Abstract:
Pacific Forum reconvened two Track 2 dialogues with Vietnam and Indonesia in August 2022 to help identify ways the United States and its two Southeast Asian partners can work together to enhance bilateral cooperation on security issues of shared concern. Functional cooperation between Washington and its two Southeast Asian partners has considerably advanced in the past ten years, but differing strategic considerations still handicap some aspects of these relationships. The two security dialogues emphasized these findings, among other takeaways.

Recent years have witnessed steadily rising hostility and suspicion between the United States and China over each other’s approach vis-à-vis Taiwan. The unprecedentedly aggressive Chinese military exercises in response to U.S. House Speaker Nancy Pelosi’s trip to Taipei this year indicated that the continued downward spiral in Sino-American relations over Taiwan would increasingly expose Washington and Beijing to risks of repeated crises with a potential of a dangerous armed conflict. This brief lays out the policy steps necessary to reverse this spiral of escalation.

94. Russia and India: A New Chapter

Abstract:
Russian-Indian relations are undergoing a major change. Throughout the Cold War, the relationship rested on three pillars: Soviet arms sales to India; shared public-sector-heavy economic philosophy and extensive Soviet aid; and the Soviet Union–India vs. United States–Pakistan–China geopolitical alignment. The fall of the Soviet Union, the rise of India and China, the U.S.-China tensions, the deepening of U.S.-India ties, and the Russian-Chinese partnership intensified by Russia’s break with the West and the war against Ukraine have had a profound effect on Russian-Indian relations. Of the three pillars of the Moscow–New Delhi relationship, only one remains: the arms trade. Russia remains a major supplier of weapons to India, and Russian equipment still makes up a vast portion of Indian Armed Forces’ force structure; but Russia is facing competition in the Indian arms market. India’s desire to diversify its supply of weapons and develop its own defense industry has resulted in declining Russian arms deliveries to India in recent years. Russia’s break with the West because of its war against Ukraine has accelerated its pivot toward China. Against the backdrop of U.S.-China and China-India tensions, Russia’s position as China’s junior partner will make it harder for Russia to preserve partnership with India. Moscow’s leverage versus both New Delhi and Beijing is shrinking as they have greater capabilities of their own than they had previously and have new partners that offer more than Russia. Still, the Russian-Indian partnership will continue. For India, Russia remains an important supplier of weapons and, most recently, oil. India has not joined the West’s sanctions on Russia. By doing so, it has demonstrated its independent foreign policy. For Russia, India is an important market for arms and oil. The Indian-U.S. security relationship is relatively new, whereas India-Russia ties have endured for over two generations. India has no reason to forsake the benefits of this relationship. Nor does Russia. It has been said that Moscow plays a weak hand well, but sustaining strong security ties with both China and India will become more difficult for it. The question is how China will react to Russian arms sales to India, and what Russia will do if pressed by China to curtail them. For reasons of geographic proximity, economic ties, and personal relations between Presidents Vladimir Putin and Xi Jinping, the odds favor Beijing over New Delhi to have a bigger say in Moscow.

Abstract:
Police Assistance programs have been a permanent part of US foreign policy towards Latin America, with Brazil being one of the most important beneficiaries. Throughout their history, they have been oriented according to changing agendas, from anticommunism to the war on drugs. Based on documentary sources and specialized literature, we analyze the politics of US policing in Brazil, reconstituting agendas and interests that motivated police assistance programs through the lens of critical police studies in IR. In doing so, we demonstrate that police cooperation is historically a crucial part of US-Brazil bilateral relations, despite the unfrequent prominence in the literature.

Speaker Bios: Alexander Huang is the Associate Professor of the Institute of Strategic Studies at Tamkang University, the Chairman & CEO of the Council on Strategic & Wargaming Studies, and Special Advisor to the Chairman & Director of International Affairs at Kuomintang (KMT). Dr. Huang received his BA in Political Science at Soochow University in 1982, earned a MA from the Institute of Strategic Studies at Tamkang University 1984 and a MSFS from the School of Foreign Service at Georgetown University in 1988. In 1994, Dr. Huang received a PhD in Political Science from George Washington University. Eric Yu-Chua Huang is the KMT’s Representative in Washington D.C., and an entrepreneur. Mr. Huang previously served as the party's spokesperson and deputy director of international affairs, a lecturer of International affairs at Tamkang University, and non-residential research fellow at National Policy Foundation. Mr. Huang joined the KMT party headquarters in 2014 after which he served as the international spokesperson for the KMT’s presidential candidate during Taiwan’s 2016 presidential election campaign. Previously, Mr. Huang worked as legislative aide for a KMT legislator representing a constituency in Taiwan’s capital, Taipei City, where his portfolio included national security and foreign relations, as well as constituent services and youth organizing. Mr. Huang graduated from Johns Hopkins University with a Master’s degree in International Relations; he earned his Bachelor’s degree at the University of Virginia majoring in International Relations; in 2018 he was a Visiting Scholar at Fudan University. Johnny C. Chiang was elected the chairman of the KMT to rejuvenate the party in 2020. The KMT ruled Taiwan from 1949 to 2000 and from 2008 to 2016, and is now the main opposition in Taiwan. During August 2018-July 2019, Dr. Chiang was the convener (caucus whip) of KMT Party Caucus in Legislative Yuan. From August in 2016 to January in 2017, he took charge of the secretary of KMT party Caucus in Legislative Yuan. In 2016, he held the post of the convener in Foreign and National Defense Committee; Previously, in 2013 he ever served as the convener in Internal Administration Affair Committee. Besides, as to international inter- parliamentary exchanging activities, he currently serves as the chairmen of R.O.C(Taiwan)-United Kingdom Inter-Parliamentary Amity Association. He is also the chairman of R.O.C(Taiwan)-Singapore Inter-Parliamentary Amity Association. Dr. Chiang received his Ph. D. in International Studies from the University of South Carolina and his master degree of public and international affairs from the University of Pittsburgh. He has previously served as Minister of Government Information Office (GIO) as well as Government Spokesman of Executive Yuan, ROC (2010- 2011); Deputy Executive Director of Chinese Taipei APEC Study Center (2009-2010); Director of International Affairs Department, Taiwan Institute of Economic Research(2005-2010); Deputy Secretary-General, Chinese Taipei National Committee of Pacific Economic Cooperation Council (PECC) (2005-2010); Associate professor, department of political science at the Soochow University in Taipei (2003-2010). In 2021, Dr. Johnny Chiang was named by Time magazine to be one of the "100 emerging leaders who are shaping the future." In 2006, Dr. Chiang was selected as the Top 10 rising stars in Taiwan. His research interests widely cover such areas as international political economy, international organizations (especially APEC and WTO), Asia- Pacific studies, cross-Strait relations, globalization and international relations theory. Abstract:
Over the past 75 years, the United States and the United Kingdom have built the deepest intelligence alliance in the world. Despite decades of cooperation, however, there exists today a significant misalignment between the strategic prioritization of this “special relationship” and the regulations, policies, organizational cultures, and technologies that facilitate its day-to-day activities. This report’s recommendations are designed to encourage the adoption of policies, procedures, and tools that will enable the United States and the United Kingdom to achieve the deep level of collaboration they have repeatedly committed to in bilateral agreements, national security strategies, and intelligence guidance. If allies and partners are an indispensable pillar of both nations’ strategies to challenge rising and revanchist authoritarianism and other threats, then the U.S. and UK intelligence communities should jointly pursue robust interoperability that appropriately balances risk with opportunity.
