Abstract:
Islamic State (IS) has demonstrated unprecedented capabilities in attracting foreign fighters, particularly from Western countries. Between 2011 and 2015, Western foreign fighters coming from North America, Europe, and Australia traveled to Iraq and Syria in order to join IS and the Al-Qaeda affiliate Jabhat Al-Nusra. As IS has been significantly weakened, authorities in many western countries are increasingly worried that returning fighters will come back to their home countries radicalized, battle hardened, and eager to commit terrorist attacks. This concern is clearly manifested in Phil Gursky’s book cover which features a striking image of a Belgian returnee from Syria, Abdelhamid Abaaoud, who has been named by security officials as one of the architects of the attacks in Paris in 2015. ​ In Western Foreign Fighters: The Threat to Homeland and International Security, Phil Gursky, a former analyst at the Canadian Security Intelligence Service, elaborates on the phenomenon of ‘Western Foreign Fighters.’ This book aims at addressing two fundamental issues: “why people leave their homeland to join terrorist groups?” and “do they pose a threat upon their prospective return?”[1] To answer those questions, Gurski relies not only on a detailed analysis of the excerpts and statements by the fighters recently engaged in violent extremism at home and overseas, but also on accounts that delineate historical parallels and differences with previous conflicts sharing similar dynamics. ​ Gurski divides his analysis into eight substantive chapters, an appendix, a glossary and a suggested reading list, using accessible, non-academic prose. He conducts the majority of his historical analysis in chapter three. His discussion of western volunteers—mainly Canadians and Americans—and their involvement in previous conflicts such as the Spanish Civil War and the Boers Wars provides informative and engaging insights, mostly for a general readership.[2] It also sets the stage for shedding light on why Westerners join terrorist groups like IS, and what threat they pose to homeland/international security. In his new biography The Ghost: The Secret Life of CIA Spymaster James Jesus Angleton, veteran journalist Jefferson Morley probes an enigma others have chronicled but none satisfactorily explained. Angleton, “a founding father of U.S. mass-surveillance policies,” joined the Agency’s predecessor, the OSS, in its early years and reigned as chief of its Counterintelligence Staff for an extraordinary two decades until his abrupt retirement in 1974.[1] His personal mystique and complicated tenure have given rise to a small but formidable contingent of biographies, novels, and film characters. What Morley adds to the intrigue is a refusal to be seduced by the beguiling charm of his subject, preferring instead to deliberately scrutinize Angleton’s expansive power, ideological intransigence, and lasting influence. ​ Morley’s timeline spans Angleton’s career, though he peppers his narrative with nods to formative experiences at Yale, post-CIA pursuits, and family affairs. The story unfolds chronologically through four tersely titled and equally distributed sections (Poetry, Power, Impunity, Legend), each of which is further demarcated under a dozen or more pithy subheadings (Mole, Oswald, Kim...). Readers might experience the rhythm as too serial for the genre, and while the chronological method is helpful in charting Angleton’s ascent, Morley rarely lingers long enough with a scene to breathe life into its cast. Save a few animated vignettes, the reader is less a participant in the sensory and internal worlds of Morley’s subjects than a recipient of his detective digging, sundry sources, and interpretive reflections... ​

With over 65 million people forcibly displaced around the world, policymakers, academics, and advocates alike are searching for creative approaches to addressing the challenges presented.[1] Refuge: Rethinking Refugee Policy in a Changing World reflects an effort by two preeminent scholars, Alexander Betts, Leopold W. Muller Professor of Forced Migration and International Affairs and Director of the Refugee Studies Centre at the University of Oxford, and Paul Collier, Professor of Economics and Public Policy at Oxford University, to identify the main drivers of and responses to forced migration. ​ Following the 2016 New York Declaration for Refugees and Migrants, the United Nations High Commissioner for Refugees (UNHCR) engaged in a series of discus- sions with UN member states, experts, advocacy groups, refugees, and other stakeholders, including from the private sector and financial world, to develop the “zero draft” of the global compact on refugees.[2] Released in January 2018, the draft contains a “programme of action” with prescriptions for a comprehensive refugee response framework aimed at meeting the needs of refugee communities through access to education and work, among other services. The draft focuses on investment in local solutions to integrate refugees and to provide refugees with opportunities to engage productively with the communities that host them. ​ In their book, Refuge, Betts and Collier present several ideas for rethinking assistance to refugees echoed in the current draft of the compact. Self-reliance and autonomy, for example, are key themes in both Refuge and the zero draft. They note, in particular, the need for investment in employment opportunities and training for refugees with the dual purpose of “restor[ing] normality” and “incubating post-conflict recovery.” The draft compact likewise underscores how essential skill development is to preparing refugees for long-term, durable solutions such as voluntary repatriation when circumstances allow for it...

Abstract:
A possible subtitle for Dan Drezner’s forthcoming book, The Ideas Industry: How Pessimists, Partisans, and Plutocrats are Transforming the Marketplace of Ideas is “Pathologies of Places I’ve Worked At, and How It’s Getting Worse.” I mean this as both a compliment and a criticism. Drezner is a rare scholar whose public policy impact is every bit as great as his scholarly one. As such, he is ideally placed to assess the transformation of what he calls the “Ideas Industry,” a general term for the network of institutions producing new (or repackaged) foreign policy ideas.

Abstract:
Nicole Nguyen’s A Curriculum of Fear: Homeland Security in U.S. Public Schools presents an ethnography of Milton High School (a pseudonym), which, when presented with dwindling resources, a reputation for disciplinary issues, and poor marks, made a Faustian bargain with the national security apparatus. The book was meticulously researched, with rich detail on social and environmental forces at play in its educational context. However, the author’s own political and normative biases will leave many readers frustrated that the book’s presentation does not live up to its content.

Abstract:
Decision makers and academics have debated for decades the most effective strategies to defeat militant groups. The absence of a clear center of gravity for conventional militaries to target creates hardships in achieving strategic objectives against non-state actors. In a conventional war, the force with a higher capability to destroy these centers of gravity — such as weapons depots and troop deployment locations — will likely win. Yet, when conventional militaries encounter non-state groups, whose centers of gravity may be well hidden or highly dispersed, the results are quite different. The Israeli wars against Hezbollah and the U.S. war in Vietnam exemplify the difficulties related to this traditional dilemma. One counterinsurgency program, suggested by classical theorists such as David Galula, says that success requires focusing on winning the support of local populations by “capturing hearts and minds.” The logic is obvious: locals living in warzones know where militants are hiding their weapons, money, and personnel. Thus, militaries need local support. In his book, Hearts, Minds, and Hydras: Fighting Terrorism in Afghanistan, Pakistan, America, and Beyond — Dilemmas and Lessons, William Nester argues that capturing hearts and minds is not enough. Rather, Nester develops two primary arguments to show that militaries need a multidimensional strategy in order to succeed.

Abstract:
This book is a lively journalistic read, filled with stories and details of encounters between jihadists, smugglers, organized crime, drug smuggling across the Sahara, kidnapping of rich tourists, and European ransoms. The author, an Italian journalist, describes herself as a ‘chronicler of the dark side of the economics of globalization’ and has written several books on ISIS, terrorist financing, and money laundering. In Merchants of Men, Napoleoni argues that the proliferation of failed states and the breakdown of law and order in regions like the Sahel, accelerated by the burgeoning cocaine business in the region, have enabled a rapid increase in trafficking and kidnapping. The profits of these merchants of men have flourished, aided by the secrecy of European governments surrounding the ransoming of their citizens (notably, the U.S. does not, publicly at least, pay ransoms). Napoleoni raises these and a number of intriguing issues in the preface. She points to the “false sense of security about the globalized world” that allows both “young, inexperienced members of the First Nations Club” and humanitarian aid workers to explore the world and bring aid to conflict zones — and become the primary target of kidnappers. She gives (unsourced) statistics about the growth of the kidnapping industry and its mirror, private security companies, and asks whether “the economics of kidnapping are immune from the laws of economics,” because as competition has increased between kidnappers and private security firms, prices have gone up instead of down. She argues that when the migrant crisis erupted in Europe in 2015, the business of hostage taking — already set up with “a sophisticated organizational structure in place and plenty of money from trading hostages” — switched to trafficking in migrants and refugees. The profits of these merchants of men have continued to increase since then.

Abstract:
Over the last 14 years of war, our military developed incredible relationships both within and outside the Department of Defense. The concept of the Joint Force reached its full potential as we relied on one another in places such as Iraq and Afghanistan. We learned how to effectively integrate the talents of our Special Operations Forces and conventional forces on the battlefield. We integrated with other government agencies on the battlefield, ranging from the CIA to USAID, moving the concept of “one team, one fight” forward. We even worked closely with non-governmental organizations (NGOs) and humanitarian organizations, often finding ourselves in similar areas with similar goals. As we continue to downsize in Afghanistan and our efforts in Iraq remain at the advisory level, my biggest fear is that we forget the lessons we have paid for with the blood and sweat of our brothers and sisters. It is absolutely critical that the military retain the myriad lessons learned from these 14 years for future conflicts. Toward the goal of capturing important lessons learned, Transparency International UK’s Defence and Security Programme has published the valuable handbook, “Corruption Threats and International Missions: Practical Guidance for Leaders.” This well-written and easy-to-use document will be invaluable to leaders of any organization conducting operations in areas where corruption exists, but especially for our military leaders of today and tomorrow.

Treaty conflicts may be inevitable, but what do we make of conflict by design? In Strategically Created Treaty Conflicts and the Politics of International Law, Surabhi Ranganathan thoughtfully explores nations’ purposeful creation of conflicts between treaties to advance their political goals and to restrict the impact of treaties to which they object. Essentially, states fight legal fire with legal fire. If they object to a multilateral treaty regime, they create another regime that effectively conflicts with, or cabins, the treaty regime that they object to rather than simply walking away.

30. M. Sornarajah. Resistance and Change in the International Law on Foreign Investment

In 1994, Muthucumaraswamy Sornarajah published the first edition of his treatise, The International Law on Foreign Investment. There, he sought to demonstrate that investment law as a separate branch of international law was ‘in the process of development’ and could and should be isolated for separate study. Organizing his material from the disparate sources of domestic law, contract-based arbitration and public international law along the overarching tension between the interests of developing countries and those of traditionally capital-exporting states, his stated aim was to ‘help in the identification of the nature of the disputes’, which would lead, in turn, to the ‘formulation of acceptable solutions’. The treatise was a well-timed pioneering effort that rightfully earned the author a lasting reputation as one of the founding fathers and towering figures of the academic discipline. There seems to be no one better placed, then, to ask, 20 years on, what happened or, rather, what went wrong. Investment law has developed with breathtaking speed into a (very) separate branch of international law – yes – but almost entirely on the waves of treaty-based investor–state arbitration, which has all but eclipsed contractual and domestic processes, at least in terms of academic interest. And this system has, in the eyes of Sornarajah and many others, rather spectacularly failed to lead to ‘acceptable solutions’, especially for developing countries.
