting its unilateralism and military hegemony when dealing with rogue states and terrorist groups post 9/11, the political and strategic utility of drone strikes for US grand strategy is not apparent. Thus, this paper posits that though armed drones has played a quintessential role as a key instrument of statecraft for facilitating US offensive strategy in targeted states, the aftermath of drone strikes and its controversial aspects engender inimical outcomes that serve to undermine US strategic objectives. Based on qualitative analysis of secondary data, the paper questions the wisdom and benefits of using and shifting greater reliance towards armed drones, as a pathway for furthering US grand strategy.

308. The PRC’s Cautious Stance on the U.S. Indo-Pacific Strategy

- In June 2019, the U.S. Department of Defense issued a major new policy document, the Indo-Pacific Strategy Report, which asserted that “Inter-state strategic competition, defined by geopolitical rivalry between free and repressive world order visions, is the primary concern for U.S. national security.” The document was clear as to which country it identified as the greatest source of strategic concern: “In particular, the People’s Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations.” [1] This was followed by the U.S. State Department document A Free and Open Indo-Pacific: Advancing a Shared Vision, issued in November 2019. This document stated that “Authoritarian revisionist powers seek to advance their parochial interests at others’ expense,” and that therefore “the United States is strengthening and deepening partnerships with countries that share our values.” [2] In using such language, the United States is not alone. Japanese Prime Minister (PM) Abe Shinzo has advocated Japan’s own “Free and Open Indo-Pacific Strategy,” which he has discussed since 2016. This concept emphasizes economic development assistance and infrastructure construction, promotion of the rule of law, and freedom of trade. It particularly emphasizes maritime security and freedom of navigation—which connect directly to the territorial disputes that are a key point of ongoing contention between Japan and China. [3] The U.S. and its allies have advanced their cooperation on this new “Indo-Pacific Strategy” quietly but steadily: in one notable example, on February 4, the U.S. Department of the Treasury and its Japanese counterpart signed the “Memorandum of Cooperation [MOC] on Strengthening Energy and Infrastructure Finance and Market Building.” Brent McIntosh, Under Secretary for International Affairs in the U.S. Department of the Treasury, noted that the MOC is “a testament to our shared commitment to advancing a free and open Indo-Pacific” (U.S. Department of the Treasury, February 4, 2020). Given that several regional governments—including the United States, Japan, Australia, and India (the so-called “QUAD” group), as well as the Association of Southeast Asian Nations (ASEAN)—have incorporated the term “Indo-Pacific” as a part of their official strategy or policy, the significance of this broad concept will continue to increase in the foreseeable future. Meanwhile, China’s reaction to the Indo-Pacific Strategy has been restrained so far, although it is certain that Beijing is closely monitoring it. This article considers the narrative on Indo-Pacific-related affairs in the People’s Republic of China (PRC), by focusing primarily on how officials of the Chinese Ministry of Foreign Affairs (MFA) have dealt with the concept, as well as how cooperation among regional states has developed since the latter part of 2017.

309. Beating the Americans at Their Own Game: An Offset Strategy with Chinese Characteristics

- During the Cold War, the U.S. military relied on technological superiority to “offset” the Soviet Union’s advantages in time, space, and force size. Our military-technical edge allowed the U.S. Joint Force to adopt force postures and operational concepts that largely compensated for the Soviet military’s numerical conventional advantage without needing to match it man-for-man or tank-for-tank. After the Cold War ended, this same military-technical advantage provided the U.S. military a decisive conventional overmatch against regional adversaries for over two decades. Now, however, the “rogue” regional powers that have preoccupied U.S. attention for so long have been replaced by two great powers with substantially greater capabilities. A resurgent and revanchist Russia and a rising, increasingly more powerful China are taking aggressive actions that threaten regional security and stability and challenge the existing international order. Without question, of these two great-power competitors, China poses the greater challenge over the long term. Since about 1885, the United States never has faced a competitor or even group of competitors with a combined Gross Domestic Product (GDP) larger than its own. China surpassed the United States in purchasing power parity in 2014 and is on track to have the world’s largest GDP in absolute terms by 2030. In comparison, our Cold War adversary, the Soviet Union, was hobbled by unsustainable economic contradictions that ultimately crumbled under pressure. At the height of its power, its GDP was roughly 40 percent the size of the United States’. If that is not concerning enough for U.S. strategic planners, Chinese technological capabilities are growing as rapidly as its economic power. The Soviets were never able to match, much less overcome, America’s technological superiority. The same may not be true for China—certainly not for lack of trying. Indeed, China is keenly focused on blunting the U.S. military’s technological superiority, even as it strives to achieve technological parity, and eventually technological dominance. Chinese strategists do not explicitly describe their aims in this manner. Nevertheless, after considering what the Chinese military has accomplished technologically in little more than two decades and what they plan to do in the decades to come, any objective assessment must at least consider the possibility that the U.S. Joint Force is close to becoming the victim of a deliberate, patient, and robustly resourced military-technical offset strategy. The purpose of this paper is to describe this strategy and outline its key lines of effort.

- The final two years of this decade witnessed a wave of far-right terror attacks around the world, including the October 2018 synagogue shooting in Pittsburgh, Pennsylvania; the March 2019 gun attacks on mosques in Christchurch, New Zealand; the April 2019 Poway, California, synagogue shooting; the August 2019 attack targeting the Hispanic community at a Walmart in El Paso, Texas; and the October 2019 Halle, Germany, shootings, in which a synagogue was targeted. In our feature article, Graham Macklin examines the El Paso attack, which he assesses was “part of a chain reaction fomented within the violent sub-cultural online milieus of right-wing extremism.” He writes: “This digital ecosystem is fueling a cumulative momentum, which serves to lower ‘thresholds’ to violence for those engaged in this space, both in the United States and elsewhere, as one attack encourages and inspires another.” The Halle shootings appear to have also been part of this chain reaction. In a case study, Daniel Koehler writes that the far-right extremist who carried out the shootings in the eastern German town “appears to be mainly a copycat attacker inspired by previous incidents” such as the shootings in Christchurch, Poway, and El Paso. Koehler writes: “The Halle attack reflects and evidences several trends, including the internationalization of right-wing terrorism and lone-actor terrorists fashioning their own weapons. The attack stood out because it was the first time a terrorist appears to have used homemade firearms.” Our interview is with Lieutenant General John “Jack” Shanahan, the director of the Joint Artificial Intelligence Center at the U.S. Department of Defense. In that role, he is responsible for accelerating the delivery of artificial intelligence-enabled capabilities, scaling the department-wide impact of AI and synchronizing AI activities to expand joint force advantages. Tore Hamming draws on court documents from a recently completed trial to examine the 2016 Copenhagen ‘Matchstick’ terror plot. The failed conspiracy saw an Islamic State ‘virtual planner’ based in Syria connect and direct two Syrian refugees living in Sweden and Germany. The case provides insights on the evolving jihadi terror threat in the West and its transnational dimension. Hamming writes: “The plot presented obvious challenges for Western security institutions. Central to its planning and execution were the virtual planner and the availability of instructions on how to construct explosives.”
