51. COVID-19 Effects on US Higher Education Campuses, Report 2: From Emergency Response to Planning for Future Student Mobility

Abstract:
The Institute of International Education (IIE) is studying the effects of COVID‐19 (coronavirus) on global student mobility on U.S. higher education campuses. Our aim in this series is to provide more information about the effects that COVID‐19 has had on international student mobility, and the measures U.S. higher education institutions are taking regarding international students currently on campus and those abroad, international students interested in studying in the United States, and U.S. students planning to study abroad. The second survey opened April 16, 2020, and specifically focuses on the effects of COVID‐19 on U.S. higher education institutions’ emergency response and planning for future student mobility. While we continue to monitor the ongoing situation, this report examines campus life, international students both already on campus and those who could not come for the spring semester, and U.S students studying abroad. It also looks ahead to summer and fall 2020 and the recruitment of international students, as well as student interest in future study abroad.

52. MENA’s Frozen Conflicts

Abstract:
Over the last year, the MENA region’s simmering conflicts have seemed frozen in place. The internationally-fueled civil wars in Syria, Yemen and Libya have long since settled into an equilibrium in which no side can either truly win or truly lose. Those conflicts have been held in place in part by local ecologies and war economies and in part by the competitive interventions by regional and international powers on behalf of their proxies and clients. But are these conflicts truly frozen? What does viewing them through such a lens gain, and what are the theoretical and analytical costs? To explore these questions, POMEPS convened a virtual research workshop on September 25, 2020, with scholars from diverse empirical and theoretical backgrounds.

53. The State's Response to the Crisis of Neoliberalism: A Comparison of the Net Social Wage in China and the United States, 1992-2017

Abstract:
We compare the welfare states and taxation regimes of the two largest economies in the world, China and the United States, from 1992 to 2017. We begin with a comparison of each country’s net social wage—that is, the difference between total benefits received by and taxes paid by labor—using two established methods. While the net social wage in the two countries exhibited similar trends, the increasing net social wage has distinctly different implications in the two countries due to their specific historical trajectories in the neoliberal era. In the US, the increasing net social wage reflects an ambivalent and reluctant response to workers’ social reproduction. In China, it reflects institutional changes in the welfare state, which we interpret as the Chinese state’s attempt to resolve the social-reproduction crisis caused by neoliberal reforms of the 1990s.

Abstract:
Overdependence on cheap Russian energy resources, the COVID-19 pandemic, and a lack of reform are the biggest challenges that could lead to the collapse of the Belarusian economy. Russia may use economic problems to make Belarus more dependent on it. Poland, other EU countries and the U.S. can support the Belarusian authorities in diversifying sources of crude oil supplies, negotiations on joining the World Trade Organisation, and possible efforts to obtain a loan from the International Monetary Fund.

Despite recent positive developments making forward progress on the Secretary-General’s call for a more preventive approach to crisis, in New York, discussions on prevention remain focused on difficult moments of crisis and must navigate deepening divisions in the Security Council. Member states agree that more effort should be made to prevent violent conflicts farther upstream, rather than to address them mainly when they are imminent or in progress (or on the Security Council agenda). However, as described in our previous briefing, “prevention” at the UN has not had enough conceptual clarity, which has raised sensitivities over a wide range of issues. This, in turn, has hindered implementation of a more strategic approach to prevention—especially upstream prevention—at the practical level. Indeed, the prevention agenda arrived at the UN just at the moment when the forces shaping multilateralism were shifting underneath it. The period of liberal internationalism ushered in by the end of the Cold War—with the United States in the lead—has receded in the wake of more statist and sovereigntist approaches to multilateralism. While member states support prevention as a general idea, they have a wide range of concerns regarding its implementation—making it difficult for member states to rally around it.

Abstract:
While the US prepares to withdraw its troops from Syria, it considers redeploying its troops in Iraq. Although this might not have caused a crisis between the two countries, as the US troops have been in Iraq for the past 15 years, the US president Donald Trump justification for the move, to “watch Iran”, has pushed relations between Washington and Baghdad to this path. To make things worse, this move was accompanied by selecting a site in the Anbar governorate for that purpose, which is to reduce Iran’s movements towards Syria through the Iraqi territory, putting Baghdad in trouble with its frenemies.

A tumultuous month in north-eastern Syria has left a tense standoff among the regime, Turkey and the YPG, mediated by Russia and, to some degree, still the U.S. All parties should respect the ceasefire as the regime and YPG negotiate more stable long-term arrangements. What’s new? The U.S. withdrawal announcement and subsequent Turkish incursion in north-eastern Syria shattered an awkward but fairly stable stalemate that had persisted for several years. A Russian-brokered ceasefire and partial reversal of the U.S. withdrawal have restored the impasse, but in far more fragile form. Why does it matter? The ceasefire leaves the biggest question unanswered: who will govern and police the north east? As the Syrian regime, Turkey and the People’s Protection Units (YPG) all stake potentially irreconcilable claims, and the U.S. stays put at the area’s oil fields, the emerging dispensation is highly volatile. What should be done? All sides should respect the ceasefire. The U.S. should protect its Kurdish and Arab partners in the Syrian Democratic Forces and prioritise stability in the north east in discussions with Russia and Turkey. The YPG should reassess its exclusive reliance on U.S. protection and pursue mutually beneficial arrangements with Damascus.

Abstract:
The protracted conflict between the US and the former USSR demonstrated that deterrence stability is improved by détente. South Asia‟s environment is characterized by mutual hostility; conventional military balance tilting in favor of India; and lack of a transparent and nonaggressive nuclear doctrine. The aforementioned factors are the missing components of détente. Both the provocative Indian expansion in its nuclear weapons programme, and Pakistani retaliatory notion of the short-range weapons option, is problematic not only in the South Asian context, but also contradictory to the decades-long experience acquired during the Cold War. Pakistan and India must move towards nuclear CBMs, doctrinal clarity, and risk-reduction measures in the light of new technological advancements, and changing US role in the region.
