51. Strengthening the Relationship Between Embassies and U.S. Special Operations Forces: Part 2, Five USSOF–Embassy Truths

Abstract:
As the U.S. shifts its focus to Great Power Competition (GPC), the relationship between USSOF and embassies worldwide must likewise shift to reflect a whole-of-government approach. In Part 1, I took stock of the current relationship between U.S. embassies and U.S. Special Operations Forces (USSOF), which, while good overall, is too often geared to separate efforts rooted in the counter-terrorism context, where a USSOF unit’s narrow mission against a terrorist cell requires minimal coordination with the embassy’s broader political and economic missions. There are more ways embassies and USSOF can support each other than are currently being realized. The next step is for both sides to develop a more symbiotic, institutional relationship. To that end, I propose five points to guide the development of USSOF-embassy relations, based loosely on the “Five SOF Truths” that have summarized USSOF philosophy since 1987.

Abstract:
"We're not at war. Sailors don't need to die," wrote the captain of the U.S. aircraft carrier USS Theodore Roosevelt, which was infected with the novel coronavirus while on a mission at sea in March, in a letter to the Navy's leadership asking for permission to isolate the bulk of his roughly 5,000 crew members on shore. The U.S. Navy dismissed the captain for unnecessarily spreading the sensitive letter, while more than 1,000 crew members, including the captain himself, have been confirmed infected and one has died. In the meantime, the acting chief of the Navy, who had inappropriately criticized the dismissed captain, was forced to resign, and the command and control of the military has been brought into question in the midst of the pandemic of COVID-19.

In December 2019, Congress established the U.S. Space Force as an independent uniformed military service within the Department of the Air Force. Although many defense analysts had long argued for a reorganization of the Department of Defense’s space capabilities, few had settled on this particular solution. This policy analysis evaluates the reasoning behind the Space Force’s establishment, concluding that the service’s creation is premature. The Space Force is the first new independent U.S. service since the creation of the Air Force in 1947. At its inception, the Air Force had hundreds of thousands of personnel, several years of battle experience, a coherent body of doctrine, and a robust organizational culture. Even so, the creation of the Air Force sparked bitter interservice conflict for the first decade of its existence. However, the Space Force lacks a strong institutional basis, an identifiable organizational culture, and an established foundation of strategic theory. In the short term, it runs the risk of disrupting existing procedures and relationships that enable the U.S. military to function. In the long term, it runs the risk of distorting the procurement and force structure of U.S. space capabilities.

54. Troop Withdrawal Likely to Undermine South Korean Public Support for Alliance with United States

The United States and South Korea remain locked in negotiations over the Special Measures Agreement (SMA)—the agreement which formally determines how much South Korea contributes to the financial cost of stationing US troops in South Korea. In the past, these negotiations took place behind the scenes away from the public eye. But keeping details of this round of negotiations private proved difficult when it was disclosed that the United States requested $5 billion dollars, an unprecedented 400 percent increase from the previous year. When the two sides failed to reach a deal by April 1, 4,000 Koreans who work on US bases in South Korea were furloughed. The public attention to these negotiations—and the US request being framed as extortive by Korean media and US analysts—raised concerns that the South Korean public’s positive views of the alliance would be damaged. But just-completed polling by the Chicago Council on Global Affairs suggests that is not the case. Little has changed in terms of South Korean attitudes towards the alliance. The South Korean public remains positive about the alliance, supportive of stationing US troops in South Korea, and confident that the US will defend South Korea if North Korea attacks. But the data also suggests that there are scenarios in which South Korean public confidence could be punctured. Confidence in the US commitment to defend South Korea if attacked by North Korea is strongly related to views that the alliance with the United States is mutually beneficial. This, in turn, implies that the biggest downside risk to support for the alliance stems from actions that would impact US credibility to defend South Korea if North Korea attacks. While a range of actions may trigger a decrease in confidence in US commitment to defend South Korea, one of the most immediate reported to be under consideration is a partial withdrawal of US troops. This move has the potential to shift South Korean attitudes away from seeing the alliance as mutually beneficial and towards views that the alliance benefits only the United States.

American Public Support for US Troops in Middle East Has Grown FEBRUARY 10, 2020 By: Dina Smeltz, Senior Fellow, Public Opinion and Foreign Policy; Craig Kafura, Assistant Director, Public Opinion and Foreign Policy “As we defend American lives, we are working to end America’s wars in the Middle East,” President Donald Trump declared at State of the Union on February 4. Democratic presidential candidates, too, have made halting so-called “endless wars” a key talking point, ranging from cutting back troop levels to withdrawing the US military presence in the Middle East. A Chicago Council survey completed January 10–12 shows that as tensions with Iran have risen, Americans see an increased need to keep watch over the Middle East by maintaining a troop presence there. Key Findings: A majority of Americans say the US military presence in the Middle East should be maintained (45%) or increased (29%). Just 24 percent think it should be decreased. A majority support long-term military bases in Iraq (55%, up from 41% in 2014) and Kuwait (57%, up from 47% in 2014). Nearly half favor keeping bases in Afghanistan (48%, up from 43% in 2014). A combined majority (54%) say alliances in the Middle East benefit both Middle East partners and the United States or mostly benefit the United States.

56. The Implications of Withdrawing American Troops from Germany

Abstract:
On June 6, the Wall Street Journal set off an avalanche of commentary by reporting that U.S. President Donald Trump ordered a drastic reduction in U.S. troops deployed in Germany within a space of only six months. The move was met with significant pushback in Washington and Brussels, causing Congressional Republicans to raise their concerns in letters and public statements. Trump’s announcement, however, was in fact an extension of earlier plans mooted in June 2019, when the administration first suggested moving at least 1,000 troops from Germany to Poland. At the time, Trump suggested that the proposed move was to “affirm the significant defense cooperation between our nations.” Washington picked up this potential troop move again in a rather unrelated context following a spat over the German refusal to participate in a naval mission in the Persian Gulf to deter Iran, reinforcing the notion Trump keeps using American deployments in Germany as a bargaining chip for any interaction on foreign policy with the Merkel government.

Within the context of Europe, the US Army must develop a force posture that best navigates the tensions between deterring or defeating armed conflict at an acceptable cost, successfully competing below armed conflict, and maintaining global responsiveness and institutional flexibility through the global operating model and dynamic force employment. While Russia’s economy, and consequently military capability will likely shrink over the next 10 years, which can make them more dangerous as the Kremlin continues to try to punch above its weight. The ideal force posture needs to accomplish a range of on-going and contingency missions and also be adaptive enough to remain viable despite any number of potential swings in resources, military balance, or the domestic politics of allies. This study recommends five possible strategic approaches and specifies what conditions and priorities optimize each. The principal investigators recommend investing in a multidomain alliance. This strategic approach enables the joint force and multinational partners to get the most of their capabilities and makes the best use of the Army’s top modernization priorities, such as long-range fires in a way that alters the strategic balance of a theater to avert a potentially catastrophic, albeit low probability, scenario of armed conflict. More importantly, this strategic approach is far more stable in a crisis, as it does not place policymakers in having to rush this critical, escalatory capability into theater at a moment of high tension. Moreover, invest in a multidomain alliance has the flexibility to allow a later build-up of heavy forces if conditions still warrant.

As is well known, then acting Secretary of the Navy Thomas Modly fired Captain Brett Crozier, captain of the aircraft carrier USS Theodore Roosevelt, after he wrote a letter arguing that all but ten percent of the crew should disembark the ship to prevent the spread of the COVID-19 virus. Doing so, he acknowledged, would diminish the carrier’s readiness and slow its response time in a crisis. Justifying that decision, however, he argued, “We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset — our Sailors.”1 The problem for the captain, of course, was not the content of the letter as much as it was the subsequent leak to the San Francisco Chronicle. Setting aside the fiasco that resulted in his firing, and led to Modly’s sudden resignation, 2 the captain raises some important concerns regarding what the risks sailors, soldiers, airmen, and marines3 should be required to take in peacetime. Because it is peacetime, he argues, “[W]e … cannot allow a single Sailor to perish as a result of this pandemic unnecessarily.”4 Of course, even in war no one should die unnecessarily; however, the captain raises a good question: “what risks are necessary in peacetime?” To answer that question it is first important to understand what risks are necessary in wartime

Over the last month, an array of analysts and experts has attempted to ascertain what the post-pandemic world might look like from strategic, policy, or institutional perspectives. Several of these assessments feature dramatic predictions of a new world unlike what existed just months ago. It’s reasonable to expect change following a global crisis, but the near breathlessness detectable in some of these analyses evinces a lack of nuance or an appreciation for stasis. Moreover, few of these or other analyses have addressed the implications in a transatlantic context, or suggested specific mitigation steps. This brief essay reflects a more balanced attempt to fill these gaps, identifying recommendations for the US Army and Department of Defense to leverage the crisis and mitigate the damage across the transatlantic community.
