Abstract:
On March 17th, 2011, US Ambassador to the UN Susan Rice wore green for St. Patrick’s Day as she took her seat at the circular Security Council conference table at the UN headquarters in New York. In Libya, the color green is associated not with St. Patrick, but the misfortune-bringing dictator, Muammar al-Qaddhafi. Ambassador Rice, along with the other representatives of the Security Council, gathered in New York that day to consider a response to Qaddhafi’s repression of anti-regime protesters. They voted unanimously in favor of a no-fly zone over Libya to protect the protestors, supporting a revolution that ultimately led to the dictator’s overthrow and an opportunity for democratic transition. As artillery fire maims the outskirts of Tripoli and rival militias engage in indiscriminate violence that ensnares civilians and trapped refugees, the chances of a democratic future for Libya are fading. Yet, this painful moment in Libya’s history also presents a rare opportunity to harness greater international attention to empower moderate voices and advance a vision for Libya that overcomes division, ensures long-term stability, and weakens the threats of resurgent authoritarianism and transnational terrorism.

Abstract:
Despite the focus on the results of the Yemeni conflict, its underlying causes have not been very well understood. It is a complicated story but this essay seeks to highlight three important factors behind the current turmoil in Yemen that are often overlooked. First, the country has major domestic divisions that are the primary reasons for the conflict in the first place. Second, Saudi direct intervention in Yemen is nothing new and is motivated by Saudi leadership’s strong views about the country. Third, American policy toward Yemen has more to do with Saudi Arabia and the region than with Yemen itself.

Abstract:
When it has been more than 17 years since the fall of the Taliban regime, the Afghan conflict is far from being over. The country continues to experience a kind of resilient civil war in which neither the legitimate government of Kabul, supported by a large part of the international community, nor the Taliban have managed to impose themselves in a clear and lasting manner. To date, it seems that none of the contenders considers it feasible that the conflict will end with a military victory. This reality has ended up addressing all the direct actors (the government of Kabul, the US and the Taliban) and the indirect actors (NATO, Russia, Pakistan, Iran...) to seek a negotiated end. The task is not easy given the difficulty to find an acceptable definition for everyone on the Afghanistan that should arise from the agreement. Reconciling the Islamic Republic that some advocate, with the Democratic State designed by the current Constitution is not an easy task. Perhaps for this reason, more than a decade of talks has not been enough to illuminate a peace agreement acceptable to all. At first, one might think that nothing has changed and that the talks currently undegoing are hopelessly doomed to failure, as they face the same problem as all previous attempts: the impossibility of reconciling the interests of the Afghan government, the Taliban and the US and its allies. However, it seems that the ongoing talks have been addressed by the US and the Taliban with a different spirit. The fatigue after so many years of conflict and the evidence, eventually assumed, of the impossibility of a military victory seems to have made a dent in both, making them see that there are only two possible options: accept an imperfect agreement or be doomed to an endless war.

Abstract:
The President’s National Security Advisor John Bolton has long been beating the drums of war with Iran. Those drums are growing louder. In the last month, Bolton has repeatedly threatened that Iran’s support for its “proxies” could bring “a very strong response”—even military force. By threatening military action against Iran in retaliation for the acts of groups it supports, Bolton is trying to frame a war on Iran as a justified—even righteous—act of self-defense even if he cannot prove that Iran itself has participated in any attacks. Such a war would, however, be illegal.

Abstract:
Pakistan‟s reactive foreign policy attitudes and actions negate (or seem contradictory to) the core principle of realist paradigm, which says that intentions may vary independently without having any influential peer-pressure. Holistically, the critical analysis of Pakistan‟s foreign policy history exhibits that this country always chooses to pursue a reactive policy rather than proactive one. The best and recent example is Pakistan‟s dealing with Afghanistan problem since 9/11. This study uses archival evidence of long-simmering tensions about the continuing Afghanistan War and its unexpected consequences of Pakistan‟s policy decision to examine hypotheses derived from Barry Buzan‟s Regional Security Complex Theory. This paper aims to make the following inquiries: (1) how did Pakistan react in the response to U.S. invasion of Afghanistan and its War on Terror? (2) What have been the factors implicating Pakistan in Afghanistan War? (3) Why has Pakistan been failed in designing a proactive policy to prevent the challenges surfaced from enduring Afghan conflict and pose the serious threats to its security? (4) What are the unintended consequences of Pakistan‟s reactionary policy towards Afghanistan and in which direction have these outcomes guided Pakistan towards? While foreseeing the deteriorating situation in Afghanistan and its spillover effect on region, this paper will provide Pakistan‟s proactive strategies in the form of National Action Plan and CPEC so as to overcome such possible effects in future over the internal security situation and economic condition of the country.

46. U.S. Complicity in the 2014 Coup in Kiev as a Violation of International Law

Abstract:
FIVE YEARS AGO, a coup d’état took place in Kiev. Following demon- strations and arson attacks, a mob seized several government institutions, including the administration building and residence of the constitutional- ly elected president of Ukraine, Viktor Yanukovich. Some members of the Ukrainian president’s security detail who were protecting his residence from illegal seizure were wounded and killed.1 Alexander Turchinov, one of the coup leaders, began serving as the president of Ukraine even though no Ukrainian presidential election had been held. The coup in Kiev led primarily to the U.S. assuming a leading role in Ukraine’s governance – something it had neither during the period of the Russian Empire nor the Soviet era. The February 2014 overthrow of the president in Kiev that took place without elections and in violation of the Ukrainian Constitution de facto divided the country into regions that recognized the new authorities in Kiev and those that opposed the coup (primarily the southern and eastern regions of Ukraine). This occurred not only because the Ukrainian presi- dent was unconstitutionally removed from power but primarily because the “installation” of the putschist government was accompanied by vio- lence, and ethnic and linguistic persecution. In March 2014, the Autonomous Republic of Crimea left the new, “post-coup” Ukraine in accordance with the provision of the UN Charter on the right of peoples to self-determination. Subsequently, following a referendum in Crimea, a treaty on Crimea’s reunification with Russia was signed. A confrontation between the new regime in Kiev* and residents of Donetsk and Lugansk Regions turned into a protracted armed conflict. The forcible replacement in Kiev of a constitutionally elected head of state (Yanukovich) with an unconstitutional leader (Turchinov) directly impacted Russia’s national interests. Russians and Ukrainians lived together within a single state, the Russian Empire, from the 17th century until 1917. During the Soviet period, the border between the Russian Soviet Federative Socialist Republic and the Ukrainian Soviet Socialist Republic did not have international legal significance. It was an administrative bor- der. After the collapse of the Soviet Union, the independent UN member states (Russia and Ukraine) that replaced them continued to maintain close economic and other ties. Their continued integration, including through joint participation in the Customs Union, objectively met the strategic interests of Ukraine and Russia. A friendly Ukraine is also important to Russia from a national securi- ty standpoint, considering NATO’s expansion toward Russia’s borders that began in the early 1990s – i.e., NATO’s absorption of all former member states of the Warsaw Pact, including Poland and even the former Soviet republics of Latvia, Lithuania and Estonia. Russia’s leadership has repeatedly stressed the inadmissibility of dragging Ukraine into NATO. Words about “fraternal” relations between the peoples of Russia and Ukraine are no exaggeration: Millions of family members (both Russians and Ukrainians) live on opposite sides of the Russian-Ukrainian border,2 and at least one-third of Ukraine’s population speaks Russian as a native language. In this context, it is not surprising that Moscow considered the U.S.- orchestrated seizure of power from the head of state in Kiev an event affecting its vital interests. Something else is remarkable: The U.S. administration said that the events in Ukraine, far away from the American mainland, “constitute an unusual and extraordinary threat to the national security and foreign policy of the United States.”4 Westerners promulgated a very different assessment of the forced ouster of Ukrainian President Viktor Yanukovich in 2014. The U.S. called it a “people’s rev- olution” and said that the mob action organized in part by the U.S. ambas- sador in Kiev (including the killing of Berkut fighters, the state guard of the Ukrainian president) was a legitimate way of expressing the will of the “Ukrainian people.”

Abstract:
Since its 1979 revolution, the Islamic Republic of Iran has incited violent, radical, and often sectarian nonstate groups across the Middle East to serve as proxies in its military campaigns to influence regional and international politics. This “proxy model” has become increasingly salient since the U.S. invasion of Iraq in 2003 and more recently in Iraq and Syria, and is now Iran’s primary tool for advancing its regional intersts. The U.S. and the West in general have largely paid attention only to radical Sunni groups such as al-Qaeda and ISIS. With a few exceptions, such as Lebanon’s Hezbollah, nonstate Shi‘i militant groups have generally avoided the same intense Western scrutiny. This study compares and contrasts regional conflicts that have been shaped by Iranian proxies and Iran’s successful—and unsuccessful—attempts to recruit to its militant groups. It also identifies the key forces that have shaped Iran’s ideological and operational sponsorship of nonstate militant groups, both Sunni and Shi‘i, as well as its motivations and preferred modus operandi.

48. Beyond the proxy powder keg: The specter of war between Saudi Arabia and Iran

An Iran-Saudi Arabia war is unlikely, but it is now more likely than ever before. A military confrontation between Saudi Arabia and Iran should command respect and inspire concern because it could cause tremendous harm to an already volatile Middle East and possibly to the global economy. Iran seems to have an upper hand in a direct military confrontation with Saudi Arabia because of its combat experience, geography, manpower, strategic depth, and greater cost tolerance. However, none of these attributes give Iran any decisive advantages in a contest with Saudi Arabia. Saudi Arabia is neither helpless nor without military options. While it is easy to start a war with Iran, it is anything but to finish it. Saudi Crown Prince Mohammed bin Salman would have to think hard about the capabilities of the Saudi military and the resilience of Saudi society before embarking on such a risky course. In any war dynamic between Iran and Saudi Arabia, U.S. military intervention or support would be the most decisive exogenous factor for both Riyadh and Tehran. The United States has a security commitment to Saudi Arabia, but the extent to which Washington can tolerate subtle Iranian aggression against the kingdom that falls below the threshold of conventional warfare, while potentially upending Saudi stability, is unclear.

The world has experienced many shocks in recent years with instability and refugee crises intensifying globally. These events impact the mobility of international students in the United States and throughout the world. International student mobility in the United States creates an interconnected learning environment that prepares graduates to tackle the serious, shared threats to our world and accounts for $35.8 billion dollars in revenue according to the U.S. Department of Commerce (U.S. Department of Commerce, 2016). This report examines several of the hot topics impacting international student enrollment on U.S. campuses for the current 2016 academic year. With an emphasis on current events and issues impacting international student enrollment trends, this report covers international student enrollment; recruitment and outreach; governmental initiatives; the U.S. social and political climate; and students from conflict areas. The International Student Enrollment Hot Topics Survey was distributed by ten partnering higher education associations listed on page 11 to their member institutions around the United States. It is released jointly with and complements the Open Doors Report, which provides a comprehensive view of international student enrollment in the United States based on data from the previous academic year, 2015/16. This report is based on data submitted by 423 institutions in October 2016 and should not be viewed as comprehensive. A comprehensive view of 2016/17 enrollment figures will be released in the Open Doors 2017 Report in November 2017.

All told, between 480,000 and 507,000 people have been killed in the United States’ post-9/11 wars in Iraq, Afghanistan, and Pakistan. This tally of the counts and estimates of direct deaths caused by war violence does not include the more than 500,000 deaths from the war in Syria, raging since 2011, which the US joined in August 2014.
