Abstract:
The relationship between Russia and China is based on shared short-term strategic interests, but their differences lie just beneath the surface. Occasionally they erupt into the public eye, as occurred when Russia recently accused China of technology theft. The dynamic of the Russian-Chinese alliance is similar to that of Moscow’s alliances with Turkey and Iran, which also function by focusing on immediate interests and putting off serious differences as long as possible.

Abstract:
In 2013, the United States began a secret operation to train and equip opposition forces fighting against the Assad regime in Syria. Through the CIA, the United States facilitated the transfer of an estimated $1 billion in arms, ammunition, and training to Syrian rebel groups in hopes of influencing a negotiated end to the war. But these were not the only weapons flowing throughout Syria — Syrian government stockpiles served as a key source of armaments, and countries from around the region funneled arms into the country to support a variety of actors. In this way, the story of weapons in Syria reads as a cautionary tale about the unintended and lasting consequences of arms transfers, especially to countries in conflict.

4. The Missing State Department Memo on US Officials’ Possible Aiding and Abetting Saudi War Crimes

Abstract:
Today the Senate Foreign Relations Committee is set to consider dueling bills on Saudi Arabia. A bill sponsored by Senator Robert Menendez (D-N.J.), would block arms sales to the Kingdom and in-flight refueling of Saudi aircraft. This largely mirrors a series of measures passed in the House on July 17 to block the sale of billions of dollars of arms to Saudi Arabia and the United Arab Emirates. But in an unusual move, Committee Chairman Jim Risch (R-Idaho) broke comity to put forward his own separate bill focused more narrowly on the killing of journalist Jamal Khashoggi that would merely deny visas to a few Saudi government officials and require that the secretary of state conduct a review of the United States’ relationship with the country. In all likelihood, this is the bill that will advance, allowing the U.S. sales of arms to Saudi Arabia to continue.

Abstract:
In 1989 I wrote an article urging the United States to stop selling weapons in South Asia.1 It took a liberal stance, arguing that such a step would enable the U.S. to occupy the moral high ground. The U.S. should not sell expensive weapons systems to some of the poorest countries on earth. The U.S. sells weapons to both India and Pakistan, which they then use in senseless wars against each other. The U.S. reduces its credibility as an honest broker by selling weapons to both protagonists, and cannot honestly mediate the Indo/Pakistan conflict. In his latest book Indian security analyst Bharat Karnad2 approaches this issue from a very different perspective. Karnad is a hardcore realist. He wants India to assume its rightful place among the world’s “great powers” and become a formidable military power. However, he sees Indian dependence on weapons systems imported from the United States and other developed nations as a drag on Indian potential. He calls for India to eschew imports and embark on a radical indigenization program to replace imported arms with those made by an expanded Indian arms industry that includes both the public and private sectors.

Abstract:
The nine articles in this volume were chosen from over 150 submissions through a blind-selection process in Princeton. After individually reading a large number of submissions, attending editors first voted for their favorite papers via secret ballot, and we then facilitated an open debate to winnow down these choices to the cream of the crop. In the intervening months before publication, editors in Princeton from relevant policy areas worked with the authors to fact-check their work and fine-tune their arguments. While their geographic foci and policy subjects are multifarious, all the authors in this edition share a passion for changing the world through better policy. Whether it is women’s health issues in Tanzania, banking regulation in the European Union, diplomacy with Iran over its nuclear ambitions, or immigration policy in the United States, the authors implore global policymakers to change course in order to remedy contemporary problems in public affairs. This dedication to making the world a better place through public policy, in addition to demonstrating first-rate scholarship, make us proud to showcase these articles.
